Questions and responses 42nd Parliament, 1st session December 3, 2015, to September 11, 2019

With regard to gifts with a fair market value over $500 accepted by the Prime Minister or his wife since January 1, 2016, including, but not limited to any gifts of clothing or accommodations: (a) what are the details of each such gifts including (i) recipient, (ii) provider of gift, (iii) estimated value, (iv) description of gift, (v) date, and duration, if applicable, of gift; (b) was the gift handed over to the Crown, (c) was any action taken to either return the gift or reimburse the fair market value; and (d) if the answer to (c) is affirmative, what specific action was taken and when was it taken?

With regard to international trips taken by the Prime Minister since January 1, 2016: (a) what are the details of each trip, including (i) dates, (ii) destination, (iii) purpose; (b) for each trip in (a), how many guests who were not members of the Prime Minister’s family, employees of the government, or elected officials, were on each trip; and (c) what are the details of each guest in (b), including (i) name, (ii) title, (iii) reason for being on the trip, (iv) dates individual was on the trip?

With regard to the February 2018 trip to India taken by the Prime Minister and other ministers: (a) what is the total of all costs incurred to date related to the trip; and (b) what are the details of all contracts and invoices related to the trip, including (i) date, (ii) vendor, (iii) amount, (iv) description of goods or services provided, (v) file number?

With regard to flights taken on chartered or government aircraft by the Minister of Environment and Climate Change since November 4, 2015: (a) what are the details of all flights, including (i) date, (ii) origin, (iii) destination, (iv) number of passengers; and (b) what are the details of any contract related to the flights in (a), including (i) vendor, (ii) amount, (iii) date and duration of contract, (iv) description of goods or services?

With regard to the address by the Minister of Foreign Affairs to the 62nd General Assembly of the Atlantic Treaty Association on October 11, 2016, where he stated that “Russia's actions represented, and still represent, a clear breach of international law”: (a) what specific international law did Russia violate; (b) has the government made a formal request to any international body such as the International Criminal Court or the United Nations to prosecute Vladimir Putin or any other Russian officials for breaching international law; (c) if the answer to (b) is affirmative, what are the specific details, including dates of any such requests; and (d) for each violation which the government believes that Russia has committed, what are the possible range of sentences or other punishments which could result from a prosecution of such violations?

With regard to comments made by the Minister of Finance on October 19, 2017, that he has recused himself “at least twice” in order to avoid a conflict of interest: (a) how many times has the Minister recused himself in order to avoid a conflict of interest; and (b) for each instance in (a), (i) what was the topic or item, (ii) on what date did the Minister become aware that the item could cause a conflict of interest, (iii) on what date did the Minister recuse himself, (iv) on what date did the Minister report his recusal to the Conflict of Interest and Ethics Commissioner?

With regard to the Prime Minister's trip to Medicine Hat, Alberta, on or around October 13, 2016: (a) what are the costs associated with (i) the flight broken down by individual expense, (ii) other transportation costs, (iii) accommodation costs, (iv) food and beverage costs, (v) amount paid to Prime Minister's Office staff in per diems associated with the trip, (vi) other expenses, broken down by individual type of expense; (b) what specific government events did the Prime Minister attend while on the trip; and (c) what were the dates, times, and locations of all events referenced in (b)?

With regard to the Prime Minister’s trip to India in February 2018: (a) what was the trip’s itinerary; (b) for any receptions, dinners or similar events on the itinerary, who was on the guest list, broken down by event; and (c) what are the details of any reception or dinner invitations which were rescinded or revoked by the government, including (i) individuals or organizations which had their invitation rescinded, (ii) event for which original invitation was sent, (iii) reason for rescinding or revoking invitation?

With regard to the trip to India by the Prime Minister and other ministers in February 2018, and for each member of Cabinet who was on the trip: (a) what were the details of each of their itineraries; and (b) for each meeting listed on the itineraries in (a), what is the list of attendees?

With regard to the trip to India taken by the Prime Minister and other Ministers in February 2018, and excluding any invoices yet to be received: what are the details of all expenditures over $1,000 related to the trip, including (i) vendor, (ii) date, (iii) amount, (iv) description of goods or services provided, including quantity, if known, (v) file number?

With regard to the Prime Minister's decision to hire staff to care for his children: (a) what is the total combined salary cost for all caregivers; (b) the cost of the benefit package for the caregivers; (c) the anticipated cost of all meals to be provided, per diem included; (d) the budgeted cost for all caregiver domestic travel; (e) the budgeted cost of all caregiver international travel; and (f) the cost of living accommodations for all caregivers employed by the Prime Minister?

With regard to the Minister of Foreign Affairs’ stated intention to reengage with Iran following the cutting of diplomatic ties in 2012: (a) can the government confirm that officials from Global Affairs Canada have been in contact with officials from the Islamic Republic of Iran with regard to reengaging in diplomatic relations between Canada and Iran; (b) if the answer to (a) is in the affirmative, at what levels are the talks between Canada and Iran being held; (c) is the evaluation or analysis of reopening a Canadian mission in Tehran complete; (d) if the answer to (c) is in the affirmative, what are the details of the evaluation; (e) if the answer to (c) is in the negative, what is the status of the evaluation; (f) has a security audit been conducted on the safety of Canadian personnel in a future mission in Tehran; (g) if the answer to (c) is in the affirmative, what are the expenses so far for the evaluation or analysis mentioned in (c); and (h) if (f) is in the affirmative, what are the expenses so far for the security audit mentioned in (f) and have stakeholders such as Iranian-Canadians been consulted in relation to the reopening of a mission in Tehran?

With regard to the event featuring Palestinian Authority Archbishop Atallah Hannah in April 2018, in which the Member of Parliament for Mississauga-Erin Mills provided greetings on behalf of the Prime Minister: (a) did the Prime Minister authorize the greetings; (b) does the Minister of Foreign Affairs agree with the statement given at the event on behalf of the Prime Minister; and (c) if the Member was not speaking on behalf of the Prime Minister, or was not authorized to provide the greetings, what disciplinary action or corrective measure has the government taken?

With regard to the videos posted on the Prime Minister's YouTube channel and linked to and from the Prime Minister's website: (a) what are the development, preparation, design, production, editing, and uploading costs for each video; (b) what are the costs for staff and contractors involved, broken down by salary, overtime, and other expenses; (c) how many people are working on this project and what are their titles; (d) what equipment is used to produce and edit the videos and how much did this equipment cost; and (e) what are the travel, accommodation, and other expenses involved in filming and producing these videos?

With regard to the Prime Minister’s trip to China in August and September of 2016: (a) what was the total cost to taxpayers of the trip; (b) how much was spent on accommodation; (c) how much was spent on food; and (d) how much was spent on other expenses, including a description of each expense?

With regard to the Prime Minister's trip to Washington for a State Dinner with President Obama, what is: (a) the total combined cost for all persons attending on the trip; (b) the cost of the accommodations; (c) the anticipated cost of all meals to be provided as well as per diem; and (d) the total number of persons attending as part of the delegation invited by the Prime Minister?

With regard to the Prime Minister’s travel to Edmonton on October 20, 2017: (a) what was the total cost of the travel; (b) how many exempt staff traveled with the Prime Minister; (c) how many non-exempt staff traveled with the Prime Minister; and (d) what were the security costs for the travel?

With regard to the Minister of International Trade’s trip to China in November 2018: (a) who went on the trip, broken down by (i) Minister’s staff, (ii) Members of Parliament, (iii) Senators, (iv) departmental employees, (v) other guests; (b) for each person identified in (a), what were the travel costs, broken down by (i) total cost, (ii) accommodation, (iii) travel, (iv) meals, (v) all other expenses; (c) what are the details of all events and representation activities during the trip, including (i) dates, (ii) cities, (iii) number of participants, (iv) total costs; and (d) what agreements were signed?

With regard to the guidelines set out in the Prime Minister’s “Open and Accountable Government” document: (a) what processes are in place when a public office holder is accused of violating the Prime Minister’s guidelines; and (b) what processes are in place when the Prime Minister is accused of violating the said guidelines?

With regard to all gifts and benefits with a value of over $200 accepted, directly or indirectly, by the Prime Minister, all Cabinet Ministers, and their families, since November 3, 2015 : (a) broken down by first and last name of the recipient, in chronological order, what are all gifts or benefits that were not forfeited to Her Majesty, and, for each such gift or benefit, (i) what was the date of receipt, (ii) what was the content, (iii) what was the monetary value; (b) broken down by first and last name of the recipient, in chronological order, what are all gifts and benefits forfeited to Her Majesty, and, for each such gift or benefit, (i) what was the date of receipt, (ii) what was the date of forfeiture, (iii) what is its current location, (iv) what was the content, (v) what was the monetary value; and (c) what is the policy for recipients regarding which gifts are kept and which are forfeited?
