What steps, if any, will the government take at the upcoming Non-Proliferation Treaty Review Conference to further negotiations on the issues of nuclear non-proliferation and disarmament?

With regard to nuclear disarmament, what is the government planning to do to ensure Canada’s participation in verification efforts in preparation for multilateral verification of nuclear disarmament processes?

With regard to nuclear disarmament: (a) what official statements has the government made with reference to United Nations Secretary General Ban Ki-Moon’s five point plan for nuclear disarmament; (b) what actions, if any, has the government taken to support this plan; and (c) what actions, if any, will the government take to start the preparatory work necessary for the negotiation of a nuclear weapons convention?

What is the government’s position with regard to nuclear non-proliferation and disarmament and the development of a new NATO Strategic Concept?

With respect to the $2 billion for university and college infrastructure announced in Budget 2009: (a) what projects have been approved for funding to date; (b) where are they located; (c) who are the partners involved; (d) what is the federal contribution; (e) what is each partner's contribution; and (f) has the funding flowed?

With respect to significant environmental incidents within federal jurisdiction in the last five years: (a) when and in what locations did each incident occur; (b) which incidents occurred in environmentally sensitive or protected areas; (c) what damage was caused; (d) which wildlife listed in the Species at Risk Registry were affected; (e) which departments were notified; (f) which department claimed lead jurisdiction in overseeing each case; (g) who evaluated the potential environmental damage; (h) which private sector entities were contracted to carry out such work; (i) were any contracts the subject of a non-competitive bid process and, if so, which ones and why; (j) what were the associated cleaning up costs of each incident; (k) who was so contracted; (l) were any contracts the subject of a non-competitive bid process and, if so, which ones and why; (m) what charges, if any, were laid in connection with each incident; (n) did any result in fines or prison terms and, if so, for whom and what sentence or fine did they receive; and (o) if no legal action was taken, why not?

With respect to the Canadian Air Transport Security Authority (CATSA) for the last five years: (a) how many security incidents, by airport, were reported on a monthly basis; (b) what kind of security incidents were so reported; (c) how many incidents were serious enough to involve the police; (d) how many involved arrests; (e) how many weapons were confiscated by airport screeners, by airport, on a monthly basis; (f) what weapons were confiscated; (g) how many breaches of security perimeters under CATSA’s jurisdiction occurred, by airport, on a monthly basis; (h) which private security firms has CATSA engaged to provide screening services at airports; (i) what is the value and duration of each contract; (j) which contracts were awarded without a competitive tender, and why; (k) how many employees of private security firms have been charged in relation to security incidents; and (l) on what day and in what location did the incidents occur?

What is the total amount of government funding, since fiscal year 2004-2005 up to and including the current fiscal year, allocated within the constituency of Burnaby—Douglas, listing each department or agency, initiative, and amount?

With respect to the “Celebrate Canada!” program administered by the Department of Canadian Heritage, in the past five fiscal years, including 2007-2008: (a) what was the total allocation of funds in each year; (b) what was the allocation of funds in each riding per year, broken down per grant; (c) what was the breakdown of funding to ridings represented by Conservative Members in each year; (d) what was the amount of funding to ridings represented by Liberal Party Members in each year; (e) what was the breakdown of funding to ridings represented by New Democratic Party Members in each year; (f) what was the breakdown of funding to ridings represented by Bloc Québécois Members in each year; (g) what was the breakdown of funding to ridings in each of the ten provinces and three territories in each year; (h) what was the funding application process for each year; and (i) what changes were made to the criteria and when?

With respect to Canadian citizens who are captured and detained abroad as “enemy combatants” by foreign authorities: (a) what is the government's position with regard to their citizenship rights; (b) what is the government's position on their repatriation from foreign detention facilities to face trial in Canada; (c) what studies and evaluations about such citizens and their rights have been undertaken, requested or commissioned by the government; (d) what individuals, departments or organizations undertook these studies; (e) what is the cost of these studies; (f) what are the findings and recommendations of these studies; (g) which recommendations does the government agree with and which does it disagree with; (h) how many Canadians have been considered “enemy combatants”, either by the Canadian or foreign governments, since September 2001; and (i) which countries have described them as such?

With respect to oil spills in British Columbia's coastal waters in the last five years: (a) what was the total cost of clean ups, on annual basis; (b) on annual basis, what portion of the cost of clean up was paid (i) by Environment Canada, (ii) by Canada Wildlife Service, (iii) by the responsible polluter; (c) what was the date and location of each of the spills; (d) what was the size of each of the spills; (e) what was the extent of the wildlife damage in each of these spills; (f) how many birds and mammals were rehabilitated and released; (g) how many birds and mammals were euthanized; and (h) how many dead birds and mammals were retrieved?

With regard to programs and spending by the Canada Mortgage and Housing Corporation (CMHC) within the riding of Burnaby—Douglas: (a) what was the amount spent in 2006; (b) what is the projected budget for 2007; (c) how many CMHC-funded housing units for singles and families currently exist; (d) how many CMHC-funded housing units for singles and families are planned for 2006 and 2007; and (e) what is the amount that CMHC has provided to housing co-ops in the riding for maintenance over the last two years and what will be the amount over the next two years?

What projects, grants, contributions and any other funding support has Human Resources and Social Development Canada funded for the riding of Burnaby—Douglas since February 7, 2006?

What funds, grants, loans and loan guarantees has the government issued in the constituency of Burnaby—Douglas since February 6, 2006, including the 2006-2007 Budget and up to today, and, in each case where applicable: (a) the department or agency responsible; (b) the program under which the payment was made; (c) the names of the recipients, if they were groups or organizations; (d) the monetary value of the payment made; and (e) the percentage of program funding covered by the payment received?

With regard to the Canadian Armed Forces presence in Afghanistan: (a) how many persons taken prisoner or detained by the Canadian Armed Forces in Afghanistan have been turned over to (i) Afghani officials, (ii) American officials, (iii) officials of other countries or organizations; and (b) how many of these persons remain in custody?

With regard to the Canadian Armed Forces presence in Afghanistan: (a) how many humanitarian, restoration or development construction projects has the Canadian Armed Forces participated in during its deployment in Afghanistan; (b) how many have been completed; (c) how many are currently under construction; (d) what is the specific nature of these projects; (e) what are the locations, by province or region, of these projects; and (f) how many of these projects have subsequently been attacked or damaged by insurgents or others, and, of those affected or damaged, how many are under repair, damaged and waiting for repair, destroyed, intact but unused, or intact but being used for purposes other than originally intended?
