The Standing Committee on Aboriginal Affairs and Northern Development met at 9:06 a.m. this day, in Room 269 West Block, the Chair, Nancy Karetak-Lindell, presiding.

 

Members of the Committee present: Hon. Sue Barnes, André Bellavance, Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Pat Martin, Jim Prentice, David Smith, Lloyd St. Amand and Roger Valley.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; Marlisa Tiedemann, Analyst. House of Commons: Joann Garbig, Legislative Clerk.

 

Witnesses: Assembly of First Nations: Phil Fontaine, National Chief; Bill Erasmus, Chief, Regional Office, NWT; Candice Metallic, Legal Counsel.

 
Pursuant to the Order of Reference of Tuesday, November 2, 2004, the Committee resumed consideration of Bill C-14, An Act to give effect to a land claims and self-government agreement among the Tlicho, the Government of the Northwest Territories and the Government of Canada, to make related amendments to the Mackenzie Valley Resource Management Act and to make consequential amendments to other Acts.
 

Phil Fontaine and Bill Erasmus made statements and answered questions.

 

By unanimous consent, it was agreed, — That the Committee amend the agenda for the current meeting to permit the questioning of witnesses after 10 a.m., if desired.

 

At 10:24 a.m., the sitting was suspended.

At 10:30 a.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That whips staffs be authorized to be present to in camera meetings of the Committee and that the Committee reexamine this decision in the future if needed.

 

It was agreed, — That, notwithstanding motions adopted on November 18, 2004, the members of the Committee submit to the Clerk of the Committee all their proposed amendments to Bill C-14 no later than 5:00 p.m. on November 30, 2004; and that the Committee begin clause by clause study of Bill C-14 on December 2, 2004.

 

It was agreed, — That the Committee invite the Hon. Andy Scott to appear and other appropriate witnesses to testify on Bill C-20 on December 7, 2004; that the Committee begin clause by clause study of Bill C-20 on December 9, 2004 ; and that the members of the Committee submit to the Clerk of the Committee all their proposed amendments to Bill C-20 no later than 3:00 p.m. on December 8, 2004.

 

At 10:58 a.m., the Committee adjourned to the call of the Chair.
