With regard to the new federal inmate hospital and correctional facility planned for Dorchester, New Brunswick: (a) when the $400 million estimated cost of the facility was made public in 2021, what was the itemized breakdown of the projected costs through which the estimate was reached; (b) why is the current estimate of the cost of the facility around $1.3 billion, and what is the government's explanation for why the estimated cost more than tripled; (c) what is the itemized breakdown of the costs by costs which (i) have increased since the initial $400 million estimate, and by how much did they increase, (ii) were not included in the initial $400 million estimate; and (d) what are the details of all contracts signed to date related to the project, including, for each, the (i) date of the contract, (ii) vendor, (iii) amount, (iv) description of the goods and services, (v) start and end dates of the work, (vi) manner in which the contract was awarded (sole-sourced or competitive bid)?

With regard to the 654 federal inmates transferred from maximum-security institutions to medium-security institutions as referenced in the Access to Information and Privacy file A-2025-50022 released by the Correctional Service of Canada: (a) what is the breakdown of the inmates' original crime of conviction and the length of the sentence imposed; (b) for each of the 654 inmates, what was the total duration that the inmate spent at a maximum-security level institution prior to their transfer to medium-security; and (c) how many of the 654 inmates were transferred from a facility for male inmates to a facility for female inmates?

With regard to the Grierson Institution in Edmonton: (a) is the government planning on changing it from a men's institution into a women's institution; (b) what is the projected timeline for the change; (c) what are the reasons for the change; (d) what are the projected costs or cost savings associated with the change and with the ongoing operation of the facility following the change; (e) what consultations have been conducted about this change and with whom; (f) are any further consultations planned, and, if so, what are the details; (g) what is the intention of the government in terms of accommodating the existing population of male inmates; (h) what alternatives, if any, were considered that did not involve disrupting the existing operations; and (i) what is the government's plan for addressing any additional inmate safety concerns potentially associated with having a women's facility in that location?
