With regard to federal funding provided to the Canadian Centre to End Human Trafficking for the operation of the Canadian Human Trafficking Hotline since its launch in 2019: (a) what is the total amount of funding disbursed to date, broken down by fiscal year; (b) for each fiscal year, what is the (i) number of contacts received by the hotline (including calls, texts, online reports, and all other forms of contact), (ii) number of substantiated human trafficking cases identified, (iii) number of referrals made to law enforcement agencies, (iv) number of referrals made to social service providers; (c) what performance metrics or key performance indicators has the government established to evaluate the effectiveness of the hotline in supporting victims and leading to prosecutions or disruptions of trafficking networks; (d) what specific outcome-based targets or deliverables are included in the funding agreements concerning the number or percentage of hotline contacts that should result in law enforcement referrals, victim services access, or disruptions of trafficking operations; (e) for each year since the hotline's launch, what progress has been reported by the centre against the targets in (d); and (f) what comparative analysis, if any, has the government conducted of the hotline's performance (including cost per substantiated case or per law enforcement referral) against similar victim-support hotlines or anti-trafficking initiatives in Canada or internationally?
