Questions and responses 42nd Parliament, 1st session December 3, 2015, to September 11, 2019

With regard to the government’s ongoing campaign for a seat on the United Nations Security Council, since November 4, 2015: (a) what are the itemized details of all expenditures to date including amount spent on (i) travel, (ii) accommodation, (iii) personnel, (iv) gifts; (b) what is the total of all expenditures referred to in (a); and (c) for gifts referred to in (a) what are the details of each gift, including (i) description, (ii) value or price, (iii) price per item, (iv) number of items, (v) date item was purchased, (vi) date item was gifted, (vii) country whose representatives received the gift?

With regard to spending related to the 2018 G7 Summit in Charlevoix: (a) what was the initial budget for the summit; (b) what is the latest projected total cost of the summit, broken down by type of expense; and (c) what are the details of each expenditure to date related to the summit, including (i) vendor, (ii) amount, (iii) description of goods or services, including quantity of each item?

With regard to the government's campaign for a United Nations Security Council seat in 2021: (a) what are the total expenses to date directly related to the campaign; (b) what is the breakdown in (a), by type of expense; and (c) what are the details of all contracts related to the campaign, including (i) vendor, (ii) date, (iii) amount, (iv) description of goods or services, (v) file number?

With regard to expenditures paid out so far, and in relation to the government’s delegation to Davos in January 2018: (a) what are the details of all expenditures, including travel related expenditures, to date and broken down by (i) amount, (ii) vendor, (iii) date, (iv) description of goods or services; (b) what is the total amount for all of the expenditures in (a); and (c) what is the total estimated value of invoices related to Davos which have yet to be received or paid out?

With regard to the conference attended by the Prime Minister at the Sun Valley Resort in Idaho in July of 2016: (a) what were all costs associated with attending the event, including a description or breakdown of each cost; (b) how much was spent on transportation to the event, including the costs of government aircraft; (c) what is the list of passengers on the government aircraft which transported the Prime Minister to the event; (d) how much was spent on accommodations at the event; (e) were any fees paid to the organization putting on the event, if so what are the amount and details of such fees; (f) what are the details of any other expenses associated with attending or travelling to the conference; and (g) what are the details of any memorandums, briefing notes or files held by either the Privy Council Office or Global Affairs Canada regarding the event, including the (i) date, (ii) title, (iii)subject matter, (iv) sender, (v) recipient(s), (vi) internal tracking number?

With regard to the government’s current bid to win a seat on the UN Security Council: (a) what amount is budgeted for gifts to foreign dignitaries; (b) to date, how much has been spent on gifts; and (c) to date, what are the details of every gift provided, including for each (i) country of representative, (ii) title, (iii) description of item, (iv) value, (v) quantity?

With regard to the government’s delegation to the World Economic Forum in Davos, Switzerland, in January 2018: (a) what was the delegation’s estimated carbon footprint; (b) what is the breakdown of the estimated carbon footprint by type of activity, including (i) air transportation, (ii) ground transportation, (iii) accommodation, (iv) other; and (c) what are the details of any carbon offsets purchased by the government in relation to the trip to Switzerland, including (i) date of purchase, (ii) vendor, (iii) amount (dollar value), (iv) amount of offsets purchased (carbon dioxide equivalents)?

With regard to expenditures in relation to the Canadian delegation to Davos, Switzerland, in January 2018, and based on invoices, contracts, or receipts received to date: (a) what is the total of all such expenditures; and (b) what are the details for each expenditure, including (i) vendor, (ii) amount, (iii) description of goods or services provided, (iv) file number, (v) date?

With regard to Commonwealth Heads of Government Meetings related to succession plans: (a) how was Louise Fréchette chosen to be Canada’s representative at the meetings; (b) to which department, agency, or government entity does Ms. Fréchette report; (c) is Ms. Fréchette considered an employee of the department, agency, or government entity in (b); (d) what instruction has the government provided to Canada’s representative at the meetings; and (e) what is Canada’s official position regarding succession plans for the Head of the Commonwealth?

With regard to the Prime Minister’s trip to the United Nations in September 2018: (a) what is the complete list of world leaders with whom the Prime Minister had official meetings; (b) what topics were discussed at each of the meetings in (a); (c) what was the government’s objective or reason for each meeting in (a); and (d) what was the date of each meeting in (a)?

With regard to Canada's delegation at the United Nations Conference on Climate Change (COP22): (a) what are the first and last names of each delegate; (b) which organization did each delegate represent; (c) what is the total cost for using government aircraft to transport delegates to and from Marrakech; (d) broken down by each delegate who stayed in Marrakech, how many days and on which dates did the government cover the costs; (e) what were the total costs for the delegation, broken down by (i) cumulative total, (ii) air transportation, (iii) accommodation, (iv) food and per diems, (v) other transportation, (vi) carbon offsets, (vii) other expenses broken down by type; and (f) what is the estimated size of the carbon footprint as a result of the delegation?

With regard to the Canadian delegation to the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP24) in Katowice, Poland: (a) what is the total number of members of the delegation, including any accompanying staff, broken down by organization; (b) what is the title of each member of the delegation, broken down by organization; (c) what is the total allocated budget for the delegation; and (d) what is projected or estimated travel and hospitality expenses for the delegation, broken down by type of expense?

With regard to the Prime Minister’s comments on September 26, 2018, that “Conversations I've had with Cuban leadership over the course of my tenure have always included human rights and a push for better respect for democracy”: (a) what are the details of all such conversations, including (i) date, (ii) with whom the conversation was held, (iii) specific topics raised; and (b) what are the details of any specific commitments which the Prime Minister received from the Cuban leadership related to human rights or democracy, including (i) date of commitment, (ii) who gave the commitment, (iii) summary or contents of commitment?

With regard to the Canadian delegation which attended the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP24) that took place in Poland in December 2018: (a) what was the total number of Canadian delegates who attended the conference; (b) what were the names and titles of the members of the Canadian delegation; (c) what is the total aggregate cost incurred by the government to date for Canadian delegates to attend the Conference, including but not limited to transportation, accommodation, security, and per diem costs; (d) what is the itemized list of costs incurred by the government to date for Canadian delegates to attend the Conference, including but not limited to transportation, accommodation, security, and per diem costs; and (e) of those in the Canadian delegation that travelled to the Conference, how many individuals travelled for the purpose of providing communications, social media, photography, or videography services to members of the delegation, including but not limited to the Minister of Environment and Climate Change?

With regard to the Global Affairs Canada Heads of Mission Conference that occurred on June 9 and 10, 2016: (a) what was the total cost of the conference; (b) how many Heads of Mission attended the conference, broken down by each individual country; (c) for each attendee, what was the cost associated with attending the conference including (i) travel, (ii) accommodations, (iii) vehicle rentals, (iv) per diems, (v) all other expenses; (d) how many hospitality events were hosted during the conference, and for each one what was the cost (i) in total, (ii) for food, (iii) for alcohol, (iv) for renting the venue; (e) did the government consider doing an online web conference, and if not, why; and (f) if the government did consider doing an online web conference, what was the estimated cost?

With regard to Canada hosting the 10th Clean Energy Ministerial and Fourth Mission Innovation Ministerial Meeting (CEM10/MI4) in Vancouver in May 2019: (a) did the Minister of Natural Resources direct his department to issue a call for tenders in selecting a host city for the Meeting; (b) what criteria did Natural Resources Canada use to form its recommendation to the Minister of Natural Resources to announce Vancouver as a host city for the Meeting; (c) was there an open and fair process for Canadian municipalities to submit a bid to host the Meeting; (d) what other Canadian municipalities were considered to host the Meeting and why was Vancouver chosen over them; (e) was there an analysis made of the economic boost that the Meeting is expected to bring to the City of Vancouver; and (f) did the Minister of Natural Resources, his ministerial staff, or departmental staff at Natural Resources Canada hold any meetings or interactions concerning selecting a host city for the Meeting with (i) energy ministers and other high-level delegates from the 24 member countries of Clean Energy Ministerial and Mission Innovation, (ii) municipal representatives from any Canadian cities, (iii) representatives from Canada’s energy natural resource industry?
