With regard to federal spending, how much financial support, both capital and otherwise, was given to individual airports over the last three fiscal years (2005-2006, 2006-2007, 2007-2008) in each federal riding?

With regard to each of the 13 airports in Canada that are designated as international airports, what are the required noise abatement procedures and noise control requirements specified by the Minister of Transport in the Canada Air Pilot and the Canada Flight Supplement, including the procedures and requirements relating to, but not limited to, (i) preferential runways, (ii) minimum noise routes, (iii) hours when aircraft operations are prohibited or restricted, (iv) arrival procedures, (v) departure procedures, (vi) duration of flights, (vii) the prohibition or restriction of training flights, (viii) visual flight rules or visual approaches, (ix) simulated approach procedures, (x) the minimum altitude for the operation of aircraft in the vicinity of the aerodrome?

With regard to the Pickering Lands: (a) what is the status of the Needs Assessment Study for a potential Pickering Airport which Transport Canada (TC) commissioned the Greater Toronto Airport Authority (GTAA) to complete, will it be released to the public and when and, if it has been completed, what are its primary recommendations; (b) has the minister responsible for TC arrived at an official government position with regard to the proposal by the GTAA to develop an airport on Pickering Lands; (c) what are the current policies in the management of Pickering Lands, with regard to maintenance of buildings, including structures that are more than 100 years old, re-rental policies of homes and business structures once tenants move out; (d) with regard to Bentley House, what is the status of the GTAA’s tenancy and, if the GTAA vacates the premises, will the building be leased out to another business or organization; (e) is the application by Durham West Arts Centre to secure a lease, at little cost, to occupy Bentley House receiving serious consideration; (f) what factors are important in any application by a business or organization interested in leasing Bentley House; and (g) what is the announcement date for TC’s decision with regard to the GTAA’s airport development proposal?

With respect to federal investments in infrastructure in New Brunswick since 1999: (a) what is the detailed breakdown of the funding allocated for rebuilding roads in New Brunswick; and (b) what is the detailed breakdown of the funding allocated for airport infrastructures?

With regard to infrastructure in Labrador: (a) has the federal government at any time since November 1, 2003, received any proposals, requests, or other like documentation in support of funding for all or any of the following projects or proposals, namely: (i) Nain Airport, (ii) Port Hope Simpson Airport, (iii) Goose Bay airport, (iv) any other airports or airstrips in Labrador, specifying which airports or airstrips, (v) widening, paving, or any other work on the Trans-Labrador Highway, specifying the nature and location of the work, (vi) any other work on any other highway in Labrador, specifying the nature and location of the work, (vii) a new ferry or ferries for the Labrador Straits ferry service, (viii) a harbour facility in or near the vicinity of Northwest Point, (ix) the construction of a hydro-electric plant at Gull Island, (x) the construction of a hydro-electric plant at Muskrat Falls, (xi) the construction of a transmission line from Labrador to Newfoundland, (xii) the construction of a transmission line from Labrador to Quebec, (xiii) the construction of a transmission line from Newfoundland to any other location in Canada, specifying which location, (xiv) a fixed link across the Strait of Belle Isle, (xv) a feasibility study concerning the construction of a highway from central to northern Labrador, or (xvi) broadband internet access in the region; (b) when did the federal government receive any proposal referred to above; (c) which department or departments has received the proposal or proposals; (d) what federal funding share is the provincial government seeking in respect of each or any proposal; (e) what has been the response of the appropriate federal government department to each or any proposal; (f) did the federal government receive from the provincial government, in December 2008, a proposal concerning funding for “Labrador priorities” or a similar heading, rubrique, or subject; (g) if so, what was the nature, scope, and content of the priorities identified in that proposal; (h) which department or department has dealt or is dealing with that proposal on behalf of the federal government; and (i) what has been the response of the federal government to the proposal?

With respect to the renovation of the landing strip at the Saint-Hubert Airport: (a) has a department received a request for financing from “Développement l'aéroport Saint-Hubert de Longueuil”, the City of Longueuil, “Aérocentre YHU de Longueuil” or any other organization; (b) under which program is this request being processed; (c) has this request been approved; (d) what amount does the department intend to contribute to this project; and (e) when does the department intend to announce its contribution?
