With regard to the Federal Economic Development Initiative for Northern Ontario (FedNor): what are the total annual expenditures, for each fiscal year from 2004-2005 to the present, for (a) the Northern Ontario Development Program; (b) the Community Futures Program; (c) the Economic Development Initiative; (d) the Community Infrastructure Improvement Fund; (e) general administration; and (f) any other temporary or permanent program or service delivered by the FedNor during this time period that is not listed above?

With regard to Veterans Affairs Canada offices: how many clients have been served each year from 2006 to 2014 inclusively in each Veterans Affairs Canada office (excluding Service Canada locations, Operational Stress Injury clinics, and Integrated Personnel Support Centres), including the nine recently closed offices in Thunder Bay, Sydney, Charlottetown, Corner Brook, Windsor, Brandon, Saskatoon, Kelowna, and Prince George?

With regard to the Department of Veterans Affairs: how many clients were served each year from 2010 to 2014 inclusively at each Veterans Affairs office location, including the nine offices that have recently closed?

With regard to the nine regional offices of Veterans Affairs that are to be closed by February 2014 (Charlottetown, Corner Brook, Sydney, Windsor, Thunder Bay, Kelowna, Prince George, Saskatoon, and Brandon): what are the total operating costs by year for each office from 2009-2012?

With regard to the Department of Veterans Affairs (VA), what criteria were used to determine which VA regional offices would be closed by February 2014, as announced in the 2012-2013 budget?

With regard to the Department of Veterans Affairs, what was the amount and percentage of all “lapsed spending” in the department, broken down by year from 2005 to 2013?

With regard to the Federal Economic Development Initiative for Northern Ontario, what is the total funding of the Northern Ontario Development Fund for each fiscal year from 2004-2005 to 2012-2013?

With regard to the Federal Economic Development Initiative for Northern Ontario, what is the total funding for the Community Futures program, and the total funding provided to all Community Future Development Corporations for each fiscal year from 2004-2005 to 2012-2013?

With regard to the Federal Economic Development Initiative for Northern Ontario, what is the cost of all “Operations and Maintenance” and “Grants and Contributions” for each fiscal year from 2004-2005 to 2012-2013?

With regard to the Federal Economic Development Initiative for Northern Ontario, what is the sum of all core funding to projects for each fiscal year from 2004-2005 to 2012-2013?

With regard to the “Enabling Access Fund” administered by the Department of Human Resources and Skills Development, for each fiscal year of the program's existence, what are: (a) the program criteria and any evaluation method used to determine which programs will receive funding, including any changes to the criteria from year to year; and (b) details about each applicant, including (i) applicant's name, (ii) riding where the project is located, (iii) amount of funding awarded, (iv) criteria, both quantitative and non-quantitative, on the basis of which the applicant was evaluated?

With regard to the Local Initiative Fund (also referred to as the Local Initiative Grant program) administered by the regional development organization for Northern Ontario (FedNor), for each budget year from 2005-2006 to 2010-2011 inclusively: (a) what was the sum awarded to each federal riding; and (b) what was the name of each individual recipient and the amount awarded to that recipient, in each riding?

With regard to the 2011-2012 budget for the regional development organization for Northern Ontario (FedNor): (a) what is the total amount of its budget; (b) what is the amount actually spent, broken down by FedNor program; (c) what is the amount of the budget that was not spent, and for which programs; (d) were any financial or non-financial incentives offered to managers and executives at FedNor that were associated with, or dependent on, allocated money not being spent in the fiscal year in question; and (e) were any incentives as outlined in (d) actually awarded, and, if so, (i) to which managers and executives, (ii) what was the sum total of each incentive that was awarded?

With regard to departments' involvement in the lawsuit filed by AbitibiBowater over asset expropriation by the Newfoundland and Labrador government: (a) what was the involvement of the Treasury Board Secretariat in this case and what departmental opinion was provided to the Minister and public regarding this matter during the period between February 20 and August 20, 2010; (b) what was the involvement of the Department of Foreign Affairs and International Trade in this lawsuit and what departmental opinion was provided to the Minister and to the public regarding this matter during the period between February 20 and August 20, 2010; (c) what was the involvement of the Department of Justice in this lawsuit and what departmental opinion was provided to the Minister and to the public regarding this matter during the period between February 20 and August 20, 2010; and (d) what inter-departmental consultations took place regarding this case, what departments were involved, what is the outcome of these consultations and what is the implementation status of decisions made during the consultation process?

With regard to all federal funding in the riding of Kenora for fiscal years 2006-2007, 2007-2008, 2008-2009 and 2009-2010: (a) how many projects received funding from a department or agency over this period; (b) what projects received funding from a department or agency over this period; and (c) what was the value of the projects which received funding from a department or agency over this period?

With regard to announcements related to FedNor projects: (a) how many announcements were made between October 14, 2008 and June 15, 2010 on behalf of the Minister of Industry, including for each announcement (i) the names of those making the announcement on behalf of the Minister, (ii) the riding and city, town, or village in which the announcement was made; (b) on which dates were these announcements made; (c) what was the total dollar value for each project announced; and (d) what was the total cost associated with making each announcement, including costs for travel, staff, per diem and visual aids?

With regard to all federal funding in the riding of Nickel Belt for fiscal years 2006-2007, 2007-2008, 2008-2009 and 2009-2010: (a) how many projects received funding from a department or agency over this period; (b) what projects received funding from a department or agency over this period; and (c) what was the value of the projects which received funding from a department or agency over this period?

With regard to all federal funding in the ridings of Nickel Belt and Thunder Bay—Rainy River for fiscal years 2006-2007, 2007-2008, 2008-2009 and 2009-2010: (a) how many projects received funding from a department or agency over this period; (b) what projects received funding from a department or agency over this period; and (c) what was the value of the projects which received funding from a department or agency over this period?

With respect to government funding announcements since the January 2009 Budget: (a) how many such announcements have been made; (b) what was the location, purpose, and amount of each announcement and which Ministers and Members of Parliament were in attendance; (c) what did each announcement cost to stage, including all travel and hospitality expenses incurred for each Minister, MP, and their staff to attend the announcement; (d) did any involve previously announced funds and, if so, which ones and in what amount; and (e) for each announcement, what amount has since been transferred to each recipient, on what date were each transfer made and if such funds have yet to be transferred, what factors account for the delay?
