Questions and responses 42nd Parliament, 1st session December 3, 2015, to September 11, 2019

With regard to applications for appointments to the Invest in Canada Hub: (a) how many individuals applied for the Chairperson position; (b) how many individuals applied for the Chief Executive Officer (CEO) position; (c) for (a) and (b), how many applicants met all of the required criteria; (d) what are the salary ranges for the (i) Chairperson, (ii) CEO; (e) were any headhunting firms used by the government in any way for positions at the Invest in Canada Hub; and (f) if the answer to (e) is affirmative, what are the details of any such expenditures including (i) vendor or firm, (ii) date of contract, (iii) amount, (iv) file number, (v) summary or description of goods or services provided?

With regard to management positions within the government: (a) what is the representation of francophones in senior positions (EX 01, EX 02, EX 03, EX 04 and EX 05), broken down by job classification in departments, government and special operating agencies and Crown corporations; and (b) what is the representation of bilingual individuals in senior positions, broken down by mother tongue and province of work?

With regard to the announced 372.5 million dollars in repayable loans provided by the government to Bombardier: (a) was the government told during its negotiations with Bombardier that the financial assistance provided by the government would be used for bonuses to executives; (b) did the terms of the financial assistance include any guarantees that the loans would not go towards executive bonuses; and (c) if the answer in (b) is affirmative, what are the details of such guarantees?

With regard to performance pay for employees at the executive (EX) or higher level during 2017, and broken down by department or agency: (a) how many individuals received performance pay; and (b) what is the total amount paid out during 2017?

With regard to bonuses paid out for employees of Shared Services Canada, since November 4, 2015: (a) how many employees have received bonuses; (b) what is the total amount paid out in bonuses; (c) how many employees have received performance bonuses; (d) what is the total amount paid out in performance bonuses; and (e) what is the total amount paid out in performance bonuses to employees at the EX-01 level or higher?

With regard to reports that the government is paying $3,800,000 in retention bonuses for three top Kinder Morgan Canada executives: are the retention bonuses part of the $4,500,000,000 purchase price the government is paying Kinder Morgan, or are the bonus payments a separate expenditure?

With regard to executive performance pay or bonus payments made by Public Services and Procurement Canada to its employees since November 4, 2015: (a) what is the total amount paid out; (b) how many individuals received payments, broken down by (i) the dates that each individual was awarded executive performance pay or bonuses, (ii) the branch and region that each individual belonged to at the time they received executive performance pay or bonuses; (c) what is the average amount of the payments; and (d) what is the highest amount of the payments?
