Questions and responses 42nd Parliament, 1st session December 3, 2015, to September 11, 2019

With regard to the government hiring consultants, including an American investment bank, to help analyze the feasibility of a $1 billion (U.S.) aid package to Bombardier Inc.: (a) what was the total cost of all American consultants hired; (b) what were the criteria for hiring these consultants; (c) for each consultation in (a), (i) what organizations and individuals were consulted, (ii) what were the dates, (iii) what was the location; (d) what other consultations has the government conducted with other outside sources on this subject; and (e) for each consultation in (d), (i) what was the total cost of other outside sources hired, (ii) what organizations and individuals were consulted as a result?

With regard to management consulting contracts signed by the government since November 4, 2015, broken down by department, agency, and crown corporation: (a) what was the total amount spent; (b) for each contract, what was the (i) vendor name, (ii) amount, (iii) date, (iv) file number; (c) each time a management consultant was brought in, what was the desired outcome or goals; (d) how does the government measure whether or not the goals in (c) were met; (e) does the government have any recourse if the goals in (c) were not met; (f) for which contracts were the goals met; and (g) for which contracts were the goals not met?

With regard to management consulting contracts signed by the government since June 1, 2018, broken down by department, agency, and Crown corporation: (a) what was the total amount spent; (b) for each contract, what was the (i) vendor name, (ii) amount, (iii) date, (iv) file number; (c) each time a management consultant was brought in, what was the desired outcome or goals; (d) how does the government measure whether or not the goals in (c) were met; (e) does the government have any recourse if the goals in (c) were not met; (f) for which contracts were the goals met; and (g) for which contracts were the goals not met?

With regard to expenditures on consultants, since January 1, 2018: what are the details of all such contracts, including (i) amount, (ii) vendor, (iii) date and duration of contract, (iv) type of consultant, (v) reason or purpose consultant was utilized?

With regard to consultants hired across all federal government departments, during fiscal years 2017-18 and 2018-19, working on tasks related to Access to Information and Privacy (ATIP) requests, such as processing requests, redacting information, and gathering requested documents: what is (i) the total number of consultants, (ii) the total amount spent in those years on consultants for ATIP-related tasks, (iii) the total amount budgeted in those years for consultants for the related tasks?

With regard to management consulting contracts signed by the government since January 1, 2017, broken down by department, agency, and crown corporation: (a) what was the total amount spent; (b) for each contract, what was the (i) vendor name, (ii) amount, (iii) date, (iv) file number; (c) each time a management consultant was brought in, what was the desired outcome or goals; (d) how does the government measure whether or not the goals in (c) were met; (e) does the government have any recourse if the goals in (c) were not met; (f) for which contracts were the goals met; and (g) for which contracts were the goals not met?

With regard to all expenditures on Management Consulting (Treasury Board Object Codes 048 and 0491) by Employment and Social Development Canada, since January 1, 2017: what are the details of all expenditures including (i) vendor, (ii) amount, (iii) date of expenditure, (iv) start and end date of contract, (v) description of goods or services provided, (vi) file number?

With regard to the Copyright Board of Canada, as of December 10, 2015: (a) how many people are employed by the Board, broken down by Treasury Board classification group; (b) is the working committee on its operations, procedures, and processes, that was tasked with examining possible improvements to the Board’s current practices and procedures with a view to reducing uncertainty and streamlining the processes, still active; (c) if the answer to (b) is affirmative, when does it expect to complete its work, (i) what are its preliminary recommendations, (ii) which persons or organizations within the government were consulted in this regard, (iii) was an outside consultant hired, (iv) if so, at what cost as of December 10, 2015; (d) if the answer to (b) is negative, (i) what are its final recommendations, (ii) which persons or organizations within the government were consulted in this regard, (iii) was an outside consultant hired, (iv) if so, at what final cost, (v) when does the government plan to implement the working committee’s recommendations; (e) was the Minister of Industry's office consulted by this working committee, (i) if so, how many times, (ii) which office members were contacted with the respective contact dates; and (f) has the appeal of the “Tariff 8” decision of June 2014 by Re:Sound been heard, (i) if so, what was the court’s decision, (ii) if not, when is the appeal scheduled to be heard?

With regard to Compensation Advisors in all departments and agencies, since November 5, 2015, to present: (a) how many job postings have been posted for the position of Compensation Advisor, broken down by department, date of posting, and geographic location; (b) how many applications have been received for the position of Compensation Advisor, broken down by date of receipt, department, and geographic location; (c) of the applications received in (b), how many applications were from (i) jobs.gc.ca, (ii) direct applications to each respective department and agency, (iii) internal applications; and (d) how many Compensation Advisors have been hired, broken down by date of hire, department, and geographic location?

With regard to capacity assessments done for major projects by Public Services and Procurement Canada: (a) when was the Department made aware of all workplace adjustment notices for compensation advisors in Public Services and Procurement Canada; (b) was a capacity assessment done for staff capability prior to the Phoenix Pay System roll-out in February, 2016, and, if so, what were the results of the assessment; (c) were the staff reductions for workplace adjustment notices accounted for in the capacity assessment done by Public Services and Procurement Canada; (d) if the answer to (c) is negative, why were these staffing changes not included in the capacity assessment; and (e) what factors were taken into account in developing the assessment, and what were the outcomes and findings?

With regard to the Office of the Prime Minister and Minister's offices from April 1, 2016, to June 14, 2017: (a) how much was spent on contracts for (i) temporary employment, (ii) consultants, (iii) advice; (b) what are the names of the individuals and companies that correspond to these amounts; and (c) for each person and company in (b), what were their billing periods and what type of work did they provide?
