Presenting Reports from Committees

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Ménard (Hochelaga -- Maisonneuve), seconded by Mrs. Girard- Bujold (Jonquière), Bill C-478, An Act to amend the Bank Act and the Statistics Act (equity in community reinvestment), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

Miss Grey (Edmonton North), seconded by Mr. Chatters (Athabasca), moved, -- That the Second Report of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities, presented on Thursday, April 13, 2000, be concurred in.

That, fifteen minutes before the expiry of the time provided for Government Orders on the day allotted to the consideration of the second reading stage of the said Bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and in turn every question necessary for the disposal of the stage of the Bill then under consideration shall be put forthwith and successively without further debate or amendment.

And of the amendment of Mr. Solberg (Medicine Hat), seconded by Mr. Epp (Elk Island), -- That the motion be amended by replacing all the words after the word ''That'' with the following:

    ``this House declines to give second reading to Bill C-25, An Act to amend the Income Tax Act, the Excise Tax Act and the Budget Implementation Act, 1999, since the principle of the Bill does not provide for a Single Rate Tax Plan as proposed in Solution 17.'';

And of the sub-amendment of Mr. Obhrai (Calgary East), seconded by Mr. Gilmour (Nanaimo -- Alberni), -- That the amendment be amended by adding after the words ``Solution 17'' the following:

    ``by the Official Opposition.''
