With regard to Global Affairs Canada (GAC) and the management consulting contract worth $18,583.74 (Procurement Identification Number 7459892), paid to Rock Paper Scissors Inc. for services at the 2024 Music Tectonics Conference in Los Angeles, California: (a) what specific management consulting work or reports were completed for GAC as a result of the contract; and (b) what are the details of any other contracts or expenditures that GAC incurred related to the 2024 conference including, for each, the (i) amount, (ii) vendor, (iii) description of the goods or services?

With regard to the government's use of the term "rapporteur": (a) what is the government's definition of rapporteur; and (b) what is the difference between an advisor and a rapporteur?

With regard to the $669,650 contract awarded to KPMG to provide advice on how to save money on consultants: (a) what advice did KPMG provide to the government; and (b) does the government consider the advice to be worth $669,650?

With regard to government contracts with Anderson Insight or its principal, Bruce Anderson, since January 1, 2019, broken down by department, agency, Crown corporation, or other government entities: what are the details of all such contracts, including (i) the date, (ii) the amount, (iii) the description of goods or services, (iv) the time period the contract covers, (v) whether or not the contract was sole-sourced?

With regard to contracts awarded since the 2009-10 fiscal year, broken down by fiscal year: what is the total value of contracts awarded to (i) McKinsey & Company, (ii) Deloitte, (iii) PricewaterhouseCoopers, (iv) Accenture, (v) KPMG, (vi) Ernst and Young, (vii) GC Strategies, (viii) Coredal Systems Consulting Inc., (ix) Dalian Enterprises Inc., (x) Coradix Technology Consulting Ltd, (xi) Dalian and Coradix in joint venture?

With regard to Service Canada: what are the details of all contracts signed by Service Canada for management consulting since January 1, 2019, including, for each, the (i) vendor (ii) date and length of the contract, (iii) value, (iv) description of the services provided, (v) topic consulted on, (vi) results or recommendations delivered by the consultant, (vii) manner in which the contract was awarded (sole-sourced or competitive bid)?

With regard to the government’s agreement with Stellantis-LG Energy Solutions (LGES) related to electric vehicle battery production: (a) were any consultants or external advisors used by the government related to the deal or the negotiations, and, if so, what are the details of each, including (i) who, (ii) the amount of the contract, if applicable, (iii) the description of goods or services provided, (iv) the reason that the consultant or advisor was chosen; and (b) were any bonuses or performance awards awarded to any individuals for their work on the agreement, and, if so, (i) how many people received such bonuses or performance awards, (ii) what was the total amount paid out in such bonuses or performance awards?

With regard to the Trans Mountain Expansion Project of the Trans Mountain Corporation, a subsidiary of the Canada Development Investment Corporation, broken down by year from 2018 to present: what is the total amount spent, or allocated to be spent, on persons not employed by the Trans Mountain Corporation or the government engaging in (i) external communications, (ii) internal communications, (iii) liaison activities between any department or ministry of the government and Trans Mountain Corporation, (iv) image consulting or similar type of consulting?

With regard to government dealings with Pollara Strategic Insights (PSI) since January 1, 2020: (a) what are the details of all contracts signed between government departments and agencies and PSI, including, for each, the (i) date, (ii) amount, (iii) description of goods or services, (iv) manner in which the contract was awarded (sole-sourced or competitive bid), (v) topics of research or polling covered by the contract, if applicable; (b) what are the details of each poll conducted by PSI for the government, including, for each, the (i) date, (ii) questions asked, (iii) results; and (c) what are the details of all meetings held between government officials, ministers or ministerial staff and PSI owner Don Guy, including, for each, the (i) list of attendees, (ii) date, (iii) location, (iv) purpose of the meeting?

With regard to expenditures on consulting services by the government in the 2023 calendar year, broken down by department, agency or other government entity: (a) what was the total amount spent on (i) training consultants (code 0446), (ii) information technology and telecommunications consultants (code 0473), (iii) management consulting (code 0491), (iv) other types of consultants or consulting, broken down by type and object code; and (b) for each response in (a), what is the total value of the expenditures that were (i) awarded competitively, (ii) sole-sourced?

With regard to spending on consultants by the government, broken down by year since 2018, and by department or agency: what was the total spending on external consultants (professional and special services) that are not an employee of a Crown corporation, agent of the Crown, or another department of the Government of Canada?

With regard to expenditures on consultants by Parks Canada since November 4, 2015: (a) what is the total amount of expenditures incurred on consultants; (b) what are the details of all such contracts under object codes (i) 0431 (Scientific consultants), (ii) 0446 (Training consultants), (iii) 0473 (Information technology and telecommunications consultants), (iv) 0491 (Management consulting), (v) 0422 (Engineering consultants – Construction), (vi) 0423 (Engineering consultants – Other), (vii) 0301 (Advertising services), (viii) 0351 (Communications professional services not elsewhere specified), (ix) 0352 (Public relations services); and (c) what are the details of the contracts in (b), including the (i) amount, (ii) vendor, (iii) date of the contract, (iv) duration of the contract, (v) description of the services provided, (vi) reason or purpose of the contract?

With regard to Employment and Social Development Canada: (a) what are the details of travel expenses incurred by the government related to third-party management-consulting contractors since January 1, 2019, including the (i) dates, costs, and flight details of all flights expensed by third-party contractors, (ii) dates, costs, and locations of lodgings expensed by third-party contractors, (iii) dates, costs, and items charged as per diems expensed by third-party contractors; and (b) what is the breakdown of (a)(i) to (a)(iii) by (i) month, (ii) quarter, (iii) third-party contractor?
