With regard to the Department of Foreign Affairs and International Trade and the government’s role in monitoring and regulating arms exports, and with regard to the reply to Q-230 (Sessional Paper No. 8555-411-230): (a) on what date or dates will the government table in Parliament or otherwise release a report or reports on the export of military goods from Canada for 2010 and 2011; (b) in the report or reports for 2011, will the government provide a level of detail similar to that provided in the Annual Report of 2002; (c) in particular, will the report or reports provide information similar in nature to that contained in the 2002 report’s “Table 3: Exports of Military Goods by Destination Country and Component category”; (d) what is the value of export permits for Export Control List (ECL) Group 2 items authorized for the United States from 2006-2011, broken down by year and by Group 2 ECL subgroup item (2-1, 2-2, 2-3, etc.); (e) what is the value of export permits for ECL Group 2 items authorized for Saudi Arabia from 2006-2011, broken down by year and by Group 2 ECL subgroup item; (f) what factors explain the increase in total value of export permits authorized for ECL Group 2 items for Saudi Arabia from $35.2 million in 2010 to $4.024 billion in 2011; (g) what additional information is available to explain the increase in total value of export permits authorized for ECL Group 2 items for Saudi Arabia from $35.2 million in 2010 to $4.024 billion in 2011; (h) what factors explain the increase in total value of export permits authorized to all states for ECL Group 2 items from $4.1 billion in 2010 to $12.1 billion in 2011; and (i) what information is available to explain the increase in total value of export permits authorized to all states for ECL Group 2 items from $4.1 billion in 2010 to $12.1 billion in 2011?

With regard to Transport Canada and the government's role in regulating cruise ship emissions in the vicinity of Victoria and Ogden Port: (a) what are the names of all the cruise ships that were subjected to emissions monitoring from 2006 to 2011; (b) on what dates was each ship monitored and what type of monitoring was carried out from 2006 to 2011; and (c) for each cruise ship, what were the results and findings of the monitoring?

With regard to the Department of Foreign Affairs and International Trade and the government’s role in monitoring and regulating arms exports: (a) on what date will the government table in Parliament or otherwise release a report on the export of military goods from Canada for 2010; (b) in its next report, will the government provide a level of detail similar to that provided in the Annual Report of 2002 and, in particular, will it provide information similar in nature to that contained in the 2002 report’s “Table 3: Exports of Military Goods by Destination Country and Component Category”; (c) what is the value and type of all exports of weapons systems and munitions from 2003-2010, broken down by year, for each recipient state; (d) what is the value and type of all exports of military support systems from 2003-2010, broken down by year, for each recipient state; (e) what is the value and type of all exports of military parts from 2003-2010, broken down by year, for each recipient state; (f) what is the value and type of all exports of parts not officially designated as “military parts” that were destined for a known military purpose from 2003-2010, broken down by year, for each recipient state; (g) what is the value of export permits for Export Control List (ECL) Group 2 items authorized from 2003-2010, broken down by year, for each recipient state; (h) what is the value of export permits for ECL Group 2 items denied from 2003-2010, broken down by year, for each recipient state; (i) what is the value of export permits authorized and exports made for prohibited firearms for the United States from 2003-2010, broken down by year; (j) what is the value of export permits authorized and exports made for ECL Group 1 items from 2003-2010, broken down by year, for each recipient state; (k) what is the government’s position on the negotiation of an international Arms Trade Treaty that would establish common standards for the national authorization of conventional weapons transfers; (l) how does the government define “sporting and hunting firearms” in both domestic and international law as it would apply in the Arms Trade Treaty; (m) will Canada withdraw its proposed exemption to exclude sporting and hunting firearms for recreational use from the Arms Trade Treaty; (n) what is the relationship between the Canadian Sports Shooters Association and the Office of the Minister of Foreign Affairs; (o) how many meetings have been held between Steve Torino and Minister John Baird or Minister Baird’s staff; (p) how many meetings were held between DFAIT officials and the Canadian Sports Shooters Association prior to the last round of negotiations for the Arms Trade Treaty; (q) on what date did DFAIT change its position on the Arms Trade Treaty with respect to “sporting and hunting firearms”; (r) what is the government’s position on the Global Investor Statement on the Arms Trade Treaty; (s) what is the government’s official position on the Organization of American States Firearms Convention; and (t) will the government ratify the Organization of American States Firearms Convention?

With regard to Transport Canada, and the government’s role in the management and operation of the Victoria Harbour Airport (VHA) and the Victoria Harbour: (a) what is the process by which Transport Canada or its agents have evaluated, are evaluating, and plan to evaluate the impact on quality of life, noise and air pollution and the frequency of air traffic (including takeoffs, landings, taxiing, and other related activities) associated with operations at the VHA; (b) to date, what analysis has the government conducted with respect to the effects on the communities surrounding the airport and their residents of the impact on quality of life, noise, air pollutants and the frequency of air traffic (including takeoffs, landings, taxiing, and other related activities) associated with operations at the VHA; (c) what further analysis does the government plan to conduct with respect to the effects on the communities surrounding the airport and their residents of the impact on quality of life, noise, air pollutants and the frequency of air traffic (including takeoffs, landings, taxiing, and other related activities) associated with operations at the VHA; (d) what are the parameters of all past and planned analyses with respect to the effects on the communities surrounding the airport and their residents of the impact on quality of life, noise, air pollutants and the frequency of air traffic (including takeoffs, landings, taxiing, and other related activities) associated with operations at the VHA; (e) what steps has the government taken and what steps will it take to address problems associated with the impact on quality of life noise, air pollutants and air traffic frequency (including takeoffs, landings, taxiing, and other related activities) associated with operations at the VHA; (f) what is the timeline for completion of this process, including but not limited to (i) any evaluations, (ii) any decision to regulate or impose rules with respect to noise and air pollution and the frequency of air traffic; (g) with respect to the past and planned residents’ committees and any public consultation relating to the VHA, what will be the composition of the residents’ committee; (h) what action has the government taken on the basis of past results, information, and recommendations arising out of public consultation thus far, including the past residents’ committee; (i) what are the terms of reference for the new residents’ committee, including, but not limited to scope, powers, membership, evaluation criteria; (j) how will Transport Canada and the VHA evaluate and act upon the results, information, concerns and recommendations of the residents’ committee; (k) what policies, practices and procedures do Transport Canada and the VHA have in place to mitigate all real or perceived conflicts of interest between Transport Canada’s role as both operator of the VHA and as the government body having jurisdiction over aeronautics; (l) what are the current government policies, practices and procedures relating to its federal responsibilities with respect to noise and traffic pollution; (m) what are the details of all current draft regulations pertaining to the VHA and its operations; (n) when does the government or its agents plan to publish permanent air safety or other regulations pertaining to the VHA and its operations; (o) does the VHA have a complete Safety Management System (SMS); (p) what are the details of the process by which Transport Canada is assessing the application to build a mega yacht marina in Victoria Harbour (Marina); (q) what policies, practices and procedures do Transport Canada and the VHA have in place to mitigate all real or perceived conflicts of interest between Transport Canada’s role as both operator of the VHA and as the government body having jurisdiction to approve or deny the construction of the marina under the Navigable Waters Protection Act; (r) what are the details of the current timeline for the approval or rejection of the marina application; (s) what are the details of the timeline for the completion of the VHA’s assessment of the Marina under its SMS; (t) who is bearing the cost of the VHA’s assessment of the marina and Transport Canada’s assessment of the marina; (u) what is the estimated cost of all activities related to Transport Canada's and the VHA’s assessments of the marina; (v) what are the details of the impacts, including, but not limited to, impacts on safety, that the marina would have on marine and air traffic in Victoria harbour; and (w) how is Transport Canada including the impact of the marina on non-motorized vessels such as kayaks and canoes in its review of the marina proposal?

What is the total amount of government funding for the fiscal year 2010-2011 and for the current fiscal year, allocated within the constituency of Victoria, specifying each department or agency, the initiative and the amount?

With regard to greenhouse gas emissions (GHG): (a) what specific new measures is the government instituting to reduce GHG that will be in effect over the next two years and between 2011 and 2020; (b) what amount will be allocated in the next budget to deliver concrete measures to (i) support climate adaptation in Canada, (ii) reduce GHG from major Canadian emitters, (iii) incent conservation, (iv) increase energy efficiency for new homes and for existing homes and small businesses; and (c) what GHG reductions is the government committing to achieve in the next two years?

What is the total amount of government funding for fiscal year 2009-2010 and for the current fiscal year, allocated within the constituency of Victoria, specifying each department or agency, the initiative and the amount?

With respect to the pending sale of the CANDU reactor division of Atomic Energy of Canada Limited: (a) what analysis, if any, has the government conducted into the impact of this sale on (i) Canada’s national security, (ii) energy resilience, (iii) global nuclear non-proliferation, (iv) human rights, (v) global security, and what are their results; (b) what is the full amount of federal funds dispersed to Atomic Energy of Canada Limited, from its inception to present, from 2000 to date, and in the last available fiscal year; (c) what is the amount of federal funds dispersed to Atomic Energy of Canada Limited specifically for the CANDU reactor division, from its inception to present, from 2000 to date, and in the last available fiscal year; (d) what is the government’s estimated surplus or shortfall between the total federal funds dispersed for the CANDU reactor division and the expected sale price of the division; (e) by what other means does the government plan to recover the federal funds dispersed for the CANDU reactor division in the future, and what is the estimated amount to be recovered; (f) what is the division’s net income from its inception to present, from 2000 to present, and for the last available fiscal year; (g) what is the estimated market value of the division; (h) what is the government’s target sale price of the division; (i) what is the government’s full assessment of the present market outlook for CANDU reactor division, including potential for sales and competitive challenges from next-generation light-water reactors; and (j) what steps has the government taken, or will the government take, to ensure that this sale will never result in the enrichment of plutonium to weapon-grade status by any actor as a result of CANDU reactors?

With regard to spending related to Ronald Smith: (a) what has been the total spending related to consular assistance given in Khartoum; (b) what have been the costs of the legal case on the part of the government; and (c) what have been the costs of communication and media work?

With regard to spending related to Omar Khadr: (a) what has been the total spending related to interrogations and intelligence work; (b) what have been the costs of the legal case on the part of the government; and (c) what have been the costs of communication and media work?

With regards to the disposal of surplus federal property in the greater Victoria area: (a) how many federal properties have been designated as surplus properties since 1999; (b) for what reasons were the properties determined as surplus; (c) which properties have been designated as routine; (d) which properties have been designated as strategic; (e) when were those designations declared; (f) were any properties changed from a routine designation to a strategic designation and, if so, what was the reason for the change in designation, and when did the change in designation occur; (g) what was the market value for each of the surplus properties; (h) what was the purchase price of each disposal property that was successfully transferred; (i) who conducted the independent third party appraisals of each property; (j) which properties, if any, were transferred under the Surplus Federal Real Property for Homelessness Initiative (SFRPHI); (k) which properties, if any, are currently in the process of transfer through SFRPHI; and (l) how many homelessness related community service providers have tendered bids on disposal properties?

What is the total amount of government funding, since fiscal year 2004-2005 up to and including the current fiscal year, allocated within the constituency of Victoria, listing each department or agency, initiative, and amount?

With respect to the Community Access Program and School Net programs: (a) what was the total planned and actual spending for each program in each fiscal year since their inception; (b) for each case in which spending was reduced from one fiscal year to the next, (i) how does the government account for the reduction, (ii) which organizations received reduced funding and how much less funding did each receive; (c) for the current fiscal year, (i) how many applications were received, (ii) how does that number of applications compare to the number of applications received in the past two fiscal years, (iii) how many applications were approved, (iv) how does that number compare with approved applications from the past two fiscal years, (v) listing all recipients, who was approved for funding in the current fiscal year, with approved funding amounts in dollars, (vi) listing all recipients, who received reduced funding this fiscal year compared to last fiscal year, what was the amount of the reduction and what was the rationale for the reduction, (vii) what impact has the reduced funding had on the recipient in each case; (d) does the government intend to renew funding for those programs beyond the current fiscal year; (e) when will the government make public its intentions regarding the future of these programs; and (f) what is the precise process for making a decision on the future of these programs and communicating that decision to the public, and which stage in that process has the government currently reached?

With respect to workplace skills programs as listed in the 2007-2008 Estimates: (a) why did the government cut $22 million from workplace skills programs; (b) which programs qualify under the government's definition of “workplace skills program“ as listed in the line item in the 2007-2008 Estimates; (c) which programs received funding from the government for the 2006-2007 and 2007-2008 fiscal years, broken down by province or territory; (d) how much money did each program receive from the government for 2006-2007 and 2007-2008; (e) which programs received funding from the government for 2006-2007, but not for 2007-2008; (f) what are the expiration dates for each specific program that received funding from the government for 2006-2007 and 2007-2008; (g) which programs received funding from the government for 2007-2008 fiscal year, but not for 2006-2007; (h) for those programs that did not receive funding this fiscal year, was there a review process where applications were re-evaluated and, if so, was more funding applied to those programs; (i) with respect to those programs that had decreased amounts of funding or received no funding, what effect did that have on those specific programs; (j) for those programs that lost funding, what methods did those programs use to compensate for the amount of money not provided by Human Resources and Social Development Canada (HRSDC), specifically in regard to private donations, public fundraisers and applications for other grants outside of HRSDC; (k) what specific services had to be cut or eliminated from those programs because of a loss of funding; (l) what impact did the decrease in or elimination of services have on the surrounding community with the specific groups; (m) what specific demographic groups lost the most from the decrease in or elimination of services; and (n) with respect to workplace skills continued on p. 14-11 of the 2007-2008 Estimates, can the government provide a more detailed breakdown of this figure in the same manner as described in (i), (d), (e), (f) and (g)?

With respect to programs and spending under the auspices of Human Resources and Social Development Canada, within the riding of Victoria: (a) in each year, fiscal or calendar, from 1993-2006 inclusive, what was the total (i) annual dollar amount of funding allocated, in grants, loans or loan guarantees, broken down by program, (ii) number of grants allocated, broken down by program; (b) for each of the two periods between June 28, 2004 and January 22, 2006, and between January 23, 2006 to September 27, 2007 inclusive, (i) what funds, grants, loans and loan guarantees has the government issued, (ii) under which program was each payment made, (iii) to whom and for what dollar amount was each payment, (iv) what percentage of each project's funding did the payment cover; (c) for the Summer Career Placement Program and the Canada Summer Jobs program, (i) what was the total annual expenditure for each year from 2003 to 2007 inclusive, (ii) how many job positions were supported through the programs for each year from 2003 to 2007 inclusive, (iii) for the year 2007, how many applications were received, (iv) for the year 2007, how many applications were accepted in each of the first and second rounds of approval, and for which employers, (v) for the year 2007, how many applications were denied or placed on a waiting list, and for which employers; and (d) for programs and spending administered by the Canada Mortgage and Housing Corporation (CMHC), in each year, from 1993 to 2006 inclusive, (i) what was the total of CMHC spending, (ii) how many CMHC-funded housing units for singles and families existed, (iii) how many new CMHC-funded units were added, (iv) how many CMHC-funded housing units ceased to be available?

With respect to the National Homeless Initiative (NHI) and the Homelessness Partnering Strategy (NPS): (a) what is the process and protocol for making local or regional announcements regarding funding for specific projects, from the time of approval of application to the time of formal announcement and media releases; (b) what, if any, directives or instructions exist, from cabinet or elsewhere, with respect to MP participation in government announcements; (c) what is the protocol for inviting the local MP to participate in such announcements; (d) for what proportion of NHI / NPS-approved projects are formal announcements and media releases made; (e) what is the date, location, project name and attending MP for each such formal announcement; (f) has any non-cabinet MP participated in a NHI /NPS announcement and media release for a project located outside of her or his riding and, if yes, to which ones and was the local MP in whose riding the project is located invited to participate, and what was the response to the invitation; (g) broken down by each federal party represented in the House, in how many such announcements has a non-Cabinet MP been invited to participate; (h) broken down by each federal party represented in the House, in how many media releases related to the NHI and NPS posted on the government Web site is a non-cabinet MP mentioned; (i) to date, what projects have been funded by the NHI and NPS, with dollar amount, broken down by federal constituency; and (j) what is the total and the average-per-constituency number of projects funded by NHI and NPS and dollar amount for each federal party represented in the House?

What funds, grants, loans and loan guarantees has the government issued in the constituency of Victoria through Human Resources and Social Development Canada, for each of the two periods between June 28, 2004, to January 22, 2006 inclusive, and between January 23, 2006, to May 18, 2007, inclusive, and, in each case, where applicable: (a) the program under which the payment was made; (b) the names of the recipients, if they were groups or organizations; (c) the monetary value of the payment made; and (d) the percentage of program funding covered by the payment received?

With respect to programs and spending administered by the Canada Mortgage and Housing Corporation (CMHC) within the riding of Victoria, in each year, from 1993 to 2006, inclusive: (a) what was the total of CMHC spending; (b) how many CMHC-funded housing units for singles and families existed; (c) how many new CMHC-funded units were added; and (d) how many CMHC-funded housing units ceased to be available?
