Questions and responses 45th Parliament, 1st session May 26, 2025, to present

With regard to complaints reported by air carriers to Transport Canada: (a) how many complaints were reported by Air Canada, WestJet, Porter Airlines, Sunwing Airlines, and Air Transat, respectively, for (i) tarmac delays, (ii) denied boarding (bumping), (iii) issues with seating of children, (iv) lost baggage, (v) delayed baggage, (vi) damaged baggage, broken down by year from 2016 to 2025; (b) what was the monthly total number of complaints for each category listed in parts (a)(i) to (a)(vi), broken down by year, from 2016 to 2025; and (c) of the complaints listed in parts (a)(i) to (a)(vi), how many were resolved by the air carriers, broken down by carrier, and further broken down by year, from 2016 to 2025?

With regard to supervised consumption sites approved by Health Canada through the Controlled Drugs and Substances Act: does Health Canada monitor and track complaints made regarding each site that they grant an exemption to, and, if so, how many complaints has Health Canada received since 2016 from (i) the public, (ii) law enforcement, broken down by site, and further broken down by year?

With regard to governance and human resources oversight at Farm Credit Canada since January 1, 2023: (a) what is the current organizational structure for human resources oversight, including whether the Chief Executive Officer has held concurrent responsibility for human resources functions; (b) what policies are in place to manage conflicts of interest when complaints concern senior executives; (c) how are complaints regarding the Chief Executive Officer or other senior executives received, assessed and investigated; (d) how many complaints, grievances, ethics reports or disclosures have been submitted since January 1, 2023, broken down by (i) type of complaint, (ii) whether the subject was a senior executive, (iii) whether an investigation was initiated, (iv) the outcome of the investigation, if any; (e) how many disclosures have been made under the Public Servants Disclosure Protection Act, since January 1, 2023, and how many involved senior leadership; (f) how many employees, past or present, have been asked to sign Non-Disclosure Agreements since 2018, broken down by year and by reason for the need of a Non-Disclosure Agreement; (g) do any of the Non-Disclosure Agreements prevent past or present employees from filing complaints with the Canadian Human Rights Commission; (h) what measures are in place to ensure employees are protected from reprisal when submitting anonymous surveys, ethics complaints or disclosures; (i) what policies govern the protection of employee medical information and client information during internal meetings; and (j) has any external review, audit or independent assessment been conducted regarding workplace culture, ethics compliance or executive conduct, and, if so, what were the findings?

With regard to supervised consumption sites approved by Health Canada, since 2015 and broken down by year and by site: (a) how many complaints about a supervised consumption site have been received from law enforcement, and, for each complaint, what (i) was the reason for the complaint, (ii) were the name and location of the site, (iii) was the name of the law enforcement individual or entity that submitted the complaint; (b) how many times has law enforcement requested that a supervised consumption site be (i) relocated, (ii) closed, and, for each request, what was the reason for the request; and (c) for each instance in (b), did the government (i) revoke or amend the exemption for the site to operate, (ii) request or require that the site be relocated, (iii) take no action?

With regard to the Temporary Foreign Worker tip line: (a) how many leads that were received and reviewed, and that were deemed to require follow-up action, are still awaiting action; (b) what are the average time and service standard between when a call is deemed to require follow-up action and when the action is taken; and (c) how many employees or full-time equivalents are currently working to clear the backlog in (a)?

With regard to the Temporary Foreign Worker Program: (a) how many calls has the Temporary Foreign Worker tip line received, broken down by month and year, since 2019; (b) of the calls in (a), what is the breakdown by type of situation or incident reported (abuse, employer withholding passport, etc.), and whether or not it was investigated; (c) what is the breakdown of (a) and (b) by type of action taken as a result of the tip, including what, if any, punitive action was taken, including how many resulted in (i) a referral to police, (ii) charges laid, (iii) other punitive action, broken down by type; (d) how many reports made through the online portal has the Temporary Foreign Worker tip website received, broken down by month and year, since 2019; (e) of the tips in (d), what is the breakdown by type of situation or incident reported; (f) what is the breakdown of (d) and (e) by type of action taken as a result of the tip, including what, if any, punitive action was taken, including how many resulted in (i) a referral to police, (ii) charges laid, (iii) other punitive action, broken down by type; and (g) of the allegations made through the tips, how many were treated as credible or founded and how many were treated as frivolous or unfounded, broken down by (i) phone, (ii) online, tips?

With regard to Farm Credit Canada: (a) what is the internal process for ethical complaints against employees, including executives at the corporation; (b) how many ethical complaints have been received, broken down by year since 2021; and (c) what is the breakdown of (b) by the nature of the complaint and by the outcome?

With regard to Air Passenger Protection Regulations complaints filed with the Canada Transportation Agency: (a) what is (i) the number of complaints, (ii) the length of the current backlog of complaints; (b) for current outstanding complaints, what is the breakdown by airline; and (c) in the last two years, in cases where the Canadian Transportation Agency has made a ruling, how many and what percentage of complaints have resulted in a ruling that (i) required the airline to pay compensation, (ii) did not require the airline to pay compensation, in total and broken down by airline?

With regard to the use of temporary foreign workers in the healthcare sector: (a) what is the total number of temporary foreign workers employed in healthcare-related occupations each year since 2015, broken down by (i) nurse aides, (ii) personal support workers, (iii) licensed practical nurses, (iv) physicians, (v) other job categories, and further broken down by province or territory, and by country of origin; (b) what is the number of healthcare employers currently approved to hire temporary foreign workers, broken down by (i) province or territory, (ii) healthcare occupation; and (c) what is the number of known contract violations or complaints involving healthcare-sector temporary foreign workers, broken down by (i) province or territory, (ii) healthcare occupation, including the nature of the violations?
