With regard to the statement on the Prime Minister's website from December 27, 2025, that Canada has provided "over $12 billion, in direct financial support" to Ukraine's recovery and reconstruction: what is the itemized breakdown of how the $12 billion was spent, including the costs and amounts of all goods purchased with the money?

With regard to the approximately $20 billion in funding committed to Ukraine since 2022 by the government: (a) how much of the $20 billion (i) has been provided to date, (ii) has been committed, but not yet provided; (b) what is the breakdown of (a) by specific project and initiative; and (c) for each project and initiative, (i) who is responsible for delivering or overseeing the project or initiative, (ii) what specific safeguards or audits are in place to ensure the funding is spent for the intended purpose?

With regard to the government's approach to the situation in Gaza: (a) how much funding is the government currently providing to Press House Palestine under the Canada Fund for Local Initiatives Program; (b) how much funding has the government provided to Press House Palestine since 2016, broken down by year and program; (c) has Global Affairs Canada undertaken any audits to verify how Canadian funds were used by Press House Palestine, and, if so, what are the details of such audits, including their dates and findings; (d) has any government funding been provided directly or indirectly via the World Health Organization, the United Nations Children's Fund (UNICEF), or other international agencies to the Gaza Community Mental Health Programme, since 2016, and, if so, what are the details, including the dates and amounts of all such funding; (e) is the government aware of any Canadian-funded projects implicated in incidents where Hamas or other Palestinian armed groups have infiltrated or taken over non-governmental organization facilities, and, if so, what are the details; (f) what actions is the government taking to support Gazan civilians and prevent the diversion or misuse of Canadian aid by Hamas or other armed groups; (g) has the government provided any funding, directly or indirectly through third parties such as the United Nations or non-governmental organizations, to the Palestinian Authority's Ministry of Transportation since January 2024, and, if so, how much; (h) have any Canadian-funded partners engaged in projects in partnership with the Palestinian Authority's Ministry of Transportation since January 2024, and, if so, what are the details; and (i) on what grounds was former Palestinian Authority Minister of Transportation Tareq Zu'rob permitted entry into Canada?

With regard to all international development projects funded by the government that include language related to "climate justice", "intersectionality", "anti-racism" or "decolonization" since January 1, 2018: (a) what are the details of each such project, including the (i) project name, (ii) recipient organization, (iii) country or region, (iv) funding amount, (v) project description, (vi) date of the funding; (b) what were the measurable humanitarian outcomes produced by each project, as assessed by (i) Global Affairs Canada, (ii) third-party evaluations, broken down by evaluator; and (c) which projects underwent formal audits for cost-effectiveness or ideological bias, and what were the details, including the results of each audit?

With regard to government funding to Israel, the West Bank and the Gaza strip, since 2015: (a) what is the total amount of funding allocated to each jurisdiction, broken down by (i) year, (ii) amount, (iii) recipient, (iv) description of the type of federal aid or grant provided, (v) purpose of the federal aid or grant provided, (vi) department or agency responsible for providing the federal aid or grant; (b) for each amount in (a), what specific safeguards or audits are in place to ensure the funding is spent for the intended purpose; and (c) for funding given to third-party organizations, (i) what are the names of each organization, (ii) what is the rationale for selecting each organization, (iii) what reporting obligations were required from each organization on the use of the aid, if any, (iv) on what date were they last audited to ensure that their funding was being spent appropriately, (v) what were the findings of each audit?

With regard to funding provided by Global Affairs Canada for international development projects which include gender identity, anti-racism, or decolonization as thematic priorities, since January 1, 2020, and broken down by year: (a) what are the total funds allocated to such projects; (b) what are the details of each such project, including the (i) amount of funding provided by Global Affairs Canada, (ii) implementing partner, (iii) location, (iv) total project budget, (v) project's title and description; (c) for each project, what portion of the funds were used for (i) administration, (ii) advocacy, (iii) communications, (iv) training; (d) what measurable development outcomes were delivered by each project and how were these outcomes evaluated; and (e) which of these projects, if any, were audited or reviewed for cost-effectiveness or value-for-money by the Office of the Auditor General, Global Affairs Canada, or an external evaluator, and what are the details of each audit or review?

With regard to the government's Just Energy Transition Partnerships: (a) since 2016, with which countries has the government signed or entered into Just Energy Transition Partnerships, and in which year was each agreement signed or entered into; (b) for each agreement, what are (i) the government's obligations, (ii) each foreign government's obligations; (c) how much funding has the government provided towards such partnerships, broken down by year, in total, and broken down by each country or partnership; and (d) what is the detailed breakdown of how the funding in (c) was spent?

With regard to Canadian funding for education in developing countries: (a) how much was spent annually for each of the last five fiscal years; (b) what was the breakdown by country and by education level (primary, secondary, post-secondary); and (c) how many girls and women were direct beneficiaries of these education programs in total and broken down by country and education level?

With regard to all Canadian international development funding distributed via multilateral institutions, since January 1, 2020, including, but not limited to, the United Nations Development Programme, the World Bank and the Global Fund: (a) what is the total amount of government funding transferred annually to each institution; (b) what portion of these funds was earmarked versus unearmarked, and what were the earmarks for; (c) what mechanisms are in place to ensure accountability for outcomes associated with Canadian funding; and (d) what portion of Canadian funding was reallocated by these institutions to projects or regions under sanctions or with Tier 3 human rights designations, and what was the government’s response to these reallocations?

With regard to the measures announced by the Prime Minister on December 27, 2025, in Halifax, providing an additional $2.5 billion commitment for Ukraine, including debt suspensions and loan guarantees to multilateral institutions: (a) what is the precise allocation of the $2.5 billion by category, specifically identifying amounts attributable to (i) International Monetary Fund financing support or capital subscriptions, (ii) Canada's participation in debt service suspension for 2025-26, up to $1.5 billion, (iii) the World Bank loan guarantee of up to $1.3 billion in 2026, (iv) the European Bank for Reconstruction and Development guarantee of up to $322 million, (v) any humanitarian or military components not listed; (b) for each portion in (a), what are the legal and financial instruments being used; (c) what amounts have been disbursed or formally executed to date, and what amounts remain only announced but not yet contracted or guaranteed; (d) which departments, Crown corporations, or international partners are administering each transfer; (e) what are the terms and conditions attached to each loan guarantee or debt suspension, including duration, interest exposure, and contingent liabilities to Canada; (f) what is the government's estimate of the maximum risk to taxpayers should any guaranteed loan default; (g) what mechanisms are in place to track end-use of funds in Ukraine and ensure compliance with Canadian sanctions and anti-fraud requirements; and (h) what reporting will be provided to Parliament on the performance outcomes of these measures?

With regard to the $193.45 million in funding announced by the government on March 8, 2025, for 20 projects aimed at advancing gender equality and empowering women and girls: (a) what are the details of each project, including, for each, the (i) amount of funding committed, (ii) location, (iii) project description; (b) how much of the $193.45 million is allocated to administrative costs versus direct program delivery; (c) what percentage of funds will be spent outside of Canada, and what oversight does Canada have over those expenditures; (d) what criteria were used to select recipient organizations and countries; (e) what measurable indicators will be used to determine whether these programs have achieved their stated objectives; (f) how will the government verify that funded organizations deliver tangible benefits rather than political advocacy or ideological campaigns; (g) what timelines have been established for achieving the objectives in (e); (h) what mechanisms are in place to ensure transparency and prevent misuse of funds; and (i) for each outcome assessment, audit, spending report or other report used to demonstrate transparency, how will it be made public, broken down by type of report?

With regard to Canadian government funding of the HAYA Joint Programme and its association with the Palestinian Centre for Human Rights, a Gaza-based organization with reported links to the Popular Front for the Liberation of Palestine, designated by Canada as a terrorist entity: (a) what is the total amount of Canadian funding provided to the HAYA Joint Programme since its inception, broken down by fiscal year; (b) what portion of Canadian funding was allocated or subcontracted to the Palestinian Centre for Human Rights, directly or indirectly, through implementing partners or United Nations agencies; (c) what are the names of all implementing partners and subcontracted non-governmental organizations that received Canadian funds as part of the HAYA Programme, and what amounts did each receive, broken down by year; (d) what oversight or due diligence measures were undertaken by Global Affairs Canada to ensure that no funds provided through the HAYA Programme were allocated to organizations with links to terrorist groups or engaged in political propaganda; (e) was the government of Canada aware of the January 15, 2025, Facebook post by the Palestinian Centre for Human Rights in which Canada was tagged and accused of complicity in "starvation as a weapon of war" by Israel, and, if so, what steps were taken in response; (f) has the government of Canada, Global Affairs Canada, or any Canadian official formally raised concerns with the United Nations agencies involved in HAYA, including UN Women and United Nations Population Fund, regarding the participation of the Palestinian Centre for Human Rights in the program; (g) has the government of Canada taken any action to investigate whether its funding has contributed to materials or training programs developed or delivered by the Palestinian Centre for Human Rights, including programs in United Nations Relief and Works Agency schools, and, if so, what were the findings; and (h) will the government of Canada provide a complete accounting of the HAYA Programme’s disbursements, including financial breakdowns, project reports, and evaluations, and if not, why not?

With regard to Global Affairs Canada's operational expenditures for international development programming from fiscal year 2023–24 through 2024–25: (a) what is the total amount spent annually on travel, hospitality, and administrative overhead related to development programs, broken down by (i) region, (ii) project, (iii) division; (b) how many Global Affairs Canada employees travelled abroad for development-related purposes in each year, in total and broken down by destination; (c) what internal assessments, if any, have been completed to measure whether these expenditures produced a measurable impact on project success or delivery; and (d) what recommendations were made in any such assessments regarding cost savings or reducing duplication of roles with multilateral partners?

With regard to funding provided through the Canada Fund for Local Initiatives program in the West Bank, Gaza, and East Jerusalem since January 1, 2016, and broken down by year: what are the details of each such Canada Fund for Local Initiatives grant, including the (i) amount, (ii) recipient, (iii) file number, (iv) description of the local initiative, (v) date, (vi) location?

With regard to projects funded under Canada’s Feminist International Assistance Policy, since its inception in 2017, and broken down by year: (a) what are the details of all projects funded, including the (i) project name, (ii) implementing partner, (iii) country, (iv) total funding amount, (v) project description, (vi) date of the funding; (b) for each project, what was the proportion of funding allocated toward activities related to gender-based ideology versus measurable humanitarian outcomes such as clean water, food, health care and education; (c) which projects were flagged for ideological risk, redundancy with multilateral efforts or weak accountability measures in internal departmental risk assessments, and what specific actions were taken in response to each flag; (d) what indicators does the government use to measure its effectiveness; (e) what performance metrics have been met since 2017; and (f) what are the total expenditures under the Feminist International Assistance Policy, broken down by year and region?

With regard to Supplementary Estimates (C), 2025–26, Vote 10c, under the Department of Foreign Affairs, Trade and Development, in the amount of $12,547,937 for “The grants listed in any of the Estimates for the fiscal year” and “Contributions, including payments for other specified purposes and for the provision of goods and services for the promotion of trade and investment; and international humanitarian assistance and assistance in relation to international security, international development and global peace”: (a) what is the complete itemized breakdown of the $12,547,937, including, for each grant or contribution, the (i) recipient name, (ii) recipient country, if applicable, (iii) amount allocated, (iv) fiscal year in which the funds will be disbursed, (v) program authority under which the funds are issued, (vi) description of the project or initiative funded; (b) what portion of the total amount is allocated to (i) trade promotion and investment activities, (ii) international humanitarian assistance, (iii) international development programming, (iv) international security initiatives, (v) global peace operations; (c) what portion of the funds is earmarked versus unearmarked, including amounts transferred to multilateral institutions or pooled funding mechanisms; (d) what administrative or overhead costs are associated with the delivery of these funds, broken down by department or implementing partner; and (e) what monitoring, evaluation, and reporting mechanisms are in place to ensure accountability and measurable outcomes for each funded initiative?

With regard to funding by Global Affairs Canada to organizations with operations in or near Gaza: (a) how much funding has Global Affairs Canada provided to (i) Women’s Centre for Legal Aid and Counseling, (ii) Military Court Watch, (iii) Palestinian Academic Society for the Study of International Affairs, (iv) Treatment and Rehabilitation Centre for Victims of Torture, (v) Society of St. Yves, (vi) Women’s Affairs Centre, broken down by year since 2021, type of funding, and program through which it was delivered; (b) for each instance of funding in (a), what was the purpose; and (c) how much future funding has Global Affairs Canada committed to each of the organizations in (a), and what are the details, including amounts and purpose, of each funding commitment?

With regard to the funding for the Crisis Pool Quick Release Mechanism under the Department of Foreign Affairs, Trade and Development, as referenced in the Supplementary Estimates (B), 2025-26, and all funding provided through this mechanism since its creation: (a) what is the purpose, mandate, and operational function of the Crisis Pool Quick Release Mechanism; (b) how much funding has been allocated, committed, and spent through this mechanism each year since its creation; (c) what are the details of all expenditures made through this mechanism, including the (i) amount, (ii) date of the expenditure, (iii) recipient organization or company, (iv) purpose or activity funded; (d) were any third-party contractors, service providers, or implementing partners engaged through this mechanism, and, if so, what are the details, including (i) the name of the provider, (ii) the amount of the contract, (iii) the date and duration, (iv) whether the contract was awarded competitively or sole-sourced; and (e) which government official or position at the Department of Foreign Affairs, Trade and Development is responsible for oversight and decision-making regarding this funding?
