The Standing Committee on Justice and Legal Affairs met in camera at 4:00 o'clock p.m. this day, in Room 308, West Block, the Chair, Shaughnessy Cohen, presiding.
Members of the Committee present: Shaughnessy Cohen, Paul DeVillers, Gordon Kirkby, François Langlois, Geoff Regan, George S. Rideout and Andrew Telegdi.
Acting Members present: Roger Gallaway for Nick Discepola, Stan Dromisky for Paddy Torsney and Stéphan Tremblay for Pierre de Savoye.
In attendance: From the Research Branch of the Library of Parliament: Patricia Begin, Research Officer.
In accordance with its mandate under Standing Order 108(2) and the Committee's motion to adduce evidence heard in the first session of this Parliament, the Committee resumed consideration of the comprehensive review of the Young Offenders Act (Phase II), in particular, issues relating to youth crime, the youth justice system and the operation and implementation of the Young Offenders Act (See Minutes of Proceedings dated Tuesday, March 12, 1996, Issue No. 1).
The Committee proceeded to the adoption of the Draft Report.

On motion of Geoff Regan, it was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.
On motion of Geoff Regan, it was agreed, on division, - That, pursuant to Standing Order 109, the Committee request that the Government provide a comprehensive response to this Report.
On motion of Geoff Regan, it was agreed, on division, - That the Chair table the Report as the Thirteenth Report of the Committee.
