Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

-- Nos. 362-1588 and 362-1589 concerning the income tax system. -- Sessional Paper No. 8545-362-15-18;

-- Nos. 362-1597, 362-1598 and 362-1599 concerning health care services. -- Sessional Paper No. 8545-362-34-15.

Presenting Reports from Committees

Mr. Scott (Fredericton), from the Standing Committee on Justice and Human Rights, presented the Seventh Report of the Committee (Extension of time to consider Bill C-244). -- Sessional Paper No. 8510-362-100.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 43, 58, 59 and 61) was tabled.


Mr. Scott (Fredericton), from the Standing Committee on Justice and Human Rights, presented the Eighth Report of the Committee (Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, without amendment). -- Sessional Paper No. 8510-362-101.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 5 to 26, 28, 40, 44 to 51, 60 and 61) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Adams (Peterborough), seconded by Mr. Scott (Fredericton), Bill C-495, An Act to establish a national standard for the representation of dates in all-numeric form, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Riis (Kamloops, Thompson and Highland Valleys), one concerning the highway system (No. 362-1649) and one concerning the criminal justice system (No. 362-1650);

-- by Mr. Adams (Peterborough), one concerning housing policy (No. 362-1651) and one concerning health care services (No. 362-1652).

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Hill (Prince George -- Peace River), seconded by Mr. Benoit (Lakeland), moved, -- That given the record increases in the price of gasoline and home and diesel fuel, severely hurting Canadian consumers, truck drivers and businesses, and given the recent promise by the Minister of Finance to reduce taxes, this House call upon the government to give relief on fuel taxes, including repealing the increase in gasoline excise tax introduced as a temporary deficit elimination measure in 1995 and implementing the 1998 recommendation of the Liberal Caucus committee on gasoline pricing in Canada to remove the double taxation of the GST.

Debate arose thereon.

Mr. Kenney (Calgary Southeast), seconded by Mr. Solberg (Medicine Hat), moved the following amendment, -- That the motion be amended by adding the word ``immediate'' after the word ``give''.

Pursuant to Standing Order 30(5), the House proceeded to Oral Questions.

MOTIONS

By unanimous consent, it was ordered, -- That Private Members' Motions M-251 and M-414, standing in the order of precedence on the Order Paper in the names of Mr. Schmidt (Kelowna) and Mrs. Dockrill (Bras D'Or -- Cape Breton) respectively, be withdrawn.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Hill (Prince George -- Peace River), seconded by Mr. Benoit (Lakeland), in relation to the Business of Supply;

And of the amendment of Mr. Kenney (Calgary Southeast), seconded by Mr. Solberg (Medicine Hat).

ROYAL ASSENT

The Speaker informed the House that the Honourable the Deputy Governor General will proceed to the Senate today at 6:00 p.m. for the purpose of giving the Royal Assent to a certain Bill.

The House resumed consideration of the motion of Mr. Hill (Prince George -- Peace River), seconded by Mr. Benoit (Lakeland), in relation to the Business of Supply;

And of the amendment of Mr. Kenney (Calgary Southeast), seconded by Mr. Solberg (Medicine Hat).

The debate continued.

At 5:15 p.m., pursuant to Standing Order 81(16), the Speaker interrupted the proceedings.

The question was put on the amendment and, pursuant to Order made Wednesday, September 20, 2000, the recorded division was deferred until Tuesday, September 26, 2000, at the expiry of the time provided for Government Orders.

PRIVATE MEMBERS' BUSINESS

At 5:18 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Human Resources Development and the Status of Persons with Disabilities of Bill C-318, An Act to require the establishment of national training and certification standards for trades that receive apprenticeship training.

Mr. Mahoney (Mississauga West), seconded by Mr. Martin (Winnipeg Centre), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Human Resources Development and the Status of Persons with Disabilities.

Debate arose thereon.

MESSAGES FROM THE SENATE

A Message was received from the Senate as follows:

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-37, An Act to amend the Parliament of Canada Act and the Members of Parliament Retiring Allowances Act, without amendment.

ROYAL ASSENT

A message was received from the Honourable Charles Gonthier, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the Commons in the Senate.

Accordingly, the Speaker, with the Commons, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that when the Commons had been in the Senate, the Honourable the Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bill:

    Bill C-37, An Act to amend the Parliament of Canada Act and the Members of Parliament Retiring Allowances Act -- Chapter No. 27.

PRIVATE MEMBERS' BUSINESS

The House resumed consideration of the motion of Mr. Mahoney (Mississauga West), seconded by Mr. Martin (Winnipeg Centre), -- That Bill C-318, An Act to require the establishment of national training and certification standards for trades that receive apprenticeship training, be now read a second time and referred to the Standing Committee on Human Resources Development and the Status of Persons with Disabilities.
