Presenting Reports from Committees

Ms. Whelan (Essex), from the Standing Committee on Industry, presented the Fourth Report of the Committee (Productivity and Innovation: A Competitive and Prosperous Canada). -- Sessional Paper No. 8510-362-42.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Anderson (Minister of the Environment), seconded by Ms. Fry (Secretary of State (Multiculturalism) (Status of Women)), Bill C-33, An Act respecting the protection of wildlife species at risk in Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

      Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act respecting the protection of wildlife species at risk in Canada".

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Mark (Dauphin -- Swan River), seconded by Mr. Epp (Elk Island), Bill C-474, An Act to amend the Income Tax Act (percentage of gifts that may be deducted from tax), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Mark (Dauphin -- Swan River), Bill C-475, An Act respecting the creation of sanctuaries for endangered species of wildlife, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the third reading of Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations.

Ms. Fry (Secretary of State (Multiculturalism)(Status of Women)) for Ms. McLellan (Minister of Justice), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

Mr. Lowther (Calgary Centre), seconded by Mr. Epp (Elk Island), moved the following amendment, -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

    "Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations, be not now read a third time but be referred back to the Standing Committee on Justice and Human Rights for the purpose of examining the feasibility of adding a definition of marriage to all relevant clauses of the Bill so as to have the effect of adding the definition to each Act being amended by the Bill such that the definition will carry significant legal force and effect."

MOTIONS

By unanimous consent, it was ordered, -- That Group A, composed of members of the Standing Committee on Foreign Affairs and International Trade, be authorized to travel to Ankara, Turkey; Istanbul, Turkey, Baku; Azerbaijan, Tbilisi, Georgia; and Yerevan, Armenia; from May 6 to 16, 2000; and that Group B, composed of members of the Standing Committee on Foreign Affairs and International Trade, be authorized to travel to Almaty, Kazakhstan; Tashkent, Uzbekistan, Astana; Kazakhstan; and Bishtek, Kyrgyzstan; from May 6 to 16, 2000; in order to examine Canada's foreign policy interests in the South Caucasus and Central Asia; and that the necessary staff do accompany the Committee.

Ms. Lalonde (Mercier), seconded by Ms. Alarie (Louis- Hébert), moved the following amendment, -- That the motion be amended by replacing, in the French version, the word "frontière" with the following:
