With regard to the 2 Billion Trees Commitment, broken down by province or territory since its inception: (a) what is the total amount of funding allocated under each of the (i) cost-sharing agreements with provinces and territories, (ii) Privates Lands stream, (iii) Urban Lands stream, (iv) Federal Lands stream, (v) distinctions based Indigenous stream; (b) what is the total amount of funding delivered under each of the (i) cost-sharing agreements with provinces and territories, (ii) Privates Lands stream, (iii) Urban Lands stream, (iv) Federal Lands stream, (v) distinctions based Indigenous stream; and (c) what is the total amount of funding on hold or undelivered under each of the (i) cost-sharing agreements with provinces and territories, (ii) Privates Lands stream, (iii) Urban Lands stream, (iv) Federal Lands stream, (v) distinctions based Indigenous stream?

With regard to the 2 Billion Trees Commitment, broken down by province or territory since its inception: (a) what is the total amount of funding allocated to the (i) cost-sharing agreements with provinces and territories, (ii) Private Lands stream, (iii) Urban Lands stream, (iv) Federal Lands stream, (v) distinctions based Indigenous stream; (b) for the funding identified in (a), what amount of funding has been delivered to provinces, territories, or organizations; and (c) what is the total amount of funding that is on hold or remains undelivered as part of this program?

With regard to the economic modelling conducted by the Department of Finance for proposed government programs, since January 1, 2021: (a) for which government programs did the department conduct an economic modelling; (b) what are the details of how each economic modelling was done; and (c) what were the results or the findings of the economic modelling, broken down by program?

With regard to the $256 million committed over five years in budget 2022 to the Fighting and Managing Wildfires in a Changing Climate program: how much of this commitment has been spent to date, in total, and broken down by specific investment?

With regard to funding programs managed by the Canada Mortgage and Housing Corporation (CMHC), broken down by fiscal year since 2015-16: (a) what are the details of each funding program, broken down by the (i) name of the program, service, fund, or initiative, (ii) amount of funding allocated; (b) which of the funding programs in (a) are expected to have their funding reduced by CMHC as part of the budget 2023 commitment to refocus government spending; and (c) what is the total amount of funding reduction that each program or grant in (b) will experience?

With regard to the recommendations made by the Expert Task Force on Substance Use to Health Canada in its May 2021 and June 2021 reports: (a) which recommendations does the government fully accept; (b) which recommendations does the government not accept in whole or in part; (c) for recommendations the government does not fully accept, what is the rationale for the disagreement; and (d) what steps have been taken to date to implement the recommendations?

With regard to the Canada Border Services Agency (CBSA) Assessment and Revenue Management (CARM) project: (a) what assessments has CBSA made in relation to delays and disruptions that may be caused while implementing CARM; (b) what specific measures, if any, is CBSA taking to ensure that the implementation of CARM does not cause any delays or disruptions; (c) has the government analyzed the impact of the new requirement for importers to obtain surety bonds as part of CARM, and, if so, what were the findings, including the impact of the requirement on smaller importers versus larger ones; (d) has the government considered whether or not the surety market would supply smaller importers with the newly required bonds, and, if so, what were the findings; (e) if the answer to (d) is negative, was this an error or oversight on the government's part when developing the project; (f) what is the current timeline for when each measure required by CARM will be implemented; and (g) what are the details of all memorandums and briefing notes about CARM that were sent from or received by CBSA or Public Safety Canada, including the Office of the Minister of Public Safety, including, for each, the (i) date, (ii) sender, (iii) recipient, (iv) title, (v) summary of contents, (vi) type of document?

With regard to the Firearms Act, the Firearms Buyback Program (hereinafter the program) and the firearms ban announced by the government on May 1, 2020: (a) what is the projected cost of the program and the firearms ban combined; (b) what is the projected launch date for the program; (c) what method will be used to confiscate firearms not voluntarily turned in once the amnesty period accompanying the firearms ban expires; (d) which agencies, departments and personnel will be called on to execute the program; (e) how many firearms were stolen from departments, agencies and personnel, broken down by year, since January 1, 2016; (f) of the firearms in (e), how many have been recovered; (g) are there short-term plans to require federal law enforcement personnel to (i) follow the same storage and transportation laws as licensed firearm owners or be charged with an offence under the Firearms Act for negligent storage and handling of a firearm if they do not, (ii) obtain a restricted possession and acquisition license prior to being issued a firearm; (h) how does the government expect the program and the ban to affect the number of annual violent firearm incidents; (i) when confiscating firearms from licensed owners, what solution will be offered when the value of the confiscated firearms substantially exceeds the proposed compensation amount that is outlined in the program; (j) is the program alone enough to substantially reduce the annual rate of violent firearm crimes that are committed; (k) what proof does the government have that the firearms banned by Order-in-Council SOR2020-96 are statistically more likely to be used in incidents of violent crime; and (I) why was the aforementioned firearms ban not done through an Act of Parliament instead of an Order-In-Council?

With regard to the federal Tourism Growth Fund that was announced by the Minister of Tourism and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec on November 20, 2023: (a) how much of the $108 million from the Tourism Growth Fund has been spent as of December 12, 2024; (b) what is the spending breakdown for each of the seven regional development agencies, including the Atlantic Canada Opportunities Agency, Canada Economic Development for Quebec Regions, the Canadian Northern Economic Development Agency, the Federal Economic Development Agency for Southern Ontario, the Federal Economic Development Agency for Northern Ontario, Prairies Economic Development Canada, and Pacific Economic Development Canada; and (c) within each of the seven regional development agencies, (i) what is the spending breakdown between for-profit and non-profit tourism projects, (ii) what is the name of each tourism project that received money from the Tourism Growth Fund, (iii) what is the date of each project funding announcement, (iv) how much money did each tourism project receive from the Tourism Growth Fund, (v) in what federal riding is each tourism project located, (vi) what is the description of each project that received funds from the Tourism Growth Fund?

With regard to Employment and Social Development Canada’s Skills for Success Program and the Training and Tools Stream: (a) what is the total amount granted under this program for the year 2023, and, of this amount, how much has been granted to Quebec-based organizations; (b) of all the projects selected, how many are designed to serve a francophone population or clientele; and (c) what are all the projects selected and the amounts granted for each of them?

With regard to Immigration, Refugees and Citizenship Canada (IRCC) and the Settlement Program, the Resettlement Assistance Program, the Interim Housing Assistance Program, the International Migration Capacity Building Program, and the Francophone Immigration Support Program, for the fiscal years 2015-16 to 2023-24, broken down by program and province or territory: (a) what organizations applied for grants, contributions or loans; (b) how much did each organization apply for on an annual basis; (c) how much did each organization receive on an annual basis; (d) how much of their funding did IRCC allocate to administrative costs on an annual basis; and (e) what were the actual administrative costs on an annual basis?

With regard to the Mortgage Loan Insurance Select program offered by the Canada Mortgage and Housing Corporation, since 2016: (a) what are the details of all projects completed as a result of the program, including, for each, the (i) location, (ii) number of units, (iii) value of the project, (iv) date of application, (v) date of approval; and (b) what was the number of units completed each year as a result of the program, including the current year to date?

With regard to the $938 million cost to deliver the interim dental benefits: what is the amount that will be spent on the administration of the program versus the actual payments for dental services?

With regard to government programs aimed at addressing drug and alcohol addiction: (a) what programs are currently being developed by the government or are already put in place; (b) for each program in (a), (i) what metrics are used to judge the success or failure of the program, (ii) what is the desired outcome of the program; and (c) what are the details of each poll the government has conducted since 2016 in relation to the programs or the issue of addictions in general, including, for each, (i) the date, (ii) who conducted the poll, (iii) the methodology, (iv) the questions asked, (v) the results and findings?

With regard to funding received by National Sport Organizations (NSOs), broken down by fiscal year, since 2014-15: (a) what is the total amount of funding received by the NSOs for the (i) Sport Support Program, (ii) Athlete Assistance Program, (iii) Hosting Program; and (b) did any NSOs receive reduced funding or had funding denied during the accountability stage of the Sport Funding and Accountability Framework tool?

With regard to the Substance Use and Addictions Program, since its creation in 2016: (a) what applications for funding have been denied, including, for each proposed project, the (i) organization, (ii) project title, (iii) description, (iv) primary focus, (v) location, (vi) contribution amount sought from the Government of Canada, (vii) project duration, (viii) reason the funding was denied; (b) what approved applications have received less funding than requested, including, for each proposed project, the (i) organization, (ii) project title, (iii) description, (iv) primary focus, (v) location, (vi) project duration, (vii) contribution amount sought from the Government of Canada, (viii) approved contribution agreement amount from the Government of Canada, (ix) reason a lesser amount of funding was approved; and (c) how much funding has been applied for compared to the total amount approved to date?

With regard to the Department of Indigenous Services 2023-24 Departmental Plan: (a) what is the expected decrease in spending related to the sunset of funding of (i) Jordan’s Principle, (ii) the Inuit Child First Initiative; (b) what will the total departmental spending for the continued implementation of Jordan’s Principle be in (i) 2023-24, (ii) 2024-25, (iii) 2025-26; and (c) what will the total departmental spending to support the Inuit Child First Initiative be in (i) 2023-24, (ii) 2024-25, (iii) 2025-26?

With regard to the funding program "Youth facing barriers: Expand their options and potential" falling under Employment and Social Development Canada’s Youth Employment and Skills Strategy Program, broken down by fiscal year from 2018 to the present: (a) what was the total quantity of applications approved versus denied, broken down by (i) province, (ii) federal riding; (b) which organizations had funding approved, broken down by (i) province, (ii) federal riding; (c) which organizations that were previously awarded funding were denied for renewed funding, broken down by (i) province, (ii) federal riding; and (d) what evaluation criteria were used to determine whether or not a successful program applicant was awarded renewed funding in subsequent years?

With regard to accountability measures to ensure that funding provided through any program which provides money to any businesses, organizations, corporations, or vendors is used appropriately, and broken down by funding stream or program: (a) what specific accountability measures are in place to ensure that funds were used appropriately and for the intended purpose; (b) were audits conducted to determine the level of misuse by funding recipient, and, if so, what are the details of each audit, including the findings and what was done to monitor the level of misuse of funds; (c) what is the government's estimate on how many entities (i) received funding, (ii) used the funding appropriately, (iii) misused the funding; (d) does the government allow entities that have been found to misuse funds to still apply for government funding, either through the initial funding stream or other funding streams, and, if so, why; (e) what specific process is conducted when the government receives information, including tips, that funding is being misused; (f) how many entities that were found to have misused government funds in the past have since received, funding since January 1, 2016; (g) what are the details of all such funding received including the (i) date, (ii) vendor, (iii) program through which funding was received, (iv) amount, (v) purpose of funding; and (h) does the government keep a central record of entities which have misused government funding in the past, and, if so, what are the details, and, if not, why not?

With regard to government grant programs which are or have been administered by external parties or vendors since 2016: what are the details of all such programs, including, for each, the (i) name of the program, (ii) description or purpose of the program, (iii) amount of funding provided through the grants, (iv) number of grant recipients, (v) name of the external party or vendor that administered the program, (vi) amount paid to the external party or vendor for administering the program, (vii) reason the government outsourced the administration of the program?
