With regard to external contracts issued for civilian work within the Department of National Defence, broken down by fiscal year and province or territory since 2015-16: what is the total value of external contracts issued for (i) food services, (ii) cleaning, (iii) facilities maintenance, (iv) firefighting, (v) administration, (vi) information technology services, (vii) power engineers and heating, ventilation, and air conditioning services?

With regard to national defence for the fiscal year 2025-26 and the Prime Minister's announcement on June 9, 2025, that stated that "This plan includes a cash increase of over $9 billion ($8.3 billion on an accrual basis) in defence investment this fiscal year (2025-26), bringing Canada's defence spending to 2% of gross domestic product": (a) how much total government spending is required to be defined as defence spending in order to reach 2% of gross domestic product; (b) what is the total planned budget for the Department of National Defence and the Canadian Armed Forces; (c) what are the expenditures from other eligible government departments included in Canada's defence spending calculations, broken down by (i) department, (ii) type or category of expenditure, (iii) dollar value; (d) for the "new aircraft, armed vehicles, and ammunition" referenced in the Prime Minister's statement, what are the details, including the (i) type of new aircraft that will be acquired, (ii) budget for these aircrafts, (iii) type of new armed vehicles that will be acquired, (iv) budget for these armed vehicles; (e) is the budget for the new aircrafts and armed vehicles listed in (d) accounted for in the "cash increase of $9 billion", as referenced in the Department of National Defence backgrounder; (f) how much of the "cash increase of $9 billion" is accounted for in the Supplementary Estimates (A) tabled on June 9, 2025; and (g) what is the gross domestic product number used to calculate the Prime Minister's announcement regarding 2% defence spending?

With regard to Defence Construction Canada and the Department of National Defence, since 2015-16: (a) how much have Defence Construction Canada's budget and workforce increased, and what further increases are projected, broken down by year; (b) how many contracts has Defence Construction Canada completed for the Department of National Defence, and how many could have been performed by the Department of National Defence's Construction Engineering sector; (c) how many projects managed by Defence Construction Canada have involved contractor removals, defaults, premature terminations, or complaints; (d) what policies govern the Department of National Defence's and Defence Construction Canada's responses to unsatisfactory work, cost overruns, contractor fraud, conflicts of interest, and warranty or penalty provisions; (e) how many contracts have exceeded their original value, and what is the total value of cost overruns and follow-up deficiency work; and (f) what margins has Defence Construction Canada collected on projects, how are project managers compensated, and what policies govern contractor and subcontractor qualifications?

With regard to funding for emergency towing services on the West Coast, as referenced in the Supplementary Estimates (B), 2025-26, under the Department of National Defence: (a) what is the total amount of funding allocated for these services; (b) what is the intended purpose of this funding, including the specific objectives, operational scope and expected outcomes; (c) what are the full details of all contracts issued under this allocation, including, for each, the (i) contract amount, (ii) name of the vendor or service provider, (iii) duration or term of the contract, (iv) clear description of the goods or services procured; and (d) what are the details of the tows which have occurred under these contracts, including, for each operation, the (i) date, (ii) type and name of the vessel or asset towed, (iii) location of the operation?
