With regard to the total number of persons employed and salaried respectively by Canada Economic Development for Quebec Regions, Western Economic Diversification, Federal Economic Development Agency for Southern Ontario and Atlantic Canada Opportunities Agency: (a) what was the total number of persons employed and salaried by each of the aforementioned bodies for each of the years 2006, 2007, 2008, 2009 and 2010 (i) on a full-time basis, (ii) on a part-time basis, (iii) on a contractual basis, (iv) on a supernumerary basis, (v) on a consultancy basis, (vi) on any other basis under which a person was remunerated; and (b) what is the total projected number of persons who will be employed and salaried by each of the aforementioned bodies for each of the years 2011, 2012 and 2013?

With regard to the total number of persons employed and salaried respectively by the Parole Board of Canada, Correctional Service Canada and the Royal Canadian Mounted Police: (a) what was the total number of persons employed and salaried by each of these bodies for each of the years 2006, 2007, 2008, 2009 and 2010 on (i) a full-time basis, (ii) a part-time basis, (iii) a contractual basis, (iv) a supernumerary basis, (v) a consultancy basis, (vi) any other basis under which a person was remunerated; and (b) what is the total projected number of persons who will be employed and salaried by each of the aforementioned bodies for each of the years 2011, 2012 and 2013?

With regard to law enforcement operations set up by and/or under the surveillance and control of the RCMP to support security operations up to and during the G20 Summit: (a) how many U.S. Homeland Security officials and/or members of the U.S. Coast Guard did the RCMP Commissioner designate to serve as peace officers on Canadian soil; (b) how many U.S. Homeland Security officials and/or members of the U.S. Coast Guard did the RCMP Commissioner designate to serve as peace officers (i) for security operations in the shared Canada-U.S. waters of Lake Ontario, (ii) to help secure the maritime border between Canada and the U.S. from threats to national security, (iii) to prevent cross-border smuggling and trafficking; (c) of the total number of U.S. Homeland Security officials and/or members of the U.S. Coast Guard designated by the RCMP Commissioner to serve as peace officers to support G20 security operations, (i) how many were already stationed on Canadian soil at the time of their designation to support security operations at the G20, (ii) how many were already stationed in either Canadian or American waters at the time of their designation to support security operations at the G20; (d) except for those that were either stationed on Canadian soil or in Canadian or American waters at the time of their designation to support security operations at the G20, how many U.S. Homeland Security officials and/or members of the U.S. Coast Guard did the RCMP Commissioner designate to serve as peace officers to support security operations during the G20; (e) on what date did the RCMP Commissioner (i) designate U.S. Homeland Security officials and/or members of the U.S. Coast Guard to serve as peace officers to support security operations at the G20, (ii) revoke each of their appointments; (f) of the total number of U.S. Homeland Security officials and/or members of the U.S. Coast Guard designated as peace officers for security operations up to and during the G20 Summit, how many designations are still in effect and/or have not yet been revoked by the RCMP Commissioner; (g) what were the specific powers, authorities, protections and privileges to which any and all U.S. Homeland Security officials and/or members of the U.S. Coast Guard designated by the RCMP Commissioner were entitled in the course of supporting security operations at the G20; (h) what is the legislative framework authorizing the RCMP Commissioner to designate U.S. Homeland Security officials and/or members of the U.S. Coast Guard to serve as peace officers to support security operations on Canadian soil; (i) what is the total number of arrests made by U.S. Homeland Security officials and/or members of the U.S. Coast Guard designated by the RCMP Commissioner to serve as peace officers to support security operations at the G20; (j) what were the specific duties, services, undertakings and other such assignments undertaken by the U.S. Homeland Security officials and/or members of the U.S. Coast Guard designated by the RCMP Commissioner to serve as peace officers to support security operations at the G20; (k) did the Minister of Public Safety enter into any arrangements, with or without the approval of the Governor in Council, with the government of Ontario or with any other province or territory for the use or employment of any U.S. Homeland Security Officials and/or members of the U.S. Coast Guard designated to serve as peace officers by the RCMP Commissioner to (i) aid in the administration of justice in the province, (ii) carry into effect the laws in force in the province, (iii) support security operations during the G20; (l) did the Minister of Public Safety enter into any arrangements with any municipality in any province or territory for the use or employment of any U.S. Homeland Security Officials and/or members of the U.S. Coast Guard designated to serve as peace officers by the RCMP Commissioner, to (i) aid in the administration of justice in the province, (ii) carry into effect the laws in force in the province, (iii) support security operations during the G20; (m) if the Minister of Public Safety entered into any arrangement with the government of any province for any of the purposes described above, did the Minister of Public Safety cause to be laid before Parliament a copy of every such arrangement and, if not, will a copy of each of these arrangements be tabled in Parliament, as stipulated in subsection 20(5) of the Royal Canadian Mounted Police Act; (n) were the U.S. Homeland Security officials and/or members of the U.S. Coast Guard designated by the RCMP Commissioner to serve as peace officers during the G20 made to undergo any training or other such programs aimed at ensuring that the discharge of their duties was carried out in accordance with Canadian law; and (o) in what way were these officers identifiable, either (i) to distinguish them as peace officers distinct from Canadian peace officers or (ii) to make them indistinguishable from Canadian peace officers employed for security operations during the G20?

With regard to the $400 million dedicated to Canada Health Infoway in Budget 2007: (a) what is the total amount of funding that was allotted for each of the fiscal years 2007-2008, 2008-2009, 2009-2010 and 2010-2011; (b) what is the total amount of funding that was allotted for each province and territory in Canada for each of those fiscal years; (c) what were the specific projects, initiatives and undertakings developed as a result of the funding in each of those fiscal years; (d) what were the emergency room wait times in each of the provinces and territories in the fiscal year before said provinces and territories received their first increment of funding; and (e) what are the emergency room wait times in each of the provinces and territories, for each of those fiscal years, since said provinces and territories received their first increment of funding?

With regard to the $1.5 billion dedicated to the Canada ecoTrust for Clean Air and Climate Change in Budget 2007, for each of the fiscal years 2007-2008, 2008-2009, 2009-2010 and 2010-2011: (a) what is the total amount of funding that was allotted; (b) what were the major environmental projects funded; (c) who were the beneficiaries of the funding allotted; (d) in which provinces or territories were the beneficiaries of funding located; (e) how many jobs were maintained as a result of the funding allotted; and (f) how many jobs were created as a result of the funding?

With regard to the $1.48 billion dollar investment pledged under the ecoENERGY for Renewable Power Initiative, for each of the fiscal years 2007-2008, 2008-2009, 2009-2010 and 2010-2011: (a) what is the total amount of funding that was allotted; (b) what is the total amount of funding that was allotted to boost Canada’s supply of wind sources, and who were the beneficiaries of that funding; (c) what is the total amount of funding that was allotted to boost Canada’s supply of biomass energy sources, and who were the beneficiaries of that funding; (d) what is the total amount of funding that was allotted to boost Canada’s small hydro and ocean energy sources, and who were the beneficiaries of that funding; (e) how many jobs were maintained by the Initiative; and (f) how many jobs were created by the Initiative?

With regard to requests for financial assistance made to the Economic Development Agency of Canada for the Regions of Quebec for each of the 2008-2009 and 2009-2010 fiscal years, distributed by regional office, for requests submitted for the authorization of the (i) Regional Director, how many did the Director approve, and how many did the Director reject, (ii) General Director for Regional Coherence, how many did the General Director approve, and how many did the General Director reject, (iii) Vice-President of Operations, how many did the Vice-President approve, and how many did the Vice-President reject, (iv) President, how many did the President approve, and how many did the President reject, (v) Minister, how many did the Minister approve, and how many did the Minister reject?

With regard to requests for financial assistance made by communities affected by the forestry crisis under the Temporary Initiative for the Strengthening of Quebec’s Forest Economies (TISQFE): (a) how many requests for financial assistance have been made since the initiative’s commencement on June 17, 2010; (b) how many requests for financial assistance have been made (i) by each of the 17 targeted communities listed under the TISQFE, (ii) for each of the five programs covered under the TISQFE; (iii) by each of the 17 targeted communities for each of the five programs covered under the TISQFE, (iv) for each of the three initiatives covered under the TISQFE, (v) by each of the 17 targeted communities for each of the three initiatives covered under the TISQFE; (c) how many requests for financial assistance have been made by (i) small and medium-sized enterprises, (ii) small and medium-sized enterprises in each of the 17 targeted communities listed under the TISQFE, (iii) small and medium-sized enterprises for each of the five programs covered under the TISQFE, (iv) small and medium-sized enterprises for each of the three initiatives covered under the TISQFE; (d) how many requests for financial assistance have been made by non-profit organizations (i) in each of the 17 targeted communities listed under the TISQFE, (ii) for each of the five programs covered under the TISQFE, (iv) for each of the three initiatives covered under the TISQFE; (e) how many requests for financial assistance have been made by tourist establishments (i) in each of the 17 targeted communities listed under the TISQFE, (ii) for each of the five programs covered under the TISQFE, (iii) for each of the three initiatives covered under the TISQFE; (f) of the requests submitted for the authorization of the Regional Director, how many did the Director approve, and how many did the Director reject; (g) of the requests submitted for the authorization of the General Director for Regional Coherence, how many did the General Director approve, and how many did the General Director reject; (h) of the requests submitted for the authorization of the Vice-President for Operations, how many did the Vice-President approve, and how many did the Vice-President reject; (i) of the requests submitted for the authorization of the President, how many did the President approve, and how many did the President reject; (j) of the requests submitted for the authorization of the Minister, how many did the Minister approve, and how many did the Minister reject; (k) in cases where financial assistance was granted, what was the amount granted to each requestor (i) in each of the 17 targeted communities listed under the TISQFE, (ii) for each of the five programs covered under the TISQFE, (iii) for each of the three initiatives covered under the TISQFE; and (l) what was the total amount of all financial assistance granted under the TISQFE in each of the (i) 17 targeted communities, (ii) five programs, (iii) three initiatives covered under the TISQFE?

With regard to the government’s 2008 report, “A Roadmap to Strengthening Public Safety”, aimed at reviewing the operations of the Correctional Service of Canada (CSC): (a) how much of the $478.8 million over five years set aside in the government’s 2008 Budget has thus far been allotted to the CSC with regards to implementing each of the Roadmap’s five recommendations; (b) of the amount that has thus far been allotted to the CSC since Budget 2008 for the purposes of implementing the Roadmap’s recommendations, what is the breakdown of funding allocated to each of the programs, initiatives, services, inquiries or other undertakings for the 2008-2009, 2009-2010 and 2010-2011 fiscal years; (c) what is the amount reserved for programs, initiatives, services, inquiries or other undertakings for the 2011-2012 and 2012-2013 fiscal years; (d) what is the amount reserved for each of the Roadmap’s five recommendations for the 2008-2009, 2009-2010, 2010-2011, 2011-2012 and 2012-2013 fiscal years; (e) since the first increment of government funding to the CSC for the implementation of the recommendations contained in the Roadmap, is there any empirical (statistical or otherwise) evidence indicating that eliminating statutory release will result in greater rehabilitation of prisoners; (f) what are the projected financial costs of eliminating statutory release in Canada; (g) of the total estimated financial costs of eliminating statutory release, how much funding has the government set aside to pay for the costs; (h) what is the criterion used by the government to determine whether the implementation of the Roadmap’s recommendations is successful or reaches its intended results; (i) since the first increment of government funding to the CSC for the implementation of the recommendations contained in the Roadmap, what available statistical indicators permit an objective assessment of the success or failure of each of the programs, initiatives, services, inquiries or other undertakings; (j) since the first increment of government funding to the CSC for the implementation of the recommendations contained in the Roadmap, what has been the amount allotted to correctional programs aimed at the rehabilitational needs of Aboriginal offenders; (k) what are the statistical indicators permitting an objective evaluation assessing whether the building of regional complexes will provide superior results for offender rehabilitation and accountability than the facilities currently used to house offenders; (l) of the amount that has thus far been allotted to the CSC since Budget 2008, for the implementation of the Roadmap’s recommendations, how much funding has been allotted to studying the building of regional complexes, their benefits, and the geographical locations in which these complexes would be situated; (m) what is the anticipated cost of implementing the Roadmap’s recommendation of building regional complexes, and how does the government intend to pay for the construction of these complexes; and (n) since the first increment of government funding to the CSC for the implementation of the recommendations contained in the Roadmap, what progress has the government made towards the construction of regional correctional complexes?

With regard to the total budget reserved for the Temporary Initiative for the Strengthening of Quebec’s Forest Economies (TISQFE): (a) what amount of the total budget is reserved for the fiscal years (i) 2010-2011, (ii) 2011-2012, (iii) 2012-2013; (b) of the total amount reserved for the 2010-2011 fiscal year, what amount does the government project will be allotted to each of the (i) 17 targeted communities listed under the TISQFE, (ii) five programs covered under the TISQFE, (iii) three initiatives covered under the TISQFE; (c) of the total amount reserved for the 2011-2012 fiscal year, what amount does the government project will be allotted for each of the (i) 17 targeted communities listed under the TISQFE, (ii) five programs covered under the TISQFE, (iii) three initiatives covered under the TISQFE; and (d) of the total amount reserved for the 2012-2013 fiscal year, what amount does the government project will be allotted for each of the (i) 17 targeted communities listed under the TISQFE, (ii) five programs covered under the TISQFE, (iii) three initiatives covered under the TISQFE?

With respect to Objective 8 for the Jacques Cartier and Champlain Bridges Incorporated (JCCBI) in the 2008-2009 Annual Report of the Federal Bridge Corporation Limited: (a) who was awarded the contract for the feasibility study to construct a new bridge along the Champlain Bridge Corridor; (b) what is the cost sharing agreement between JCCBI and the Ministère des Transports du Quebec; (c) what is the financial summary of the agreement in (b); and (d) what is the timeline for the completion of the study?

With respect to the $110 million announced on May 26, 2010, by the Minister of State for Economic Development Agency of Canada for the Regions of Quebec in support measures for 2010-2011 to address the challenges facing the forest industry: (a) as of June 9, 2010, has any of this funding been awarded in the province of Quebec, (i) if yes, what are the details of the funding awarded, including the timeline and the recipients, (ii) if no, what are the details of all applications that have been received to date requesting funding from this program; (b) what are the eligibility requirements for this fund; (c) what are the criteria that would affect a funding application; and (d) what are the complete details of the program funding?

With respect to the $110 million announced on May 16, 2010, by the Minister of State for Economic Development Agency of Canada for the Regions of Quebec in support measures for 2010-2011 to address the challenges facing the forest industry: (a) as of June 9, 2010, has any of this funding been awarded in the province of Quebec, (i) if yes, what are the details of the funding awarded, including the timeline and the recipients, (ii) if no, what are the details of all applications that have been received to date requesting funding from this program; (b) what are the eligibility requirements for this fund; (c) what are the criteria that would affect a funding application; and (d) what are the complete details of the program funding?

With respect to penalties issued and charges laid for violations of Part XII of the Health of Animals Regulations from 2005 to present: (a) how many Administrative Monetary Penalties (AMPs) have been recommended by Canadian Food Inspection Agency (CFIA) inspectors across Canada for violations of the Health of Animals Regulations, and for each of these, what sections of the regulations were violated; (b) how many AMPs were issued for Part XII of the Health of Animals Regulations during this period; (c) what was the value of each individual AMP during this period; (d) how many of the AMPs issued during this time period have been paid to date; (e) how many AMPs were withdrawn; (f) how many charges were recommended by CFIA inspectors across Canada for violations of Part XII of the Health of Animals Regulations; and (g) how many prosecutions resulted in convictions?

Within the constituency of Brossard—La Prairie, what was the total amount of government funding since fiscal year 2005-2006 up to and including the current fiscal year, itemized according to (i) the date the money was received in the riding, (ii) the dollar amount of the expenditure, (iii) the program from which the funding came, (iv) the ministry responsible, (v) the designated recipient?

With regards to the repairs to the Champlain Bridge in Montreal, what are: (a) all repairs conducted from 2007 to 2009; (b) the names of the contractors; (c) the amounts of the contracts; (d) the dates of the contracts; (e) the dates of completion; (f) the descriptions of the services provided; and (g) the contracts awarded on an emergency basis?
