With regard to water advisories, both boil-water or other water advisories, in Indigenous communities: (a) in addition to the online government website list, how many have been added since January 1, 2016; (b) of those added, how many are still under an advisory; (c) what is the complete list of Indigenous communities currently under a water advisory in addition to the online government website list, broken down by region, including new additions; (d) of the communities in (c), which communities are receiving direct assistance from the federal government to lift the advisory; and (e) of the communities in (d), what type of assistance is being provided by the federal government, broken down by (i) name of the program or initiative, (ii) funding amount if applicable?

With regard to the government’s pledged investment in primary and secondary education on-reserve: (a) how are funds to be distributed; (b) when are funds to be distributed; (c) to which reserves are funds to be distributed; and (d) what new accountability measures have been introduced to ensure funds are spent for the purpose designated?

With regard to on-reserve housing: (a) does Indigenous and Northern Affairs Canada track the number of homes built by individuals on-reserve; and (b) if the answer to (a) is in the affirmative, how many homes have been built by individuals on-reserve since 2010?

With regard to the First Nations On-Reserve Housing Program, the British Columbia Housing Subsidy Program, the On-Reserve Non-Profit Housing Program, the First Nation Market Housing Fund, and the British Columbia New Approach for Housing Support, since November 2015, broken down by (i)program, (ii) year, (iii) region, (iv) First Nation: (a) how much has been allocated to the program; and (b) how much has been spent through the program?

With regard to Indigenous and Northern Affairs Canada and fires which have occurred on Indian Reserves since 2010: (a) how many fires have occured per year; (b) how many deaths have occured; (c) how many individuals have been injured; (d) how much has been spent on fire fighting on reserves; and (e) how much has been spent on fire prevention on reserves?

With regard to forensic audits conducted on First Nations reserves: (a) what is the list of reserves where a forensic audit has either begun, is ongoing, or was ongoing as of November 4, 2015; (b) what is the current status of each audit in (a); (c) for each audit that was initiated since November 4, 2015, and stopped prior to completion, what was the reason for the stoppage; (d) for each audit in (a) which is still ongoing, what is the expected completion date; (e) for each audit in (a) which was completed, when was the final report delivered to the Minister of Indigenous and Northern Affairs; and (f) for each completed report in (e), is the report publicly available, and, if so, how can the report be accessed?

With regard to boil water advisories on First Nations reserve land: (a) how many boil water advisories were in place as of September 27, 2017; and (b) what are the details of each advisory, including for each the (i) location, (ii) number of people subject to the advisory, (iii) reason for advisory?

With regard to boil water advisories on First Nations Reserves: (a) how many advisories are currently in place; (b) which reserves are currently under a boil water advisory; (c) for each reserve listed in (b), how many individuals are currently under a boil water advisory; (d) when is each boil water advisory expected to be lifted; and (e) for each reserve listed in (b), what are the details of any funding which has been delivered for water infrastructure projects including (i) the date that the funds were received by the reserve, (ii) specific projects which funds were provided for, (iii) title and file number of related press release?

With respect to third party managers and co-managers on indian reserves, what is: (a) the full list of third party managers and co-managers broken down by band; (b) the length of time each band has been under a third party manager or co-manager; and (c) the full list of remuneration and expenses for each third party manager or co-manager?

With regard to government travel, from November 4, 2015, to April 22, 2016: how many visits to First Nation reserves have each of the following cabinet members made, broken down by reserve, (i) the Prime Minister, (ii) the Minister of Public Safety and Emergency Preparedness, (iii) the Minister of Justice, (iv) the Minister of Employment, Workforce Development and Labour, (v) the Minister of Finance, (vi) the Minister of Canadian Heritage, (vii) the Minister of Environment and Climate Change, (viii) the Minister of Indigenous and Northern Affairs, (ix) the Minister of Natural Resources, (x) the Minister of Health?

With regard to government expenditures related to David Piot v. Her Majesty the Queen and Joanne Schnurr v. Her Majesty the Queen, including any expenditures related to the appeals associated with the cases: (a) what are the total expenditures on each of the cases, broken down by case; (b) which law firms were retained by the government related to each of the cases; and (c) what are the total expenditures to date on outside law firms related to the cases, broken down by firm?

With regard to funding for clean water projects and programs in indigenous communities referenced in Supplementary Estimates (A), 2016-17: (a) what was the total amount allocated for such projects; (b) for each project with funding allocated, broken down by department or agency, what is the (i) amount allocated, (ii) amount spent, (iii) description of project, (iv) location; (c) what is the total amount allocated for each department or agency for such projects; (d) what is the total amount spent by each department or agency, to date, for such projects; (e) what is the complete list of indigenous communities currently under a boil-water advisory; and (f) which of the projects referenced in (b) are in communities that are (i) currently under a boil-water advisory, (ii) have been under a boil-water advisory in the previous 12 months?

With regard to indigenous women who reside on-reserve: (a) what analysis has the government completed into pay equity on-reserve; and (b) what are the details of any reports that have been completed, broken down by date?

With regard to fire safety education in First Nations communities: (a) what materials are distributed or provided by Indigenous and North Affairs Canada to First Nations communities; (b) how much has Indigenous and Northern Affairs Canada spent annually since 2005 to educate and train First Nations communities on fire safety and firefighting; (c) what amount does Indigenous and Northern Affairs Canada budget annually for education of fire safety in First Nations communities; and (d) how much has Indigenous and Northern Affairs Canada spent annually, since 2005, on travel and expenses for Ministry staff to inspect and report back to the Ministry on the fire protection preparedness in Canada’s First Nations communities?

With regard to Indigenous and Northern Affairs Canada and each First Nation reserve community: (a) how many fires have there been in all First Nations reserve communities since 2006, broken down by year; (b) which communities have their own fire departments; (c) for each community mentioned in (b), which ones have functional firefighting equipment; and (d) which communities have agreements with nearby municipalities to provide firefighting services?

With respect to water and wastewater systems in Indigenous communities across Canada: (a) what is the breakdown of water systems by (i) high overall risk, (ii) medium overall risk, (iii) low overall risk; (b) how many Indigenous communities had drinking water tanks and cisterns fail safety tests; (c) how many Indigenous communities had drinking water tanks and cisterns which received a one hundred percent pass rate on safety tests; (d) how many homes are reported to have no water service; (e) how many communities are currently under boil-water advisories; (f) of the communities in (e), what kind of advisory is in place and what are the names of the specific communities; (g) what is the breakdown of wastewater systems broken down by (i) high overall risk, (ii) medium overall risk, (iii) low overall risk; (h) how many Indigenous communities had wastewater systems fail safety tests; (i) how many Indigenous communities had wastewater systems get a one hundred percent pass rate on safety tests; (j) how many homes are reported to have no wastewater service; (k) how much money has the government spent on sending bottled water into Indigenous communities that are under boil-water advisories; (l) how many bottles of water has the government sent to Indigenous communities; (m) how much funding is required to end every boil-water advisory currently in place over the next five years; (n) how much funding is required to have all water and wastewater systems receive passing grades; (o) how much money is dedicated within the current budget and the current fiscal framework to improve water and wastewater systems on reserves; (p) with respect to the National Assessment of First Nations Water and Wastewater Systems National Roll-up Report, (i) how much of the estimated 783 million dollars was spent and is projected to be spent on water systems, (ii) how much of the estimated 300 million dollars was spent and is projected to be spent on wastewater systems, (iii) how much of the 4.7 billion dollars was spent and is projected to be spent over the next ten years; and (q) for each subsection in (p), what are the updated costs and needs for funding on water and wastewater systems?

With respect to funding and operating housing programs and services on reserve in the riding of Churchill—Keewatinook Aski: (a) what is the current number of people on housing waiting lists, broken down by reserve, and what was the number of people on housing waiting lists in Churchill—Keewatinook Aski at the end of every fiscal year, beginning in 2006-07 up to and including the previous fiscal year, broken down by reserve and by year; (b) what is the total amount of federal government funding, since the fiscal year 2006-07 up to and including the current fiscal year, allocated in Churchill—Keewatinook Aski for housing and housing services, broken down by reserve and by year; and (c) what is the total amount of housing units built, since the fiscal year 2006-07 up to and including the current fiscal year, in Churchill—Keewatinook Aski, broken down by reserve and by year?

With regard to the $26 million available through Indigenous and Northern Affairs Canada for fire protection services for First Nations communities: (a) how much of the $8.2 million allocated for capital spending (equipment and infrastructure) has been used since 2006, broken down by year; (b) which First Nations communities have used this fund to update firefighting equipment; (c) how much of the $8.2 million was used for fire protection infrastructure; (d) what is the surplus remaining annually since 2006, broken down by year; and (e) how is the surplus, if there is one, to be distributed in the year that follows?

With regard to the mandate letters to the Minister of Health, the Minister of Indigenous and Northern Affairs and the Minister of Justice and Attorney General of Canada, as it pertains to the renewed, nation-to-nation relationship with Indigenous peoples and the consultations on euthanasia and assisted suicide: (a) what measures were taken to consult with First Nations, Metis and Inuit communities in Canada on euthanasia and assisted suicide; (b) how many of the 634 First Nations communities were directly consulted; (c) for each consultation in (b), (i) what individuals were consulted, (ii) what were the dates, (iii) what was the location; (d) what analysis has the government completed into the impact of legalizing assisted suicide on First Nation, Metis and Inuit communities; (e) what are the details of any reports that have been completed, broken down by date; (f) what information, including all the details of documents and correspondence, has the Minister of Justice, her staff, or the Department of Justice Canada shared with, or received from, First Nations, Metis and Inuit communities; (g) what information, including all the details of documents and correspondence, has been exchanged between the Minister of Justice and the Minister of Health or their ministerial offices, and between the Department of Justice Canada and Health Canada; and (h) what information, including the details of all documents and correspondence, has been exchanged between the Minister of Justice and the Minister of Indigenous and Northern Affairs or their ministerial offices, and between the Department of Justice Canada and Indigenous and Northern Affairs Canada?

With respect to funding educational services on reserve in the Churchill—Keewatinook Aski riding: (a) what is the total amount of government funding, since the fiscal year 2006-07 up to and including the current fiscal year, allocated to First Nations education, broken down by reserve and by year; (b) what is the total amount of federal government funding, since the fiscal year 2006-07 up to and including the current fiscal year, allocated in Churchill—Keewatinook Aski, on First Nations education from the ages of Kindergarten to grade 12, broken down by reserve and by year; and (c) what is the total amount of federal government funding, since the fiscal year 2006-2007 up to and including the current fiscal year, allocated in Churchill—Keewatinook Aski, on First Nations post-secondary education, broken down by reserve and by year?
