Questions and responses 42nd Parliament, 1st session December 3, 2015, to September 11, 2019

With regard to untendered, sole-sourced contracts over $50,000 by the Department of Public Works and Government Services: what are the details of each such contract signed since December 1, 2016, including: (i) vendors' names, (ii) contracts' reference and file numbers, (iii) dates of the contracts, (iv) descriptions of the products or services provided, (v) delivery dates, (vi) original contracts' values, (vii) final contracts' values, if different from the original contracts' values, (viii) rationale for not conducting an open tender for the contract?

With regard to Public Services and Procurement Canada notifying companies about media requests received by the department, since November 4, 2015: what are the details of all instances where the department has notified a company about a media request, including (i) date, (ii) name of company, (iii) title of the individual who notified the company, (iv) title of the individual at the company who was provided with information related to the media request, (v) reason for notifying the company, (vi) summary or description of the media request, (vii) name of the media outlet the request was received from?

With regard to the government’s commitment that by 2025, for all operations run by Public Services and Procurement Canada (PSPC), 100 percent of our electricity will be purchased from clean power: (a) how many buildings does PSPC currently operate, broken down by province and territory; (b) how many buildings does the government currently operate which are not operated by PSPC; (c) how many of the buildings operated by the government are currently powered exclusively by clean power; (d) for the next ten years, and broken down by year, how many of the buildings operated by the government are expected to be powered exclusively by clean power; and (e) for the next ten years, and broken down by year, what are the details of all planned expenditures related to the commitment?

With regard to buildings owned or operated by the Department of Public Works and Government Services for government employees, as of October 17, 2017: (a) what is the complete list of buildings; (b) what are the details of each building, including the (i) address, (ii) building name, (iii) occupancy limit (maximum number of employee workstations); and (c) what is the current occupancy or number of full-time equivalents assigned to each building?

With regard to contracts under $10,000 granted by Public Works and Government Services Canada, since January 1, 2017: what are the (i) vendors' names, (ii) contracts' reference and file numbers, (iii) dates of the contracts, (iv) descriptions of the services provided, (v) delivery dates, (vi) original contracts' values, (vii) final contracts' values if different from the original contracts' values?

With regard to military procurement: (a) does the Prime Minister agree with the position put forward by officials at Public Service and Procurement Canada that “Canada may, but will have no obligation, to require that the top-ranked bidder demonstrate any features, functionality and capabilities described in this bid solicitation or in its bid”; (b) of bidders who were awarded contracts since November 4, 2015, how many were unable to demonstrate or fulfill any features, functionality or capabilities described in their bid; and (c) what are the details of all incidents referred to in (b), including (i) bidder, (ii) contract amount, (iii) description of goods or services rendered, (iv) list of specific bid claims which bidder was unable to fulfill, (v) date bid was awarded, (vi) amount recovered by government, as a result of failure to fulfill, (vii) has the bidder been banned from future bidding as a result of making false claims on future bids?

With regard to reports of a data breach at Public Services and Procurement Canada in August 2018, after a device containing personal information was stolen: (a) on what date did the theft occur; (b) on what date was the theft reported to the law enforcement agencies, and to which agencies was the theft reported; (c) on what date was the Office of the Privacy Commissioner notified; (d) how many employees were affected by the data breach, broken down by department or agency; (e) on what date were the affected employees notified; (f) why was there a delay between the breach and the notification date for employees; (g) how are affected employees being compensated for the breach; (h) what type of information was contained on the stolen device; (i) has the government recovered the device; (j) how many data breaches have occurred since January 1, 2016, broken down by department, agency, Crown corporation or other government entity; and (k) for each data breach in (j), what are the details, including (i) how many people were affected, (ii) date of breach, (iii) date those affected were notified, (iv) summary of incident?

With regard to the Advertising Coordination and Partnerships Directorate of Public Services and Procurement Canada and the Communication Procurement Directorate of Public Services and Procurement Canada: (a) how many full-time equivalents work in each directorate; (b) what amount is spent on salaries in each directorate; and (c) what are the public service classifications (i.e. EX-1), and corresponding pay ranges of each full-time equivalent?

With regard to contracts under $10 000 granted by Public Works and Government Services Canada since January 1, 2016: what are the (i) vendors' names, (ii) contracts' reference and file numbers, (iii) dates of the contracts, (iv) descriptions of the services provided, (v) delivery dates, (vi) original contracts' values, (vii) final contracts' values if different from the original contracts' values?

With regard to Public Services and Procurement Canada: (a) what were the total costs incurred as a result of changing the Department’s name; and (b) what related costs were incurred to reflect the Department’s new name, and specifically, what was spent on (i) signage, (ii) stationary, (iii) business cards, (iv) promotional materials?

With regard to Supplementary Estimates (B), 2016-17 and the $46.7 million listed for Public Works and Government Services Canada under “Funding for incremental costs related to post-implementation pay operations”, how was the total of this funding used, broken down by line item and expense?

With regard to executive performance pay or bonus payments made by Public Services and Procurement Canada to its employees since November 4, 2015: (a) what is the total amount paid out; (b) how many individuals received payments, broken down by (i) the dates that each individual was awarded executive performance pay or bonuses, (ii) the branch and region that each individual belonged to at the time they received executive performance pay or bonuses; (c) what is the average amount of the payments; and (d) what is the highest amount of the payments?

With regard to capacity assessments done for major projects by Public Services and Procurement Canada: (a) when was the Department made aware of all workplace adjustment notices for compensation advisors in Public Services and Procurement Canada; (b) was a capacity assessment done for staff capability prior to the Phoenix Pay System roll-out in February, 2016, and, if so, what were the results of the assessment; (c) were the staff reductions for workplace adjustment notices accounted for in the capacity assessment done by Public Services and Procurement Canada; (d) if the answer to (c) is negative, why were these staffing changes not included in the capacity assessment; and (e) what factors were taken into account in developing the assessment, and what were the outcomes and findings?
