With regard to the Skills Link program and the calls for proposals during the summer of 2016: (a) what is the total number of projects in the two streams (the regular stream and the innovation stream) submitted as part of the call for proposals for the 2016 Skills Link program; (b) what is the total number of projects in the two streams submitted as part of the 2016 Skills Link program in Quebec; (c) what is the total number of projects in the two streams submitted as part of the 2016 Skills Link program in the constituency of Abitibi—Témiscamingue; (d) what was the total amount budgeted for the entire Skills Link program associated with the 2016 call for proposals; (e) what was the total budget amount granted to the 2016 call for proposals for Quebec; (f) what was the total budget amount granted to the 2016 call for proposals for Abitibi–Témiscamingue; (g) what is the residual budget amount (the funds that have still not been allocated) for the Skills Link program; (h) what is the nature (source, deadlines) of the budget envelope for the Skills Link program; (i) how many employees are assigned to analyze the innovation stream of the Skills Link program; (j) how many projects from the two streams associated with the 2016 call for proposals were approved in Canada, and what were the amounts granted to these projects; (k) how many projects from the two streams were rejected; (l) how many projects from the innovation stream are still waiting for approval; (m) how many projects from the two streams for the 2016 call for proposals were approved in Quebec, and what were the amounts granted to these projects; (n) how many projects from the two streams for the 2016 call for proposals were approved in Abitibi—Témiscamingue, and what were the amounts granted to these projects; (o) how many projects under the Skills Link program (by program stream) have been granted in the constituency of Abitibi—Témiscamingue since 2007; and (p) what were the amounts granted in the Abitibi—Témiscamingue riding as part of the Skills Link program (by year and program stream) since 2007?

With regard to the government policy on workplace day care centres: (a) what is the full list of departments or other public service entities in part I, schedule I of the Public Service Labour Relations Act; (b) who is the designated officer within the department or entity who submits questions to the human resources branch of the Treasury Board Secretariat of Canada; (c) how many day care centres, broken down by department and city, should be planned so that the actual or proposed number of day care centres does not exceed one centre per 4,000 employees in the municipality or census subdivision as set out in the Geographic Location Master File; (d) what are the results of the surveys of federal public servants, broken down by department; and (e) what cumulative data is required, broken down by department and year, to assess the policy for each department since this policy was implemented?

With regard to each program of Canada Economic Development for Quebec Regions, since 2002: (a) what are the various programs; (b) what are the criteria for each program; (c) what project evaluation grid is used by program managers; and (d) what changes have been made to the evaluation grids identified in (c), since 2002, and broken down by year?

With regard to the government’s budgets, whether or not all the departments committed to them, as relates to the Economic Development Agency of Canada for the Regions of Quebec: (a) what was the amount spent, and what amount remained unspent, for these activities, broken down by (i) fiscal year, (ii) program, (iii) region, from 2002-2003 to 2014-2015; (b) what amount has been spent, and what amount remains unspent, for these activities during the current fiscal year; (c) what was the amount budgeted to be spent on these activities, broken down by fiscal year from 2002-2003 to 2014-2015; and (d) what was the amount budgeted to be spent on these activities during the current fiscal year?

With regard to contracts under $10 000 awarded by Health Canada since April 1, 2014: what is (i) the name of the supplier, (ii) the contract reference number, (iii) the contract date, (iv) the description of services provided, (v) the delivery date, (vi) the original contract amount, (vii) the final contract amount, if different from the original amount?

With regard to government funding for the constituency of Abitibi—Témiscamingue for each fiscal year since 2007-2008 inclusively: (a) what are the details of all grants, contributions and loans to any organization, body or group, broken down by (i) the name of the recipient, (ii) the municipality in which the recipient is located, (iii) the date on which funding was received, (iv) the amount received, (v) the department or agency providing the funding, (vi) the program under which the grant, contribution or loan was made, (vii) the nature or purpose; and (b) for each grant, contribution and loan identified in (a), was a press release issued to announce it and, if so, what is the (i) date, (ii) headline of the press release?

With regard to government funding allocated in the constituency of Abitibi—Témiscamingue, broken down by fiscal year from 2011-2012 to present: (a) what is the total amount of this funding, broken down by (i) department, (ii) agency, (iii) program, (iv) any other government body; and (b) how many jobs are estimated to have been created by this funding, broken down by (i) full-time jobs, (ii) part-time jobs?

With regard to the concerns raised in Chapter 5 of the 2012 Fall Report of the Auditor General concerning National Defence real property: (a) what Budget 2012 funding was internally reallocated within the Department of National Defence to address these concerns; (b) what was the amount of this funding, by military base and by off-base military building or location; (c) from which expenditure items were these funds reallocated; and (d) what type of work was funded by these reallocations, on which bases and over what time frame?

With regard to the various federal departments maintaining offices and services in the constituency of Abitibi—Témiscamingue, what are their detailed operating budgets, by department and service, for the years 2006 to 2012?

With regard to Canada Economic Development: (a) what grants have been awarded in the federal riding of Abitibi—Témiscamingue in the last 10 years; (b) what projects have been funded or undertaken in the federal riding of Abitibi—Témiscamingue in the last 10 years; and (c) what were the organizations, amounts allocated and type of project?

With regard to the decision to send Canadian Forces personnel to Afghanistan: (a) what specific evaluations of the additional requirements and costs for health-care services for the Forces (funding and budget, health-care staff and professionals, their areas of specialization, organizational structure, evaluation tools, recruiting programs, and any other aspects) were conducted before or after this decision, including evaluations of (i) the requirements of the mission in Canada and in the field, (ii) the long-term needs of service personnel and veterans following the mission, (iii) mental-health assessments; (b) what were the findings and recommendations of these evaluations, and (i) what recommendations were implemented and to what extent, (ii) what recommendations were not implemented and why, (iii) what follow-up was conducted on the recommendations that were implemented; (c) what programs and recruitment campaigns were introduced for health-care staff and professionals; and (d) how many health-care staff and professionals were recruited while Canadian Forces personnel were deployed to Afghanistan, and to what extent has the number of medical staff and health-care professionals increased compared with the number of uniformed Canadian Forces service persons deployed?

With regard to the Canadian Army, what bonuses were paid to various members of Canadian Forces staff from 2008 to 2012, broken down by (i) year, (ii) recipient?

With regard to the Canadian Heritage Cultural Capitals of Canada program: (a) who were the candidates and winners for each of the three categories, identified by year, for every year since the program began; (b) for each of these years, who was on the expert advisory committee; (c) for each of these years, what recommendations did the expert advisory committee make for the recipients of the awards; (d) for each of these years, how many times did the Minister of Canadian Heritage at the time follow the recommendations of the expert advisory committee, and how many times did the Minister ignore them; (e) for the decision to name the 2012 Cultural Capitals of Canada, on what opinions and recommendations did the Minister of Canadian Heritage base his decisions; and (f) apart from the expert advisory committee, what other studies and consultations were carried out to help the Minister of Canadian Heritage make his selection for the 2012 Cultural Capitals of Canada, and what were the results?

With regard to the Canadian Forces (CF) recruiting centres: (a) which CF recruiting centres does the Department of National Defence plan to close; (b) when was the final decision taken to close these centres; (c) what type of assessment was done when deciding on the closures; (d) what consultations were held with the communities affected; (e) what analysis was done of the impact these closures would have on CF regional recruitment rates for the regular force, the reserve and cadet corps officers; (f) how many jobs will be lost as a result of the closures; (g) how many new recruits did each of these recruiting centres generate in 2011; and (h) what was the proportion of anglophone and francophone recruits for each of these centres in 2011?

With regard to all contracts issued by each department, agency and crown corporation to Xe Services since January 1, 2011, what is the: (a) description of the contents of the order; (b) date of payment; (c) total amount awarded; and (d) event reason for purchase?
