Regarding the potential sale of Canadian airports: (a) what is the estimated financial value of each of Canada’s major airports; (b) since November 4, 2015, have any studies been completed, or are any ongoing, regarding the value of Canadian airports; (c) if the answer in (b) is affirmative, what are the details of each study including (i) title, (ii) date of completion, (iii) file numbers, (iv) costs associated with each study; (d) has any action been taken by any Minister, Department, Crown Corporation or Agency, related to the sale, or potential sale, of Canadian airports; (e) has the government met with potential buyers of Canadian airports; (f) if the answer in (e) is affirmative, what are the details, including for each meeting, the (i) date, (ii) location, (iii) attendees; and (g) what are the details of any correspondence or briefing materials related to the sale or value of Canadian airports including (i) date, (ii) sender, (iii) recipient, (iv) title, (v) file number?

With regard to government consultations in relation to the Pickering Airport: (a) what are the details of the "Pickering Lands Aviation Sector Analysis" study conducted by KPMG, including (i) when the study or report was commissioned, (ii) the value of the contract, (iii) date on which the study will be, or has been, completed, (iv) the terms of reference for the study, (v) date on which the findings will be released to the public, (vi) findings of the study, if available, (vii) who was interviewed for the study, including any current or former ministers or ministerial exempt staff, and on what dates; and (b) what is the government's official position on the Pickering Airport and, if the government is planning on allowing construction on such an airport, what is the projected start and completion date of such a project?

With regard to the air travellers security surcharge since January 1, 2016: (a) how much is collected from passengers, broken down into averages for (i) day, (ii) month, (iii) year; (b) how much is used to pay for security services; (c) what other programs or services are funded with the security surcharge; and (d) of the programs in (c), how much funding did each program receive?

With regard to the Canada Border Services Agency (CBSA) officers’ ability to carry firearms at airports: (a) does Transport Canada recognize the right of CBSA officers to carry firearms at airports; (b) what is the government’s official position; and (c) has the official position been communicated to Transport Canada and, if so, what are the details of such communication, including (i) date, (ii) method of communication, (iii) sender, (iv) recipient?

With regard to government expenditures on detainee meals by Canada Border Services Agency at Vancouver International Airport and at Toronto Pearson International Airport, since December 1, 2015: what are the details of each expenditure including (i) vendor, (ii) date, (iii) amount, (iv) location, (v) file number?

With regard to the airports within the federal riding of Manicouagan, since 2000, what is the amount of annual revenues related to (i) taxation, (ii) operations, (iii) leasing collected by: (a) Transport Canada; and (b) the Canada Revenue Agency?

With regard to the government commissioning of Credit Suisse to study the sale of federally owned airports: (a) what are the cost of the study; (b) what is the study’s completion date; and (c) what are the findings of the study?

With regard to the approval to build a new airport on City of Terrebonne and City of Mascouche land announced by the Department of Transport on November 4, 2016: (a) what are the details of the analysis grid used to approve the project, including (i) the complete list of all items to be considered, (ii) the relative weight of each item to be considered, (iii) the indicators to measure the items in (i); (b) what data was compiled by the Department to evaluate the following factors related to building an airport concerning (i) safety issues and hazards associated with its operations, (ii) social and political acceptability, (iii) the environmental impacts on fauna, flora, and humans, including data shared with the Department of the Environment, (iv) economic spin-offs and consequences; (c) what data was taken into account by the Ministry to evaluate the following factors related to building a new airport on City of Terrebonne and City of Mascouche land concerning (i) safety issues and hazards associated with its operations, including those resulting from a nearby landfill, (ii) social and political acceptability, (iii) the environmental impacts on fauna, flora, and humans, including data shared with the Department of the Environment, (iv) economic spin-offs and consequences; (d) does the Department anticipate economic spin-offs from the future airport’s operations; (e) if the answer to (d) is affirmative, to what types, what contexts, and what amounts, broken down by year, do its economic spin-off evaluations correspond; (f) if the answer to (d) is affirmative, does the Department evaluate the possibility of public funds being requested or committed to (i) develop and build the airport, (ii) any type of associated future project, (iii) its ongoing operations and, where applicable, what are the amounts, broken down by source, including programs, ministries, special funds, discretionary funds, etc., of each of its evaluations; (g) did the Department incur costs related to (i) analyzing the file, (ii) taking measures, (iii) collecting existing or non-existing data and, where applicable, what is the value of these costs and the type of each expenditure; (h) when an airport development project receives approval from the Department and there are environmental impacts, does the Department anticipate compensation to offset the project’s ecological losses; (i) what improvements does the Minister of Transport anticipate making to the evaluation process and what is the anticipated timeline for these changes; (j) what is the anticipated timeline for changes to require public consultations announced for early 2017 to be held; and (k) does the Minister of Transport intend to propose changes to the evaluation process so that the consultations to be held are not overseen by the project’s proponent?

With regard to the Canadian Air Transport Security Authority: (a) what was the total airport screening budget for the following fiscal years (i) 2014-15, (ii) 2015-16, (iii) 2016-17; and (b) what is the projected total airport screening budget for the following fiscal years (i) 2017-18, (ii) 2018-19, (iii) 2019-20?

With regard to the response by the Parliamentary Secretary to the Minister of Transport on March 10, 2017, how does Transport Canada define a middle class Canadian traveler?

With regard to the Canada Development Investment Corporation: (a) how many bidders participated in the competitive procurement process leading to the selection of Credit Suisse Canada to provide financial advice to the government on the recommendations concerning airports in the report by the Honourable David Emerson; (b) who were the other bidders in the competitive procurement process; (c) on the basis of which criteria was Credit Suisse Canada selected; (d) what specific mandate, directives, and tasks have been given to Credit Suisse Canada; (e) has Credit Suisse Canada completed its study; (f) when did Credit Suisse Canada complete its study; (g) is the study by Credit Suisse Canada available; (h) what are the recommendations of Credit Suisse Canada; (i) what was the response of the Department of Finance to each of the recommendations stated in (h); and (j) what is the cost of the study carried out by Credit Suisse Canada?
