With regard to the government's decision to set federal fuel charge rates at zero as of April 1, 2025, and to eliminate the requirement for provinces and territories to implement carbon pricing for consumers: (a) for all documentation supporting the government's decision, including the opinions, memos, studies and briefs submitted to Cabinet and the Prime Minister's Office, what are the details, including (i) the date, (ii) the sender, (iii) the type of document, (iv) the title of the document, (v) a summary of the content of the message; (b) for all documentation supporting the government's decision, including the opinions, notes, studies and briefs prepared by departments, including Environment and Climate Change Canada and including the Privy Council Office, the Treasury Board of Canada Secretariat and the Department of Finance Canada, what are the details, including (i) the date, (ii) the sender, (iii) the type of document, (iv) the title of the document, (v) a summary of the content of the message; (c) for all documentation relating to the impacts of suspending consumer carbon pricing on Canada's ability to meet its national greenhouse gas emission reduction targets for 2026, 2030, 2035, 2040, 2045, and 2050, what are the details, including (i) the date, (ii) the sender, (iii) the type of document, (iv) the title of the document, (v) a summary of the content of the message; (d) what is the modelling of Canada's greenhouse gas emissions trajectory under a scenario with consumer carbon pricing and without consumer carbon pricing; (e) for each year from 2025 to 2030, what is the federal government's estimate of the opportunity cost for provincial government revenues of setting federal fuel tax rates at zero, compared to the initially planned scenario of increasing the price on carbon pollution annually at a rate of $15 per tonne from 2023 to 2030; (f) for each year from 2025 to 2035 and by province and territory, what is the federal government's estimate of the economic impacts and the impacts on the public finances of the various parliaments of the government's decision to set federal fuel charge rates at zero, compared to the initially planned scenario of increasing the price on carbon pollution annually; (g) what is the total amount of the last quarterly payment (April 2025) of the Canada carbon rebate for individuals and small businesses and the actual cost to the federal government of this transaction; (h) what are the impacts of the "Regulations Amending Schedule 2 to the Greenhouse Gas Pollution Pricing Act and the Fuel Charge Regulations: SOR/2025-107" on (i) Canada's commitments under the United Nations Framework Convention on Climate Change and the resulting Paris Agreement, (ii) Canada's commitments under the Convention on Biological Diversity and the Kunming-Montreal Global Biodiversity Framework; and (i) what is the impact of eliminating the charge on annual revenues for consumers for the years 2025 to 2030, broken down by individual's income bracket, geographic location, family status, and any other segmentation criteria available for consumers?

With regard to funding provided to the Canada Revenue Agency for the purpose of administering the expansion of the federal fuel charge program to the Atlantic provinces, as referenced in the Supplementary Estimates (B), 2025-26: (a) what is the total amount of funding allocated or spent to administer this expansion in the current fiscal year; and (b) what specific activities, services or administrative functions are being funded through this allocation?
