With regard to the Canada Infrastructure Bank: (a) what was the total amount spent on administration in fiscal years (i) 2018-19, (ii) 2019-20; (b) what is the breakdown of (a) by line item; (c) what is the total amount of expenditures on infrastructure projects in fiscal years (i) 2018-19, (ii) 2019-20; (d) what is the breakdown of (c) by project; and (e) what are the details of each expenditure on infrastructure projects during fiscal years 2018-19 and 2019-20, including (i) on what date was the money was actually spent or transferred, (ii) amount of expenditure, (iii) vendor or recipient of transfer?

With regard to the administration of the 2019 federal general election: (a) has the Chief Electoral Officer, pursuant to subsection 477.72(4) of the Canada Elections Act, informed the Speaker of the House of Commons of any candidates elected as members of the House that were not entitled to continue to sit or vote as members, and, if so, who were these candidates; and (b) with respect to each candidate in (a), (i) on what date did the entitlement to sit or vote become suspended, (ii) on what date did the Chief Electoral Officer inform the Speaker, (iii) which requirement of the act was not satisfied, (iv) has the requirement in (b)(iii) been subsequently satisfied, and, if so, on what date was it satisfied?

With regard to all expenditures on hospitality (Treasury Board Object Code 0822), since November 1, 2019, broken down by department or agency: what are the details of all expenditures, including (i) vendor, (ii) amount, (iii) date of expenditure, (iv) start and end date of contract, (v) description of goods or services provided, (vi) file number, (vii) number of government employees in attendance, (viii) number of other attendees, (ix) description of related hospitality event, (x) location?

With regard to the national security exception for federal procurements, since January 1, 2016: how many times has this exception been invoked, broken down by (i) date of contract, (ii) department, (iii) contract amount?

With regard to the caretaker convention: (a) is the government, as of the date of the notice of this question, observing the caretaker convention; (b) if the answer to (a) is negative, (i) when did the government cease observing the caretaker convention, (ii) what prompted this change, (iii) is this consistent with section 1 of the Privy Council Office’s “Guidelines on the conduct of Ministers, Ministers of State, exempt staff and public servants during an election“ publication which provides that the caretaker period “ends when a new government is sworn-in, or when an election result returning an incumbent government is clear”; and (c) what is the government’s definition of “when an election result returning an incumbent government is clear” in cases where the government party represents fewer than a majority of seats in the House of Commons?

With regard to correspondence, both on paper and electronic formats, received by the Office of the Prime Minister from the general public since January 1, 2019: (a) what were the top 10 topics or subjects matters, in terms of volume of correspondence; and (b) for each of the top 10 topics in (a), how many pieces of correspondence were received?

With regard to Governor in Council appointments: (a) were each of the following appointments made in a manner consistent with the caretaker convention, (i) Order in Council P.C. 2019-1331 (October 15, 2019), (ii) Order in Council P.C. 2019-1332 (October 15, 2019), (iii) Order in Council P.C. 2019-1333 (October 15, 2019), (iv) Order in Council P.C. 2019-1335 (October 21, 2019), (v) Order in Council P.C. 2019-1336 (October 21, 2019), (vi) Order in Council P.C. 2019-1337 (November 1, 2019), (vii) Order in Council P.C. 2019-1338 (November 12, 2019), (viii) Order in Council P.C. 2019-1339 (November 19, 2019); (b) for each appointment referred to in (a) made in a manner consistent with the caretaker convention, why was its making consistent with the convention; and (c) for each appointment referred to in (a) not made in a manner consistent with the caretaker convention, why was the appointment made?

With regard to the delay in the processing of Access to Information Request A-2017-05957 by the Royal Canadian Mounted Police: (a) why has the processing been subject to such a delay; and (b) when will the information requested be released?

With regard to Service Canada’s national in-person service delivery network, for each Service Canada Centre: (a) how many centres were operational as of November 4, 2015; (b) what were the locations and number of full-time employees (FTEs) at each location, as of November 4, 2015; (c) how many centres are currently operational; (d) what are the current locations and number of FTEs at each location; (e) which offices have changed their hours of service between November 4, 2015, and present; and (f) for each office which has changed their hours, what were the hours of service as of (i) November 4, 2015, (ii) May 1, 2019?

With regard to concerns that federal government job advertisements on Facebook were microtargeted at certain demographics while excluding other demographics, since November 4, 2015: (a) which government jobs were advertised on Facebook; (b) what are the details of all job advertisements, including (i) date advertisement started, (ii) job title; and (c) for each advertisement, which ones were microtargeted at certain demographics and what demographics were (i) included, (ii) excluded?

With regard to contracts awarded by Public Services and Procurement Canada since January 1, 2016, in relation to the ongoing renovations of Centre Block: what are the details of all such contracts, including (i) date contract was awarded, (ii) duration of contract, (iii) amount, (iv) vendor, (v) description of goods or services, (vi) whether the contract was sole sourced or competitively bid, (vii) file number?

With regard to the government’s plan to create a “critical election incident public protocol” group for the 2019 election: (a) what specific safeguards are in place to ensure that political staff in ministerial offices, including in the Office of the Prime Minister, do not influence any members of the group; (b) will there be a prohibition on communication during the writ period between members of the group and ministers or their exempt staff; and (c) if no prohibition exists, why is the government allowing communication between ministers or their exempt staff and members of the group?

With regard to government expenditures with Nesta Holding Company Ltd. or companies owned in whole or in part by Nesta Holding Company since January 1, 2016, broken down by department, agency, Crown corporation or other government entity : (a) what are the total expenditures, broken down by company; (b) what are the details of each expenditure, including (i) date, (ii) amount, (iii) company, (iv) description of goods or services, (v) quantity, (vi) price per unit, (vii) file number, if applicable; and (c) on what date did the Chief Executive Officer of Invest in Canada Hub formally resign from the Board of Directors of Nesta Holding Company?

With regard to reports of a $355,950 sole-sourced contract to pay Torstar Corporation, which was cancelled following a complaint to the Procurement Ombudsman: (a) what was the original purpose of the contract; (b) which minister initially approved the contract; (c) does the government have enough employees to monitor parliamentary committees without hiring the Toronto Star; and (d) what is the total number of government employees whose job involved, in whole or in part, monitoring parliamentary committees?

With regard to expenditures on hospitality by Environment and Climate Change Canada from December 2, 2018, through December 6, 2018: what are the details of each such expenditure, including (i) date, (ii) amount, (iii) location, (iv) vendor name, (v) number of individuals in attendance, (vi) description of the event, if applicable?

With regard to the government’s policies and protocols in relation to spider sightings and sending government employees home: (a) how many employees from Shared Services Canada were sent home as a result of the alleged spider sightings at the building located at 2300 St. Laurent Blvd, Ottawa, in 2018; (b) on what dates were employees sent home; (c) what is the breakdown of how many employees were sent home on each date in (b); (d) were any dangerous spiders discovered as a result of the sightings and, if so, which ones; (e) how much did the government spend on fumigation, investigations or other activities resulting from the sightings and what is the detailed breakdown of such expenditures; and (f) what are the government’s policies and protocols for when spiders are allegedly sighted on government property and when to send employees home?

With regard to the terms used in Bill C-83, An Act to amend the Corrections and Conditional Release Act and another Act: (a) what is the government’s definition of “meaningful human contact” and what are examples of contacts that would or would not satisfy the Bill's requirements related to that term; and (b) what is the government’s definition of “leisure time” and what would be examples of activities that would or would not satisfy the Bill's requirements related to that term?

With regard to reports that the government is paying $3,800,000 in retention bonuses for three top Kinder Morgan Canada executives: are the retention bonuses part of the $4,500,000,000 purchase price the government is paying Kinder Morgan, or are the bonus payments a separate expenditure?

With regard to the use of government aircraft by Members of Parliament and Senators, since January 1, 2016: what are the details of each flight where a Member of Parliament or a Senator was a passenger, including the (i) date, (ii) point of departure, (iii) destination, (iv) names of parliamentarians on the flight, (v) type of aircraft?

With regard to the purchase of promotional products for handouts or giveaways at trade shows, conferences, and other events, since December 1, 2017 and broken down by department, agency, or Crown corporation: (a) what products were purchased; (b) what quantity of each product was purchased; (c) what was the amount spent; (d) what was the price per unit; (e) at what events, or type of events, were the products distributed at; (f) what country was each product manufactured in; and (g) what is the relevant file number for each purchase?
