    The Vice-Chair (Mr. Jeremy Harrison (Desnethé—Missinippi—Churchill River, CPC)): Good morning, everybody. I'll ask first, as this is the first time I'm chairing this committee, to have everybody bear with me.

    We are here pursuant to the order of the House of Tuesday, November 2, 2004, on Bill C-14. Today, as agreed, we will undertake our clause-by-clause study of the bill. Before we begin I would like to give a brief description of the process.

    During clause-by-clause the committee examines every part of the bill, starting at the beginning and going line by line and, if necessary, word by word. Amendments can be proposed, debated, and voted on. A member can ask questions about a clause or debate a clause even if he or she has no amendment to propose. The committee votes on each amendment, each clause, the schedules and preamble—if the bill has them—the title, and finally on the bill as a whole. The committee then presents a report to the House on what changes, if any, it has made to the bill.

    The agenda for today's meeting lists every vote to be taken. There are no amendments put forward for this bill. Strictly speaking, the committee would vote each clause individually, but if there's agreement of the committee the clauses can be voted in groups, except for any on which members wish a recorded vote to be taken.

    At this point I think I'll ask for guidance from the committee as to how the committee would like to proceed on this.

    Mr. Gary Lunn (Saanich—Gulf Islands, CPC): We would like a separate vote on clauses 3 and 5. So for the Conservatives, the rest of the clauses can be grouped together.
