Questions and responses 44th Parliament, 1st session November 22, 2021, to January 6, 2025

With regard to individuals removed from Canada by the Canada Border Services Agency (CBSA) and Immigration, Refugees and Citizenship Canada, broken down by province or territory and fiscal year since 2015-16: (a) what is the total number of removal orders issued as (i) departure, (ii) exclusion, (iii) deportation, orders; (b) what are the total expenses paid by the CBSA for the removal of individuals from Canada that were expected to be repaid by the individuals; and (c) of the expenses in (b), what is the total amount that has been recuperated, reflected as a dollar amount and a percentage?

With regard to deportation letters sent out by the government, broken down by year since January 1, 2016: (a) how many individuals were sent deportation letters by the government; (b) of the individuals in (a), how many (i) self-deported or left the country voluntarily, (ii) were deported by officers or enforcement agents, (iii) currently remain in Canada?

With regard to deportation orders issued by Immigration, Refugees and Citizenship Canada or the Canada Border Services Agency, since January 1, 2016, broken down by year the order was issued: (a) how many deportation orders were issued; (b) of the orders in (a), how many (i) resulted in the individual being deported, (ii) have since been rescinded, (iii) are still awaiting enforcement; and (c) what is the average and median amount time between the issuing of a deportation order and the individual being deported?

With regard to deportation or removal orders for individuals: (a) how many people are currently subject to a deportation or removal order, in total, and broken down by province or territory and by type of removal status or classification (monitoring, wanted, stay, working inventory); and (b) what is the breakdown of (a) by country to which the individual is being deported?

With regard to the government's response to Order Paper Question Q-2232, tabled in the House of Commons on March 18, 2024: (a) for the 410 individuals in the Canada Border Services Agency’s response to part (e)(i), what are the specific offences that have deemed them inadmissible pursuant to s. 36(1)(a) or s. 36(2)(a) of the Immigration and Refugee Protection Act, for having been convicted in Canada of a Criminal Code offence; and (b) for the 236 individuals in the Canada Border Services Agency’s response to part (e)(ii), what are the specific (i) offences that have deemed them inadmissible pursuant to s. 36(1)(b) or s. 36(2)(b) of the Immigration and Refugee Protection Act, for having been convicted in their country of origin of an equivalent charge to a Criminal Code offence, (ii) countries of origin where the convictions occurred?

With regard to the removal of persons by the Canada Border Services Agency (CBSA), since January 1, 2016: (a) how many persons subject to removal have departed or been removed from Canada, broken down by year; (b) what is the number of "high priority foreign nationals" subject to removal orders on grounds of serious inadmissibility, broken down by year and relevant Immigration and Refugee Protection Act (IRPA) section on inadmissibility; (c) of the number in (b), how many were actually removed from Canada, broken down by year and relevant IRPA section on inadmissibility; (d) how many persons who are subject to removal orders on the grounds of serious inadmissibility have not yet been removed, broken down by (i) year, (ii) reason for non-removal, (iii) relevant IRPA section on inadmissibility; and (e) regarding the number in (d), how does the CBSA plan to find and remove these persons from Canada?

With regard to individuals subject to a removal order under the Immigration and Refugee Protection Act (IRPA): (a) how many such individuals were incarcerated in a provincial correctional facility as of March 6, 2023; (b) of the individuals in (a), what is the breakdown by type of crime and by specific criminal code offence which resulted in the incarceration; and (c) of the individuals in (a), how many were deemed inadmissible pursuant to sections 34 to 37 of the IRPA, broken down by relevant subsections?

With regard to the Canada Border Services Agency's removal inventories: (a) how many cases are currently in each of the following inventories, broken down by inventory type, including (i) monitoring inventory, (ii) stay inventory, (iii) wanted inventory, (iv) working inventory; (b) broken down by each inventory type, how many cases were (i) added, (ii) resolved or removed, during the last calendar year; (c) what is the average time a case remains in inventory, broken down by type of inventory; (d) how many cases in (a) involve individuals with enforceable removal orders, broken down by (i) inventory type (ii) country of origin; and (e) what measures are currently in place to address any impediments to timely removals for cases in each inventory?

With regard to costs incurred by the government related to court cases and hearings associated with the deportation order or former deportation order of Muhammad Zain UI Haq: what are the costs incurred to date, including any legal costs as well as costs related to administering the hearings or court cases, in total and broken down by type of cost and action related to the expense (federal appeal, lower court, etc.)?

With regard to the monitoring and enforcement of removal orders by the Canada Border Services Agency (CBSA): (a) how many foreign nationals have been removed from Canada in each calendar year since 2015; (b) how many foreign nationals are currently being monitored by the CBSA, broken down by (i) monitoring inventory, (ii) wanted inventory, (iii) stay inventory, (iv) working inventory; (c) of the foreign nationals listed in the monitoring inventory, how many are (i) awaiting refugee determination decisions, (ii) pending permanent resident status, (iii) subject to an unenforceable removal order; (d) of the foreign nationals listed in the stay inventory, how many have received a stay of removal due to (i) an administrative deferral of removal, (ii) a temporary suspension of removal, (iii) a submission of a pre-removal risk assessment, (iv) ongoing litigation at the Federal Court; (e) with respect to the working inventory, how many cases are currently in this category, broken down by the (i) nature of impediments to removal, (ii) country of origin of the individuals, (iii) average and median length of time cases remain in this category; and (f) what specific actions has the CBSA undertaken to resolve the impediments to removal for cases in the working inventory, and what are the most common unresolved challenges?
