Questions and responses 45th Parliament, 1st session May 26, 2025, to present

With regard to the government's public consultation and request for feedback from Canadians and interested stakeholders regarding the Canada-United States-Mexico Agreement that ran from September 20 to November 3, 2025: (a) how many submissions were received; (b) of the submissions received, how many were from (i) industry or business associations, (ii) provinces or territories, (iii) civil society organizations, (iv) labour and Indigenous groups, (v) academia and individuals, (vi) others, broken down by type; and (c) what were the general themes submitted, broken down by each type of stakeholder?

With regard to the government’s standing agreements with the state of Israel, including the Canada-Israel Free Trade Agreement and the Canada-Israel Strategic Partnership: (a) what are the timelines, including specific or approximate dates if available, for both annual and comprehensive reviews; (b) what is entailed and who is involved in the reviews; (c) which departments and agencies, and specifically which directorates, sectors or branches are, involved in the reviews; and (d) what mechanisms, if any are available for public participation in this process?

With regard to consultations on Jordan’s Principle and the Inuit Child First Initiative by the Minister of Indigenous Services, since the minister was sworn in, broken down by month: (a) what are the details of all meetings, including, for each, the (i) date, (ii) name of the organization or individual, (iii) duration, (iv) location, (v) number of attendees, (vi) number of Indigenous Services Canada staff attending; and (b) what are the names of the Inuit partners who attended these consultations?

With regard to the government’s "Canada Strong Pass" for national parks and monuments: (a) did the government consult with communities surrounding the national parks and monuments ahead of announcing this initiative; (b) if yes to (a), when did these consultations take place, who was consulted and what are the details, including (i) the date, (ii) who was consulted, (iii) the name of the park or monument; (c) what is the projected loss of government revenue from implementing this pass; (d) how much does each park or monument collect in admission fees, broken down by (i) province, (ii) the name of the park or monument, (iii) the average yearly visitors from 2015 to present, (iv) the annual park or monument revenue; (e) has the government forecasted the estimated influx of visitors and ensured adequate staffing for the parks; and (f) how has the government prepared each park for the potential influx of visitors through the implementation of this pass?

With regard to the consultation process in the government's preparation of Bill C-5, An Act to enact the Free Trade and Labour Mobility in Canada Act and the Building Canada Act: (a) which Indigenous rights holders were consulted about Bill C-5 prior to it being introduced in the House of Commons; (b) how much time were these rights holders provided to share their concerns about Bill C-5 with the government; (c) did the ministers and staff responsible for the preparation of this bill address any concerns raised by Indigenous rights holders in correspondence or meetings held with them prior to Bill C-5 being introduced in the House of Commons; and (d) what steps did the government take to ensure Bill C-5 obtained the free, prior and informed consent of Indigenous rights holders to ensure it was compliant with (i) An Act respecting the United Nations Declaration on the Rights of Indigenous Peoples, (ii) Section 35 of the Constitution Act, 1982, including subsection 35(3)?

With regard to the consultative process for Bill C-2, An Act respecting certain measures relating to the security of the border between Canada and the United States and respecting other related security measures: (a) what meetings or correspondence did the ministers and staff responsible for the preparation of Bill C-2 undertake with (i) women and gender equality organizations, (ii) migrant and refugee rights organizations; (b) did the government seek a legal opinion from the Privacy Commissioner concerning the legal validity of Bill C-2, prior to introducing it in the House of Commons; and (c) what steps did the government take to ensure that Bill C-2 was compliant with the 1951 Refugee Convention, prior to introducing it in the House of Commons?
