Questions and responses 44th Parliament, 1st session November 22, 2021, to January 6, 2025

With regard to the National Housing Strategy and the claim by the Minister of Housing and Diversity and Inclusion that the government has “supported the creation of about 100,000 units” since 2017, broken down by stream and year: (a) how many units of housing has the federal government supported the creation of; and (b) how many of the units (i) have received funding, excluding funding commitments that have not been finalized, (ii) are part of funding commitments that have not been finalized, (iii) have not yet received federal funding, (iv) have completed construction, (v) have not yet started construction?

With regard to the National Housing Council, since its creation: (a) what was the council's annual budget and expenditures, broken down by year; (b) what is the breakdown of (a) by item and type of expenditure; (c) what were the locations of each council meeting, broken down by the meeting date; (d) for each year, what were the council's total expenditures on (i) travel, (ii) hospitality; and (e) how is the council composed, including (i) how the members and the chairs of the council are chosen, (ii) the number of members, (iii) the financial compensation rates, including annual amounts and per diem rates, if applicable?

With regard to the Rapid Housing Initiative (RHI): (a) how many projects have been funded to date; (b) how many units do the projects in (a) represent; (c) what is the breakdown, by province or territory and by municipality of the (i) number of projects, (ii) number of units; and (d) what are the details of all RHI projects funded to date for Indigenous housing, including the (i) location, (ii) project description, (iii) number of units, (iv) expected completion date?

With regard to the government’s 2023 Housing Accelerator Fund that closed on August 18, 2023: what are the details of the $4 billion dollar fund, including (i) which ridings received funding, (ii) what amount of funding each riding received?

With regard to the Underused Housing Tax (UHT) that came into effect on January 1, 2022, broken down by year: (a) how many UHT returns have been filed (i) in total, (ii) broken down by census metropolitan area (CMA); (b) how many UHT returns had no amounts owing (i) in total, (ii) broken down by CMA; (c) what is the total amount of the UHT assessed; (d) what is the amount of the UHT assessed that has been collected; (e) what are the costs to (i) implement, (ii) annually administer, the UHT by government departments or agencies; (f) how many employees or full-time equivalents are or were assigned to work on the UHT by government departments or agencies; and (g) how much has been spent to date by government departments or agencies on public consultations, advertisements, promotion, publications, stakeholder meetings or engagements, public opinion research, or other communications, public relations, and information efforts related to the UHT, in total and broken down by type of expense?

With regard to the Underused Housing Tax (UHT) that came into effect on January 1, 2022, broken down by year: (a) how many UHT returns have been (i) filed by taxpayers, (ii) filed and then reviewed by the Canada Revenue Agency (CRA); (b) how many UHT returns reviewed by the CRA in (a)(ii) had no amounts owing, in total and percentage; (c) what is the total amount of the UHT assessed; (d) what is the amount of the UHT assessed that has been collected or payments submitted and processed by taxpayers; (e) what are the costs to (i) implement, (ii) annually administer, the UHT by government departments or agencies; (f) how many employees or full-time equivalents are or were assigned to work on the UHT by government departments or agencies; and (g) how much has been spent to date by government departments or agencies on (i) public consultations, (ii) advertisements, (iii) promotion, (iv) publications, (v) stakeholder meetings or engagements, (vi) public opinion research, (vii) other communications, public relations and information efforts, related to the UHT, in total and broken down by type of expense?

With regard to funding provided through the Housing Accelerator Fund: (a) how much funding has been provided to date, broken down by city or municipality and by province or territory; and (b) what are the key milestones that must be achieved before the federal government provides the next Housing Accelerator Fund payment, broken down by city or municipality?

With regard to federal spending on housing, between February 1, 2015, and November 1, 2015: (a) did the Canada Mortgage and Housing Corporation (CMHC) reduce federal funding for any housing initiatives during this period, and, if so, how much funding was cut under each initiative; (b) did CMHC executives receive any bonus compensation, and, if so, what is the average and median bonus compensation received; (c) did CMHC’s total operational expenses increase or decrease during this period; (d) were there any changes to CMHC’s risk management policies or risk appetite framework during this period, and, if so, what were the changes and did they contribute to an increase in processing time for approval of housing projects and, if so, what was the average and median length of the additional delays; (e) how many federal housing funding announcements were made by the minister responsible for housing during this period; (f) how much housing funding was announced by the minister responsible for housing during this period; and (g) how many new units of non-profit housing, social housing, and co-op housing were completed during this period?

With regard to the Housing Accelerator Fund, since September 1, 2023: (a) how many applications for federal funding were rejected or unsuccessful, broken down by (i) province or territory, (ii) municipality; and (b) what is the projected number of residences that could have been constructed if funding was provided?

With regard to the Housing Accelerator Fund, broken down by year, by province or territory, and by type of end user (market housing developer, non-profit housing developer, municipality), between fiscal years 2017-18 and 2027-28: (a) how much funding has been allocated to the program; (b) how much funding has been committed; (c) how much funding has been transferred to the recipients; (d) how many units have been constructed or are expected to be constructed; and (e) how much has the Canada Mortgage and Housing Corporation spent, or is it projected to spend, administering the program?

With regard to the Canada Mortgage and Housing Corporation’s report titled “Progress on the National Housing Strategy, June 2024” and the figures listed on page 4 related to the Federal Lands Initiative: (a) what is the number of new units under the Federal Lands Initiative, in total, and broken down by current status, including (i) unconditionally committed, but not yet under construction, (ii) conditionally committed, but not yet under construction, (iii) under construction, (iv) built; and (b) what is the number of renewal or renovation units under the Federal Lands Initiative, in total, and broken down by current status, including (i) unconditionally committed, but not yet under construction, (ii) conditionally committed, but not yet under construction, (iii) under construction, (iv) built?

With regard to government information about housing: (a) how many non-primary residences are located within the greater area of (i) Edmonton, (ii) Vancouver, (iii) Calgary, (iv) Toronto, (v) Montréal; (b) of the residences in (a), how many are owned by (i) Canadian residents, (ii) non-residents; (c) what is the breakdown of (a) and (b) by vacant units versus occupied units; and (d) what is the breakdown of (a) by type of owner (foreign individual, domestic corporation, etc.)?

With regard to the Housing Accelerator Fund and the government's response to Order Paper question Q-2531: was there any funding provided to areas in Ontario, such as counties or upper-tier municipalities, that were not included in the response, and, if so, what was the amount of funding provided to each area, broken down by type of housing funded?

With regard to the National Housing Strategy: (a) how many applications have been received under the (i) National Housing Co-Investment Fund, (ii) Rental Construction Financing Initiative, (iii) Rapid Housing Initiative, broken down by program, stream (e.g. new construction, housing repair and renewal), stage of the application, year of submission, province, number of units and dollar amount for each finalized application since 2017; (b) how much funding from the programs referred to in (a) have been allocated to (i) finalized agreements, (ii) conditional commitments, broken down by province, program and stream; (c) what is the current average processing time to reach a finalized agreement for applications under the (i) National Housing Co-Investment Fund, (ii) Rental Construction Financing Initiative, (iii) Rapid Housing Initiative; (d) what is Canada Mortgage and Housing Corporation’s reasoning for redacting most provinces from projects in the government’s responses to question Q-40, submitted on September 23, 2020, and question Q-161, submitted on December 6, 2021; (e) why were redactions to provinces not made in the government’s response to question Q-282, submitted on February 4, 2020; and (f) what, if any, policies were implemented that resulted in the change in approach to redactions and when were they implemented?

With regard to the government's National Housing Strategy, as of March 16, 2023: (a) how many residential units constructed through the strategy have been completed, in total and broken down by province or territory; and (b) how much has the government spent to date on the strategy?

With regard to military housing and the Canadian Forces Housing Agency, in total and broken down by location: (a) what is the total number of rental housing units of military housing; (b) how many units are currently (i) occupied, (ii) unoccupied and available for rent, (iii) unoccupied and unavailable for rent; (c) outside of routine maintenance, how many units are currently in need of repairs, renovations or upgrades; (d) what are the details of the actions required in (c), including, for each, the description of what is needed and the projected completion date; (e) how many units are currently considered to be in disrepair; and (f) how many of the units in disrepair are currently (i) occupied, (ii) available for rent, (iii) unoccupied and unavailable for rent?

With regard to Canadian Forces Housing Agency (CFHA) rental properties at Canadian Forces Base Petawawa: (a) what is the electrical capacity of each unit; (b) what is the type and age of the heating and cooling units at each property; (c) is internet included with the rental of properties, and, if so, what is the internet speed; (d) how many maintenance or repair requests has the CFHA received, broken down by year from 2017 to date; (e) what is the breakdown of (d) by type of issue (mold, water leak, broken heating unit, etc.); (f) what is the current age of the roof of each property; (g) what renovations or upgrades have been completed since 2017, including the date and the unit to which each renovation was done; (h) what is the total number of units, broken down by the type of unit; (i) are any of the units in (h) uninhabitable, and, if so, which ones and why; and (j) what is the current retention factor value of each unit?

With regard to government funding for housing related programs: how much has the government budgeted for the future, broken down by program, year, and department or agency?

With regard to the housing crisis and affordable housing in Canada: (a) will the government commit to the recommendations of the Canadian Real Estate Association to (i) create a permanent national housing roundtable to bring together housing stakeholders in order to address the housing crisis through an inclusive, holistic approach that emphasizes collaboration, innovation and policy coordination, (ii) leverage federal infrastructure funding with municipal, provincial and territorial partners requiring the creation of more housing supply, (iii) develop a housing workforce immigration strategy to attract tradespeople from abroad while streamlining the immigration process for qualified professionals willing to work in the construction industry; and (b) how much funding for affordable housing has been distributed to the City of Windsor, Ontario, through federal government programs over the last five years, from January 1, 2018, through present, including (i) what federal funding programs were applied for, (ii) the amount of funding distributed, (iii) the list of specific projects funded, (iv) whether the funding was in the form of grants or loans?

With regard to the Housing Accelerator Fund: (a) from which municipalities has the government received action plans; (b) of the action plans in (a), which ones are (i) accepted, (ii) rejected, (iii) still under consideration; (c) broken down by each municipality, how much funding will they be eligible for once their plan is approved; (d) which municipality has received funding to date and how much has each municipality received; and (e) what is the total amount disbursed from the Fund to date?
