The Standing Committee on Government Operations and Estimates met in a televised session at 11:04 a.m. this day, in Room 253-D Centre Block, the Chair, Leon E.Benoit, presiding.

 

Members of the Committee present: Leon E. Benoit, Ken Boshcoff, Diane Marleau, Pat Martin, Russ Powers, Joe Preston, Francis Scarpaleggia, Paul Szabo, Louise Thibault and Randy White.

 

Acting Members present: Guy Lauzon for James Moore and Benoît Sauvageau for Marcel Gagnon.

 

Associate Members present: Gurmant Grewal.

 

Appearing: Hon. Reg Alcock, President of the Treasury Board.

 

Witnesses: Public Service Human Resources Management Agency of Canada: Ralph Heintzman, Vice-President, Public Service Values and Ethics; Monique Boudrias, Executive Vice-President. Department of Justice: Mylène Bouzigon, Senior General Counsel, Legal Services, Treasury Board Secretariat.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee commenced consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

 

The Minister made a statement and, with Ralph Heintzman, answered questions.

 

At 12:55, the Committee proceeded to sit in camera.

 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

FIRST REPORT OF THE SUB-COMMITTEE ON AGENDA AND PROCEDURE

The Sub-Committee on Agenda and Procedure of the Standing Committee on Government Operations has the honour to present its FIRST REPORT.

The Sub-Committee on Agenda and Procedure of the Standing Committee on Government Operations and Estimates met on Monday, October 18, 2004, and has agreed to recommend the following:

It was agreed, — That the President of the Treasury Board and senior officials be invited to appear on Thursday, October 21, 2004 in relation to the study of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.

It was agreed, — That, pursuant to Standing Order 111(4), the Committee invite Mr. Gordon Feeney, the Hon. John McCallum, Minister of National Revenue, and Mr. Cedric Ritchie, Director, Canada Post Board of Directors and Chair of the Governance and Nominating Committee, on Tuesday, October 26, 2004;

It was agreed, — That the Committee invite Ms. Marlene Catterall, M.P., Mr. John Williams, M.P. and Mr. Paul Szabo, M.P. to appear before the Committee to discuss the following reports:

1. The Business of Supply: Completing the Circle of Control (December 1998);

2. Improved Reporting to Parliament Project- Phase 2 : Moving Forward (June 2000);

3. Meaningful Scrutiny: Practical Improvements to the Estimates Process (September 2003).

It was agreed, — That, whenever possible, the Committee reserve Tuesday meetings for the study of estimates and other business and Thursday meetings for the study of legislation.

It was agreed, — That the report of the Subcommittee be concurred in.

 

It was agreed, — That the Minister of Public Works and Government Services be invited to appear on Tuesday, November 2, 2004 to discuss the Estimates.
