With regard to the Royal Canadian Mounted Police's contract to lease Blackhawk helicopters for deployment along the border: (a) what are the details of the contracts, including, for each, the (i) date, (ii) value, (iii) vendor, (iv) description of the goods and services provided, including details on the number of units and what's included with the contract (fuel, pilot, landing fees, etc.); (b) excluding the contracts in (a), what other costs have been incurred by the government or the Royal Canadian Mounted Police related to Blackhawk usage, in total and broken down by type of expense; (c) how many illegal border crossers and individuals participating in other types of illegal activity have been apprehended as a result of the Blackhawk usage, broken down by month; (d) what is the breakdown of (c) by type of alleged crime; and (e) are the Blackhawk helicopters certified for usage by Transport Canada and do they comply with Transport Canda safety regulations, and, if not, under what exemption are they operating, and when was such an exemption granted?
