Questions and responses 42nd Parliament, 1st session December 3, 2015, to September 11, 2019

With regard to trade negotiations: (a) what is the list of trade negotiations which are currently ongoing; (b) what is the current status of each trade negotiation; (c) what is the list of trade negotiations which have ceased or been suspended since November 4, 2015; (d) on what date did each of the trade negotiations referred to in (c) cease or suspend; and (e) for each negotiation referred to in (c), what was the reason for the negotiation ceasing or suspending?

With regard to the re-negotiation of the Columbia River Treaty: (a) what is the status of the re-negotiation; (b) have negotiators been named on behalf of Canada; (c) if the answer to (b) is in the affirmative, who has been appointed and for what term; (d) what changes to the Treaty is the government seeking in this re-negotiation; (e) when are negotiations expected to commence and what is the current schedule of negotiations; (f) what representation from First Nations communities will be a part of Canada’s negotiating team; (g) has the government devolved any of the negotiation process to the Province of British Columbia and if so, what processes; and (h) will the consultations undertaken by the Columbia River Treaty Local Governments Committee be taken into consideration by the negotiating team?

With regard to the Columbia River Treaty (CRT): (a) who is expected to lead the Canadian delegation for the CRT renegotiations; (b) what steps has the government taken to appoint a negotiator to renegotiate for the CRT; (c) what steps has the government undergone to date to facilitate a renegotiation of the CRT or strengthen its bargaining position; (d) has the government identified the required scope of a renegotiation of the CRT; (e) how many briefings were made available to Canadian ministers and what were the titles and dates of these briefings; (f) what kind of funding has been allocated to fill in knowledge gaps in advance of renegotiation, whether in the form of studies, reports, consultations, or otherwise; (g) is the International Joint Commission expected to provide advice to negotiators; (h) does the government plan to respond to the letter sent to the Minister of Foreign Affairs on March 18, 2016, by some individuals from British Columbia and titled ‘Re: Columbia River Treaty Renegotiations’ and, if so, when; (i) has any analysis or study been done to see if Environment and Climate Change Canada has the necessary resources to deal effectively with this issue; and (j) has any funding been set aside specifically for Environment and Climate Change Canada to deal with this issue, and if so, how much?

With regard to the announced launch of the negotiations toward a national resolution to the Sixties Scoop litigation: (a) what parties are negotiating with the government; (b) what terms has the government set for the negotiation process; (c) who will act as a mediator during the process; (d) will the government continue to litigate ongoing cases during this negotiation process; (e) has the government considered survivors' wants and needs in the negotiation process; and (f) what is the timeframe and schedule of the negotiation process?

With regard to the Minister of International Trade and her negotiations with the United States on softwood lumber: (a) when did formal negotiations on a new Softwood Lumber Agreement commence; (b) how many negotiating sessions have been held to date; and (c) who were the participants of those negotiations in Canada, the United States or elsewhere?

With regard to negotiations related to NAFTA, since January 1, 2017: (a) how many times has the Prime Minister met with Canada’s chief negotiator; (b) what are the dates of all such meetings; and (c) what form did each meeting take (phone, in person, etc.)?
