With regard to the government's planned purchase of 65 F-35 aircraft: (a) what are the estimated industrial benefits to Manitoba in terms of dollars and jobs; (b) what methodology was used to determine these estimates; (c) when were these estimates calculated and have they since been reviewed; (d) did the government consult with potential suppliers in Manitoba regarding the decision to not seek mandated levels of domestic content or industrial regional benefits as part of the procurement; (e) if yes, when did these consultations take place, with whom, and what were the conclusions; (f) if not, has the government received any unsolicited requests from suppliers in Manitoba to include guaranteed industrial benefits as part of the F-35 contract; and (g) is it possible that a change in the size of the F-35 procurement by other nations could negatively affect the estimated level of industrial benefits to Manitoba, and what are the government's estimates regarding the likelihood and scope of such a change?

With regard to federal funding for flood mitigation in Manitoba: (a) what flood mitigation and flood prevention programs has the government funded since 1996-1997, broken down by year; and (b) what is the government’s position concerning its role in responding to a future flood, including all aspects of coordination and cost-sharing with the Province of Manitoba?

With regard to the government’s funding for crime prevention in Manitoba: (a) broken down by fiscal year since 2000-2001, what programs specifically directed at crime prevention has the government funded and what was the level of funding per program; (b) how many individuals participated in these programs, broken down by program and by year; (c) what is the formal position of the government concerning the role that crime prevention plays in reducing levels of gang violence and other types of crime; (d) what empirical evidence does the government have regarding the level of recidivism of individuals who have participated in crime prevention programs; and (e) what empirical evidence does the government have regarding the level of need for crime prevention programs?

With regard to criminal law amendments contained in legislation introduced in the 40th Parliament, Third Session, namely Bill C-4, An Act to amend the Youth Criminal Justice Act and to make consequential and related amendments to other Acts, Bill C-16, An Act to amend the Criminal Code, Bill C-17, An Act to amend the Criminal Code (investigative hearing and recognizance with conditions), Bill C-21, An Act to amend the Criminal Code (sentencing for fraud), Bill C-23A, An Act to amend the Criminal Records Act, Bill C-23B, An Act to amend the Criminal Records Act and to make consequential amendments to other Acts, Bill C-30, An Act to amend the Criminal Code, Bill C-39, An Act to amend the Corrections and Conditional Release Act and to make consequential amendments to other Acts, Bill C-48, An Act to amend the Criminal Code and to make consequential amendments to the National Defence Act, Bill S-6, An Act to amend the Criminal Code and another Act, and Bill S-10, An Act to amend the Controlled Drugs and Substances Act and to make related and consequential amendments to other Acts: (a) was a gender-based analysis of the impacts of the proposed amendments undertaken before the legislation was introduced in Parliament; (b) if yes to question (a), (i) when was this analysis conducted, (ii) by whom was the analysis conducted, (iii) which indicators were used to determine the gender-based impact of the legislation, (iv) what was the conclusion of the analysis regarding the gender-based impacts of the proposed amendment; (c) if no to question (a), (i) does the government intend to undertake a gender-based analysis of the amendments, (ii) when will this analysis take place; and (d) did the Treasury Board Secretariat require that a gender-based analysis of the legislation be completed before the bill was introduced in Parliament?

Since the 2008-2009 fiscal year, what are all the contracts of less than $10,000 awarded by Human Resources and Skills Development Canada, including the vendor’s name, the date, the description and the value?

Since the 2008-2009 fiscal year, what are all the contracts of less than $10,000 awarded by Health Canada, including the vendor’s name, the date, the description and the value?

Since the 2008-2009 fiscal year, what are all the contracts of less than $10,000 awarded by Public Safety Canada, including the vendor’s name, the date, the description and the value?

Since the 2008-2009 fiscal year, what are all the contracts of less than $10,000 awarded by Western Economic Diversification Canada, including the vendor’s name, the date, the description and the value?

With regard to the Economic Action Plan, for every project in Manitoba: (a) on what date was the project announced publicly; (b) was there a public event associated with the announcement and if so, what was the cost of the public event; (c) what was the federal share of the funding; (d) what was the provincial share of the funding; (e) what was the municipal share of the funding; (f) on what date was the application for funding submitted; (g) in what federal riding was it located; (h) what is its description; (i) what is the estimated completion date; and (j) on what date was the application for funding approved?

With regard to the Economic Action Plan, for every rejected application in Manitoba: (a) on what date was the application submitted; (b) on what date was a decision reached; (c) in which federal riding would the project have taken place; (d) on what date was the applicant informed of the decision; and (e) what would have been the total federal contribution?

With regard to the Canadian International Development Agency (CIDA): (a) did the agency conduct a gender-based analysis (GBA) of its new Aid Effectiveness Agenda before its announcement in September 2008; (b) has the agency conducted ongoing GBA of the Aid Effectiveness Agenda; (c) is the 1999 Policy on Gender Equality incorporated in the Aid Effectiveness Agenda and, if so, in what way; (d) is there a statement of intent or policy concerning GBA at CIDA; and (e) what steps, if any, were taken between 2006 and 2010 to ensure the full implementation of GBA and the 1999 Policy on Gender Equality?

With regard to gender-based analysis (GBA), for each department and agency: (a) was a statement of intent or policy concerning GBA put in place and, if so, what is its content; (b) was a responsibility centre established to monitor the implementation of a GBA framework and the practice of GBA; (c) were Status of Women Canada GBA guides and manuals distributed to departmental officials and analysts and other appropriate staff and, if so, which documents were distributed; (d) was mandatory GBA training given to all senior departmental officials and analysts and other appropriate staff and, if so, when; (e) have GBA frameworks been identified in and included in the departmental reports on plans and priorities and reporting on their implementation in their departmental performance reports or similar documents; (f) has yearly self-evaluation and reporting to Status of Women Canada occurred on departmental GBA practices; and (g) if any of the above (a) through (f) have not occurred, for what reason, and what steps, if any, have been taken to establish a plan for GBA implementation containing these elements?

With regard to all Governor in Council appointments: (a) what criteria are used to determine the suitability of appointees; (b) have any organizations with appointed directors adopted a gender-parity policy for their boards of directors; (c) is there a government policy on gender representation on boards appointed through Order in Council; (d) has the Privy Council Office designated responsibility for monitoring gender representation on boards appointed through Order in Council; and (e) what percentage of all appointments made since February 6, 2006, were of female appointees, broken down by organization?

With regard to Status of Women Canada’s Women’s Community Fund and the Women’s Partnership Fund, for the fiscal years 2007-2008 to 2009-2010: (a) which organizations or groups applied for funding under each program; (b) which organizations or groups were successful in receiving funding from each program, and what were the purposes of these successful applications; (c) which organizations or groups were not successful in receiving funding from each program, and what were the purposes of these unsuccessful applications; (d) what criteria were used to approve funding for organizations or groups and their projects; (e) how much money was granted to each organization or group and project, and how much money has each received to date; (f) which organizations or groups were recommended for funding to the Minister for Status of Women by ministry staff; (g) which organizations or groups that were recommended for funding to the Minister for Status of Women did not receive funding; (h) what criteria did the Minister for Status of Women use to decide which of the organizations or groups recommended for funding were funded and which were not; (i) was any planned funding for either program allowed to lapse and, if so, in which year, and by what amount; (j) was the regional distribution of funding considered as part of the process to determine which organizations or groups received funding and which did not; (k) was the internal capacity of organizations or groups applying for funding considered as part of the process to determine which organizations or groups received funding and which did not; (l) were first-time applicants prioritized ahead of previous funding recipients as part of the process to determine which organizations or groups received funding and which did not; (m) what percentage of successful applicants were first-time recipients of Status of Women funding, in each fiscal year; (n) did Status of Women Canada provide unsuccessful recipients with detailed information regarding deficiencies in their applications; and (o) what percentage of unsuccessful applicants fully met the funding criteria as listed on the Status of Women Canada website and other documentation?

With regard to the New Horizons for Seniors Program: (a) how many applications have been received from Manitoba in the last three proposal calls; (b) what organizations have received funding from the Program in Manitoba from the last three proposal calls; (c) how many weeks was the call for proposals available for all organizations; (d) what are the criteria for funding in each of the last three proposal calls; and (e) what is the rationale for any changes that have been made in the program criteria over the last three proposal calls?

With regard to violence against women and the Office of the Coordinator of the Status of Women, since 2006: (a) how many programs have been approved by the Department of Justice and the Office of the Coordinator of the Status of Women to address this issue; (b) how much has been allocated to those projects; (c) what are the priorities of each project approved; (d) how many programs have been denied funding; (e) what is the total funding that would have gone to denied programs; (f) what were the parameters of each project that had been denied; (g) what were the reasons given for each project's denial; (h) what initiatives have been introduced government-wide addressing violence against women; (i) what specific bills have been introduced that address violence against women; (j) what departmental initiatives have been introduced by the Office of the Coordinator of the Status of Women to combat violence against women; (k) what specific bills have been introduced by the Department; (l) what gender-based analysis has been done on all government initiatives addressing violence against women; (m) what gender-based analysis has been done on all government bills concerning violence against women; and (n) what gender-based analysis has been done on all bills put forward by the Department of Justice?

With regard to the Treasury Board and the Department of Finance: (a) what process is in place for gender-based analysis on departmental policies in each department; (b) what measures are put in place to ensure gender-based analysis is done on legislation in each department; (c) if a policy or legislation does not achieve gender parity through a gender-based analysis, what measures, if any, are taken to ensure the policy or legislation is gender appropriate in each department; (d) what measures are taken to ensure gender parity in policies or legislation in each department; (e) are gender-based analyses on any policy or legislation conducted in each department and, if so, what is the content of those analyses; (f) how many staff are dedicated to do gender-based analysis in each department; (g) to whom do staff in (f) report in each department; and (h) what direction does each department give to staff on gender-based analysis?

With regard to the decommissioned Kapyong Barracks in Winnipeg, Manitoba: (a) how many homes are on the base; (b) how many homes are empty on the base; (c) how many of those empty homes are habitable; (d) how many of the homes are rented out; (e) how many members of the military occupy homes on the base; (f) how many RCMP officers occupy homes on the base; (g) how many military personnel occupy homes on the base; (h) how many contract workers have homes on the base; (i) who else occupies the homes on the base; (j) what are the annual approximate costs of repairs to the homes on the base; (k) what are the maintenance costs to the homes on the base; (l) what is the annual cost to maintain all the homes on the base and what is the cost of maintaining the empty homes on the base; (m) what is the maintenance cost of the other buildings on the site; (n) which buildings are occupied, who occupies them and for what purpose; (o) which buildings are empty; (p) has a Treasury Board submission been developed for the transfer of the homes on the base to Canada Lands; and (q) has the government initiated a consultation process with affected First Nations regarding the transfer of the houses and, if so, who is conducting the consultations, what form are they taking, and with whom are the consultations taking place?

With regard to the Partnership Program of Status of Women Canada (SWC): (a) with whom does SWC currently have partnership agreements; (b) how much money has been allocated to those partners; (c) how has the funding been broken down; (d) how many and which organizations were denied partnership agreements and what reasons were provided to each organization denied; (e) how much money remains in the partnership program compared to other years; and (f) how is SWC planning to allocate money from the fund in the coming years?
