With regard to all Government of Canada communications (meetings, emails, letters, telephone calls, teleconferences, etc.) regarding (i) the emission of red dust in Limoilou and Québec, (ii) all other possible emissions from the Port of Québec’s industrial and port activities, including various dusts and noxious odours in Limoilou and Québec, (iii) public health, (iv) all forms of emissions under the responsibility of the Ministère des Transports du Québec, in particular from nearby highways, (v) all forms of emissions from the Québec incinerator, (vi) all other forms of dust and emissions that may come from other areas, broken down by subject: what are the details of each communication, including (i) the date, (ii) the sender, (iii) the recipient, (iv) the title and subject, (v) the type of communication, (vi) the file number, (vii) the content surrounding each subject since November 4, 2015, between the government and (a) Port of Québec authorities; (b) the office of the Mayor of Québec; (c) the Government of Quebec; (d) the MNA for Jean-Lesage; (e) the MNA for Taschereau; (f) Quebec Stevedoring Company Ltd. (QSL), formerly Arrimage du Saint-Laurent; (g) companies operating on Port of Québec lands?

With regard to the Canada Revenue Agency: (a) how many individuals have been falsely or accidentally declared deceased by the Agency when they were actually alive, since January 1, 2016; (b) what was the average time between when the CRA declared an individual dead and when the mistake was corrected; and (c) what was the average time it took the CRA to fully pay the lost benefits that it owed individuals who were falsely declared dead by the CRA, from the day that the CRA was first notified of their mistake?

With regard to each of the contracts granted by any department, agency, Crown corporation, or other government entity, since October 26, 2016, to The Gandalf Group or any of its partners, what are: (a) the vendors' names; (b) the contracts' reference and file numbers; (c) the dates of the contracts; (d) the descriptions of the services provided; (e) the delivery dates; (f) the original contracts' values; (g) the final contracts' values, if different from the original contracts' values; and (h) the details of any research, polling, or advice provided to the government as a result of such contracts?

With regard to the Prime Minister’s trips to the riding of Bonavista—Burin—Trinity in November and December of 2017: (a) what are the amounts and details of all expenses related to the trips; (b) what are the details of all official government business conducted on the trips; (c) what amount has been received by the Receiver General for Canada from the (i) Liberal Party of Canada, (ii) Official Agent for the Liberal Party of Canada by-election campaign in Bonavista—Burin—Trinity, (iii) Official Agent for the Liberal Party of Canada by-election campaign in Bonavista—Burin—Trinity for reimbursement related to the Prime Minister’s trips; and (d) what are the details of any payment received in (c), including (i) date, (ii) amount, (iii) description of expenses for which taxpayers were reimbursed, (iv) sender?

With regard to the appointment process of the Commissioner of Official Languages in the most recent selection process with a cut-off date of September 12, 2017: (a) what was the total number of applicants; (b) what was the number of applicants who submitted applications after the initial cut-off date; (c) what was the number of candidates who passed the initial or preliminary round of screening; (d) what are the details of the steps in the selection process, including (i) number and types of exams given, (ii) number of interviews, (iii) other steps, including a description of each step; and (e) what was the intended date of announcement of the selected candidate for Commissioner of Official Languages?

With regard to the approval of the purchase of Super Hornets without a tender, and to the statement made by the Parliamentary Secretary to the Minister of Public Service and Procurement in the House on April 6, 2017, that "I will let the Department of National Defence provide him with details regarding this capability gap": what are the details of any information that would have led to this statement, including those relating specifically to the existence of a "capability gap"?

With regard to Canadian Coast Guard fleets and the condition of Heavy and Medium Icebreakers, as well as High and Medium Endurance multi-tasked vessels: (a) what is the most recent assessment report and inspection detailing the condition of all fleets and what were the findings of the assessment and inspection; (b) what are the details of all comprehensive evaluations from the past five years detailing the condition of CCGS Tracy including the date of evaluation and the findings; (c) what are the reasons for placing CCGS Tracy on the auction website; (d) what are the names and titles of all officials who approved the decision in (c); (e) what are the reasons for the decision in (c); (f) what are all the details of the purchase and the purchaser for the auction of CCGS Tracy; and (g) what are the details of all notes, communications, and meeting minutes from all business relating to the National Shipbuilding Procurement Strategy Secretariat (NSPSS) and Project Management Offices, including communications between Minister’s offices and the NSPSS with all stakeholders, outlining needs for capacity and services provided by the Canadian Coast Guard and fleets, including, for each, the (i) date, (ii) sender, (iii) recipient, (iv) title and subject matter, (v) type of communication or document, (vi) file number, (vii) contents?

With regard to the fighter jets procurement and any contact with Lockheed Martin: (a) what was the most recently projected cost of F-35 Lightning II aircraft; (b) what is the estimated annual operating and maintenance cost for the F-35 Lightning II fleet; (c) what are the (i) dates, (ii) times, (iii) locations, (iv) lists of attendees, including their titles, of all meetings between the government and Lockheed Martin since November 4, 2015; and (d) what are the details of all communications between (i) all officials in the Office of the Minister of National Defence and Lockheed Martin since November 4, 2015, (ii) all officials in the Office of the Minister of Public Services and Procurement and Lockheed Martin since November 4, 2015?

With regard to the Public Service Management Advisory Committee (PSMAC), since November 4, 2015: (a) what are the dates of all PSMAC meetings where either the topic of Shared Services Canada (SSC) or the Phoenix pay system was discussed; (b) what are the details of each specific decision made by PSMAC related to either SSC or Phoenix; (c) what was the date of each decision in (b); and (d) when did each decision in (b) take effect?

With regard to Supplementary Estimates (B), 2016-17 and the $46.7 million listed for Public Works and Government Services Canada under “Funding for incremental costs related to post-implementation pay operations”, how was the total of this funding used, broken down by line item and expense?

With regard to the government’s decision to resume proceedings in the Equitas class action lawsuit, Scott v. Canada (Attorney General): (a) what criteria were used to determine that Paul Vickery be reappointed as counsel; (b) since November 3, 2015, if it is a matter of public record, how many meetings has the Minister of Veterans Affairs held with Jim Scott and any other representatives of Equitas; (c) when did the Minister of Veterans Affairs give instructions to the Department of Justice in the matter of Scott v. Canada (Attorney General); (d) when did the Attorney General give instructions to the Department of Justice in the matter of Scott v. Canada (Attorney General); (e) with respect to costs, since November 3, 2015, (i) what are the total legal costs incurred by the government in the matter of Scott v. Canada (Attorney General), (ii) what are the total costs incurred by the Department of Veterans Affairs for research into the matter of Scott v. Canada (Attorney General); and (f) what criteria were used by the government to determine that Dan Scott be provided a lump-sum payment of $41 000 for the injuries he suffered while serving Canada in Afghanistan in 2010?

With regard to applications for financial benefits for physical injuries by Canadian Armed Forces members in the Québec City region: for the 2015–2016 fiscal year, what is the percentage of applications for each type of injury (to the knee, to the ear, etc.)?

With regard to the six ministerial advisory groups at Veterans Affairs Canada: (a) what is each group’s mandate; (b) who are the members, (i) what are each member’s qualifications, (ii) are they being paid, (iii) do they have to sign a non-disclosure agreement; (c) what topics are discussed during these meetings and what are the details of the proceedings; and (d) can the documents containing the details identified in (c) be accessed, if so, how?
