With regard to the Recognition of Indigenous Rights and Self-Determination discussion tables: what are the details of all discussion tables, broken down by (i) name and title of the First Nations, groups and individuals, (ii) dates of discussions, (iii) participating ministers, Members of Parliament and other government officials, (iv) topics of discussion, (v) recommendations that were made to the Department?

With respect to government spending on Student Support Services within the Elementary and Secondary Education Program within Indigenous and Northern Affairs Canada: (a) for each region, and for each fiscal year going back to 1984-85, what monthly, quarterly or other incremental amounts were allocated per student for student accommodations for students attending off-reserve schools; and (b) for each region, and for each fiscal year going back to 1984-85, what monthly, quarterly or other incremental amounts were allocated per student for financial assistance allowances for students attending off-reserve schools?

With regard to a federal carbon tax or price on carbon: (a) what analysis has been conducted from 2015 to present by the government with regard to the impact on Indigenous family household budgets and Indigenous community budgets; (b) what analysis has been conducted from 2015 to present by Employment and Social Development Canada with regard to the impact on Indigenous persons and families falling below the low-income cut-off line; (c) what analysis has been conducted from 2015 to present by Indigenous and Northern Affairs Canada with regard to the impact on (i) Indigenous persons and families falling below the low-income cut-off line, (ii) the cost of building and maintaining community infrastructure, including power generation; (d) what analysis has been conducted from 2015 to present by Health Canada with regard to the impact on the cost of delivering health care on-reserve; (e) when fully implemented, how much does the government anticipate the $50-a-tonne price on carbon will increase food prices for the average Indigenous family of four, in each province and territory; (f) how much does the government anticipate a $50-a-tonne carbon tax will increase electricity costs, in percentage terms, in each province and territory; (g) has the government calculated the average financial impact of the carbon tax on Indigenous people living below the low-income cut-off line and, if so, what is the average monetary impact on the average Indigenous family of four living below the low-income cut-off line; (h) how many Indigenous individuals does the government anticipate will fall beneath the low-income cut-off line as a result of a $50-a-tonne price on carbon; (i) did either the Department of Finance Canada or Indigenous and Northern Affairs Canada conduct analyses regarding the impact of a $50-a-tonne price on carbon on Indigenous low-income families and, if so, what were the conclusions of these analyses; (j) did either the Department of Finance Canada or the Indigenous and Northern Affairs Canada conduct analyses regarding the impact of a $50-a-tonne price on carbon on the distribution of wealth and income in Canada and, if so, what were the conclusions of these analyses; and (k) by how much does the government estimate a $50-a-tonne price on carbon will reduce carbon emissions?

With regard to the additional $69 million in funding for Indigenous mental health services announced in June 2016: (a) what is the itemized list of all entities and programs that have received a portion of this additional funding since June 2016; (b) which communities are served by each entity or program in (a); and (c) what criteria have been used to assess applications or requests for this funding, or to guide proactive allocations of this additional funding?

With regard to indigenous women who reside on-reserve: (a) what analysis has the government completed into pay equity on-reserve; and (b) what are the details of any reports that have been completed, broken down by date?

With regard to Canada’s Homelessness Strategy “Reaching Home”, and the February 20, 2019, public announcement of $638 million to address urban Indigenous homelessness: (a) what are the details of the strategy, including, if available, the (i) summary of the rationale of the strategy, (ii) objectives, (iii) goals; (b) what are the specific budgetary envelopes and programs that the government will use to deliver these funds; (c) what are the criteria that will be used to evaluate applications; (d) what is the projected allocation of these funds, broken down by fiscal year; (e) what are the expected policy outcomes; and (f) what are the methods the government will use to evaluate the success or failure of this strategy and the individual projects that receive funding?

With regard to the Urban Indigenous Strategy, formerly known as the Urban Aboriginal Strategy, from 2013 to 2018: which organizations received funding through this strategy, and how much did each receive, broken down by year?

With regard to the representation of First Nation, Métis, Inuit or Aboriginal Canadians employed by Correctional Service Canada (CSC), as of April 22, 2016, broken down by province and territory: (a) what was the number of CSC employees; (b) how many CSC employees were First Nation, Métis, Inuit or Aboriginal Canadians; (c) what percentage of CSC employees were First Nation, Métis, Inuit or Aboriginal Canadians; (d) what was the number of management-level CSC employees; (e) how many management-level CSC employees were First Nation, Métis, Inuit or Aboriginal Canadians; and (f) what percentage of management-level CSC employees were First Nation, Métis, Inuit or Aboriginal Canadians?

With regard to rickets and the fact that Statistics Canada has reported that 32% of Canadians are vitamin D deficient: (a) what is being done to ensure that all Canadians, especially pregnant women, are educated about the importance of vitamin D; and (b) is there a program to specifically address prenatal health for First Nations, Métis and Inuit?

With regard to funding for the Indigenous Early Learning and Child Care Framework: (a) for what will funding be utilized, broken down by item; and (b) what is the percentage and total of the funding that will be utilized for administrative costs?

With regard to the court cases Ahousaht Indian Band and Nation v. Canada (Attorney General), 2008 BCSC 1494; Ahousaht Indian Band and Nation v. Canada (Attorney General), 2011 BCCA 237; Ahousaht Indian Band and Nation v. Canada (Attorney General), (29 March 2012) SCC File No. 34387; Ahousaht Indian Band and Nation v. Canada (Attorney General Trial decision (Garson J.) – 2009 BCSC 1494; BC Supreme Court Docket No. S033335; BC Court of Appeal Docket Number CA037707; the Supreme Court of Canada’s file number 34387; and all related cases: what are, including information from the Attorney General and the Departments of Fisheries and Oceans, Indian Affairs and Northern Development, and the Environment, for each case, the (i) total cumulative dollar amount spent by the Crown between January 1, 2006, and October 15, 2017, (ii) total dollar amount, adjusted for inflation, (iii) total dollar amount spent by the Crown by category (travel, salary, supplies, etc.), (iv) total dollar amount spent in each fiscal year from 2005 to 2017 (up to December 10, 2017), (v) total payment that has been, or is projected to be, paid by the Crown, and an explanation as to how this figure was calculated, (vi) date by which it will be, or is projected to be, paid by the Crown?

With regard to the First Nations Child and Family Services Program, broken down by province and territory, and by category of service (operations, prevention, and maintenance): (a) how much funding was budgeted to the program for each fiscal year from 2014-15 to date; (b) how much has been spent on the program for each fiscal year from 2014-15 to date; and (c) what was the total assessed need for federal funding identified by the government through the agency needs-assessment process?

With respect to programs delivering mental health services to Indigenous children, programs delivering health services to Indigenous children, and the implementation of Jordan’s Principle: (a) how much has been allocated over the last five years, broken down by program and by year; (b) how much has been spent over the last five years, broken down by program and by year; (c) how much has been allocated through the Non-Insured Health Benefits program on hospital beds over the last five years; (d) how much was spent on hospital beds over the last five years; and (e) how many individual hospital beds were purchased and acquired and then distributed to recipient individuals or institutions over the last five years?

With regard to the sewage lagoon which burst at the North Caribou Lake First Nation this past winter: (a) why did Indigenous Services Canada initially refuse to provide emergency repairs to the lagoon; (b) what amount has the government provided for repairs to the lagoon; and (c) when was the funding commitment conveyed to the North Caribou Lake First Nation?

With regard to the announced launch of the negotiations toward a national resolution to the Sixties Scoop litigation: (a) what parties are negotiating with the government; (b) what terms has the government set for the negotiation process; (c) who will act as a mediator during the process; (d) will the government continue to litigate ongoing cases during this negotiation process; (e) has the government considered survivors' wants and needs in the negotiation process; and (f) what is the timeframe and schedule of the negotiation process?

With regard to Indigenous Affairs and First Nations Inuit Health Branch: (a) with respect to First Nations Child and Family Caring Society of Canada and Assembly of First Nations v. Attorney General of Canada (representing the Minister of Aboriginal Affairs and Northern Development Canada), Canadian Human Rights Tribunal File No. T134017008, what are the total legal costs incurred by the government in this matter since January 25, 2016; (b) with respect to Budget 2017, (i) how much of the 50 million dollars announced for the Aboriginal Skills and Employment Training Strategy program is new funding, how much of it is reallocations, and where are the reallocations coming from, (ii) how much of the money to reduce employment barriers for First Nations youth is from unspent funding in this program area, (iii) how much of the money allocated to Indigenous tourism is new money or just a reallocation from the broader spending on attracting international tourists, (iv) what percentage of the backlog of post-secondary students will be addressed by the additional funding in Post-Secondary Support Program and how many students will still remain on the backlog, (v) what are the details of the 4 billion dollar investment for infrastructure, broken down by year for the last ten years, and by program type, (vi) what is the number of homes that will be built with the 300 million dollars for Northern housing broken down by year, as well as by new homes, lots, and renovations, (vii) what are the details of the funding for each individual area, broken down by year, by chronic and infectious diseases, by maternal and child health, by primary care, by mental wellness, by home and palliative care, by non-insured health benefits, and by drug strategy; (c) if the department cannot provide the information requested in (b)(v), (i) is it because there is currently no identified plan for these investments and where they will flow, (ii) then how was this investment figure calculated; and (d) with respect to the First Nations Inuit Health Branch program, what is the most current rate of denials for each level of appeals, broken down by type?

With regard to the statement by the Minister of Indigenous Services on April 30, 2019, that “Kashechewan will be relocated”: (a) where will the community be located; and (b) what is the projected timeline for the relocation?

With regard to the government’s announced intent to create a new holiday: what is the complete list of First Nations and other organizations consulted by the government, as of September 17, 2018, in relation to the creation of a new holiday?

With respect to the Jordan's Principle Child-First Initiative: (a) how many individuals have received services with funds from this initiative; and (b) what was the breakdown of the individuals in (a) by region and by category of health service provided?

With regard to the Department's response to Q-877: (a) what is the process by which Indigenous and Northern Affairs Canada identifies an Indigenous group as a nation, as described by the mandate letter to the Minister of Indigenous and Northern Affairs; and (b) how many Indigenous groups and communities has the Minister met with since November 4, 2015, broken down by (i) date, (ii) location, (iii) name and title of the Indigenous group or community, (iv) attendees, (v) recommendations that were made to the Minister?
