With regard to personal and designated production of cannabis for medical purposes under the Cannabis Act and associated regulations: (a) how many personal or designated production registrations are currently authorized by Health Canada, broken down by province or territory; (b) of the registrations in (a), how many authorize more than (i) 10, (ii) 50, (iii) 100, plants; (c) what monitoring, inspection or compliance verification activities does Health Canada conduct after a registration for personal or designated production has been granted; (d) how often are inspections or follow-up reviews conducted, and what triggers such inspections or reviews; (e) how does Health Canada verify that registered individuals are complying with authorized plant limits; (f) what measures are in place to prevent diversion of cannabis grown under personal or designated production registrations to the illegal market; (g) what requirements, if any, exist to ensure that cannabis grown in residential settings is produced in a manner that does not pose risks related to mold, electrical safety, fire hazards or any other public health and safety concern; (h) what role, if any, do the Royal Canadian Mounted Police or local law enforcement agencies play in monitoring compliance with personal or designated production registrations; (i) is there a formal process by which neighbours, municipalities or members of the public can submit complaints to Health Canada, the Royal Canadian Mounted Police or local law enforcement regarding suspected non‑compliance with a personal or designated production registration, and, if so, what is the process; (j) if such a complaint process does exist, how many complaints have been received in each of the past five years, and how many resulted in inspections or enforcement action; (k) if no such complaint-triggered inspection process exists, why not; and (l) what steps, if any, is the government planning to strengthen oversight, accountability and community protections related to personal and designated cannabis production registrations, particularly where large-scale production is authorized in residential areas?
