The Standing Committee on Justice and Human Rights met at 11:01 a.m. this day, in Room 705, La Promenade Building, the Vice-Chair, John McKay, presiding.

 

Members of the Committee present: Garry Breitkreuz, Sarmite Bulte, Chuck Cadman, Marlene Jennings, Christian Jobin, Derek Lee, Paul Harold Macklin, John Maloney, Richard Marceau, John McKay and Vic Toews.

 

Acting Members present: Judi Longfield for Andy Scott and Tony Tirabassi for Hedy Fry.

 

In attendance: Library of Parliament: Philip Rosen, Principal.

 

Witnesses: Canadian Professional Police Association: Tony Cannavino, President; David Griffin, Executive Officer. Canadian Bar Association: Heather Perkins-McVey, Past Chair, National Criminal Justice Section; Tamra L. Thomson, Director, Legislation and Law Reform. International Centre to Combat Exploitation of Children: Cherry Kingsley, Special Advisor. Canadian Resource Centre for Victims of Crime: Steve Sullivan, President.

 
Pursuant to the Order of Reference of Tuesday, April 1, 2003, the Committee resumed consideration of Bill C-20, An Act to amend the Criminal Code (protection of children and other vulnerable persons) and the Canada Evidence Act.
 

The witnesses made statements and answered questions.

 

At 12:46 p.m., the sitting was suspended.

At 12:51 p.m., the sitting resumed.

 

Garry Breitkreuz moved, — That the Supplementary Estimates (A), 2003-2004, vote 7(a) for the Solicitor General - Canadian Firearm Centre in the amount of $10,000,000 under new appropriations be reduced to $1.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Garry Breitkreuz, Chuck Cadman, Vic Toews — 3; NAYS: Sarmite Bulte, Marlene Jennings, Christian Jobin, Derek Lee, Judi Longfield, Paul Harold Macklin, John Maloney, Richard Marceau, Tony Tirabassi — 9.

 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
