Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Reynolds (West Vancouver—Sunshine Coast) , seconded by Mr. Hill (Prince George—Peace River) , moved, — That, in the opinion of this House, there being a serious democratic deficit in Canada, particularly in the domination of the executive over the House of Commons by providing to the Prime Minister the sole political prerogative to determine when Parliament should be dissolved for the purposes of a general election;

That, unless the Government loses the confidence of the House, general elections should be held on fixed dates; and

That the Government should bring in measures to establish fixed election dates to be held on the third Monday of the month that is four years after the month in which the polling day for the most recently held general election fell.

Debate arose thereon.

Mr. MacKay (Pictou—Antigonish—Guysborough) , seconded by Mrs. Wayne (Saint John) , moved the following amendment, — That the motion be amended by deleting all the words after the words “purposes of a general election” and substituting the following:

“That, unless the Government loses the confidence of the House, general elections should be held on fixed dates every four years.”.

And of the amendment of Mr. Casson (Lethbridge) , seconded by Mr. Duncan (Vancouver Island North) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“Bill C-12, An Act to amend the Criminal Code (protection of children and other vulnerable persons) and the Canada Evidence Act, be not now read a third time but be referred back to the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness for the purpose of reconsidering all of its clauses, with the view to eliminate loopholes identified by the nation's most notorious child pornographer, Robin Sharpe.”.
