With regard to Global Affairs Canada, from August 2020 to the present: (a) how much funding was (i) allocated, (ii) spent by month to promote the candidacy of Bill Morneau to the presidency of the Organisation for Economic Co-operation and Development; (b) how many public servants were involved in substantial activities related to Mr. Morneau’s candidacy; and (c) how many person-hours were dedicated to substantial activities related to Mr. Morneau’s candidacy?

With regard to the use of force by RCMP members in the course of their duty: (a) how many interactions between members of the RCMP and members of the public occurred in each of the years from 2000 to 2020, inclusively, that resulted in the (i) death, (ii) bodily injury, of a person, whether such death occurred immediately or subsequent to the incident or while in police custody; and (b) for each incident, (i) what was the date, (ii) did the incident result in the injury, however minor, or death of the detained person, (iii) what was the province where the incident took place, (iv) which RCMP division was involved, (v) what was the community within the province where the incident occurred, or if the community is not possible, the RCMP detachment responsible for the geographic region where the incident occurred, (vi) did the incident take place in public, in a private home or other building, an RCMP vehicle, in an RCMP detachment building, or in an RCMP cell, (vii) was the RCMP acting in a contract policing role, (viii) what was the race, gender, sex, age of the person injured or deceased, (ix) was medical attention sought, (x) was an investigation launched, (xi) if an investigation was launched, what was the name of the investigating agency, (xii) what was the outcome of any of the investigations, including the date thereof, and whether any charges were recommended or laid?

With regard to the demographics of the RCMP: (a) what percentage of RCMP members self-identify as (i) Indigenous, (ii) Black, (iii) from another visible minority; (b) what percentage of RCMP staff self-identify as (i) Indigenous, (ii) Black, (iii) from another visible minority; (c) what percentage of RCMP members identify as (i) female, (ii) male, (iii) other; and (d) what percentage of RCMP staff identify as (i) female, (ii) male, (iii) other?

With regard to government litigation: how much has it cost the government to litigate the case of Abousfian Abdelrazik and his claims that Canada violated his rights under the Canadian Charter of Rights and Freedoms, including the value of all legal services, disbursements, and costs awards for Federal Court file numbers T-727-08, T-1580-09, and DES-3-18, from June 1, 2008, to the present?

With regard to the demographics of the staff of the Correctional Service of Canada: what percentage of correctional officers self-identify as (i) Indigenous, (ii) Black, (iii) another visible minority, broken down by region (Atlantic, Quebec, Ontario, Prairies, and Pacific)?

With regard to the demographics of the RCMP: (a) within each RCMP division, what percentages of RCMP members and staff self-identify as (i) Indigenous, (ii) Black, (iii) another visible minority; and (b) what percentage of RCMP members and staff, identify as (i) female, (ii) male, (iii) other?

With regard to Canadian Armed Forces (CAF) members and veterans suffering from post-traumatic stress disorder from sexual assaults during their service, as well as Veterans Affairs Canada (VAC) disability awards and pensions administered since 1998: (a) how many applications for veterans disability awards have been made by veterans with post-traumatic stress disorder resulting from sexual assaults during their service; (b) what are the reporting requirements for members of the CAF filing claims to receive VAC disability awards or pension due to post-traumatic-stress disorder resulting from sexual assaults during their service; (c) how many veterans have been granted VAC disability awards or pensions due to post-traumatic stress disorder from sexual assaults during their service; and (d) how many CAF members have been medically released or discharged due to post-traumatic stress disorder from sexual assaults during their service?

With regard to the United Nations Chiefs of Defence Conference of March 26-27, 2015, at the United Nations headquarters in New York City, and the absence of Chief of Defence Staff of the Canadian Armed Forces, General Thomas Lawson, from the Conference: (a) what was the reason for General Lawson’s absence; (b) which members of the Canadian Armed Forces and the Department of Foreign Affairs, Trade and Development were present at the Conference; and (c) what measures were taken to communicate Canada’s priorities and concerns with regard to international peacekeeping to those present at the Conference?

With regard to Canadian support being provided to Ukraine, the Declaration of Intent between the Department of National Defence of Canada and the Ministry of Defence of Ukraine of December 8, 2014, in Kiev, the subsequent deployment of Canadian military personnel to Ukraine to train Ukrainian forces, and Canada’s commitment to helping Ukraine in the strengthening of its security forces and its social and democratic institutions: (a) what activities are being carried out with the Ukrainian forces, the Ukrainian government, or civilians, with respect to (i) strengthening the capacity of Ukrainian security forces, (ii) promoting institutions that serve the wellbeing of Ukrainian society, (iii) training Ukrainian personnel in areas of policing, medical and personal protective measures, (iv) enhancing Ukrainian democratic institutions; (b) how many Canadian personnel are involved, in total and in each of the categories of activities mentioned in (a), further broken down by whether they are civilian or military; (c) are the deployed personnel members of the RCMP, the Canadian Armed Forces, or other institutions, agencies or organizations and, if so, what are these other institutions, agencies or organizations; (d) what are the measures of success used in evaluating progress on the objectives mentioned in (a); (e) what progress has been made on the objectives mentioned in (a) since the signing of the Declaration of Intent referenced above; (f) who is directly responsible for the leadership and oversight of the deployment to Ukraine; and (g) what form does the government expect future Canadian cooperation with and support to Ukraine to take?

With regard to the Canadian Armed Forces’ advise and assist mission to Iraq announced on September 5, 2014: (a) what are the estimated total and incremental costs of the mission; (b) are there other personnel associated with this mission and, if so, how many; and (c) is this mission scheduled to end six months from October 7, 2014, the date the motion to initiate it was adopted by the House of Commons?

With regard to Canada’s combat mission in Iraq, known as Operation IMPACT: (a) what are the total estimated flying hours for the six-month mission, broken down by month, for each of the following, (i) CF-188 Hornets, (ii) CC-177 Globemaster, (iii) CC-130J Hercules, (iv) CP-140 Aurora, (v) CC-150T Polaris; (b) what are the total estimated costs per hour associated with the flying hours for each of these previously mentioned aircraft; and (c) what is the amount of any additional costs related to the deployment and sustainment of the air mission to Iraq, including the total estimated costs of the establishment of personnel in Kuwait, and all associated costs for the six-month period?

With regard to the Canadian Forces' Cadet Program, for the years 2008 to 2014, broken down by region: (a) what is the overall budget allotment per year for the program; (b) what is the full breakdown of the costs of the program, broken down by cadets and officers, including but not limited to, information on capital expenditures, administration and support, uniforms and equipment, and travel; (c) what is the full breakdown of the costs of staffing the program, including the breakdown of costs by intermediary staff, support staff, and military staff; (d) how much of the program's budget is spent per cadet and what is the amount directly delivered to the local squadrons and corps, excluding uniforms and salaries for squadron and corps staff; and (e) how much of the program's budget is spent on administration, broken down by the following rank level and category, (i) part-time primary Cadet Organizations Administration and Training Service (COATS) and Cadet Instructors Cadre (CIC) reservists, (ii) full-time primary COATS and CIC reservists, (iii) civilian employees?

With regard to ex gratia payments by the Department of National Defence and the Canadian Armed Forces, based on Order in Council 2012-0861 issued in June 2013 which provides the Chief of Defence Staff (CDS) with the authority to approve ex gratia payments of up to $250,000 in his adjudication of grievances: what is the number of instances where the CDS used that authority, broken down by (i) total number, (ii) rank of grievor, (iii) type of grievance, (iv) amount paid?

With regard to medical releases from the Canadian Forces, for the past five years, for each year: (a) what is the total number of medical releases; (b) what was the number of medical releases by province; and (c) in terms of year of service when a member is given a medical release, what was the number of medical releases by each year of service from one to forty years of service?

With regard to the target for the performance indicator “the total average reserve force paid strength by FY (determined by Director Reserves) compared to the target planned strength as published in annual RPP as %”, as cited on page 33 of the 2013-2014 Report on Plans and Priorities: (a) why is the government’s target “to be determined”; (b) how does the government calculate this target; (c) what information is the government missing in order to calculate this target; (d) what government decisions have not been made in calculating this target; and (e) what has changed since the last target so that the government is not capable of having a target until spring 2014?

With regard to page 40 of the 2013-2014 Report on Plans and Priorities, which states, “the minister of national defence has provided direction for the targeted divestment of certain infrastructure holdings” : (a) which infrastructure holdings has the Minister of National Defence provided for targeted divestment; (b) on what basis has the Minister decided to divest certain infrastructure holdings; (c) what are the associated costs of these targeted divestments; (d) what are the expected savings of these targeted divestments; (e) how are the expected costs and savings of these targeted divestments calculated; (f) what are the impacts on the Canadian Forces of these targeted divestments; and (g) what are the impacts on the local communities of these targeted divestments?

With regard to Canada’s CF-188 Hornet aircraft fleet, since the CF-188 has been in operation by the Canadian Forces: (a) how many incidents of single engine failure have occurred in CF-188 aircraft; (b) how many incidents of a single engine failure in a CF-188 aircraft have resulted in a Significant Incident Report (SIR); (c) what is the title of each of these reports; (d) what were the findings of each of these reports; (e) what were the causes of each engine failure; (f) how many incidents of avian ingestion by a CF-188 engine have occurred, broken down by year; (g) how many incidents of avian ingestion have resulted in the failure of a CF-188 aircraft engine, broken down by year; (h) how many incidents of avian ingestion have compromised the normal functioning of a CF-188 aircraft engine, broken down by year; (i) how many incidents of avian ingestion by a CF-188 engine have resulted in a SIR; (j) what is the title of each such report; and (k) what were the findings of each of these reports?

With regard to the Atlantic Gateway Initiative: (a) what activities happened on this project during the 2008-2009, 2009-2010 and current fiscal years; (b) how much project funding was allocated for each Atlantic province and for each federal riding during fiscal years 2007-2008, 2008-2009, 2009-2010 and the current fiscal year; (c) what federal departments and agencies have been involved in the implementation of the Atlantic Gateway Initiative since 2007 through to the present; (d) what are the funding and full-time equivalent projections for the Atlantic Gateway Initiative for fiscal years 2011-2012 and 2012-2013; (e) what private companies and consultants have received project funding under the Atlantic Gateway Initiative since 2007-2008 until present; (f) how much funding was committed to each Atlantic province and how much funding was committed by the governments of Nova Scotia, Prince Edward Island, New Brunswick and Newfoundland and Labrador in order to match federal funding; (g) when is the Atlantic Gateway Initiative planned to sunset; (h) what is the government's position on the future of this initiative considering the global economic recession; (i) how did the global economic crisis affect the implementation of the Atlantic Gateway Initiative; (j) how many trade missions took place with regard to the Atlantic Gateway Initiative and what were the destinations and cost of each mission from 2007-2008 until present; and (k) what are the names of Canadian representatives from both public and private sector organizations who took part in trade missions from 2007 to 2010 at the government's expense?
