With regard to the federal excise duty on beer and the annual indexation of excise duty rates to the Consumer Price Index: (a) what has been the cumulative percentage increase in federal excise duty rates on beer for annual production volumes exceeding 15,000 hectolitres since April 1, 2016, and what was the annual percentage increase applied in each year over that period; (b) what were the total excise duty revenues collected from beer, in nominal dollars, in each calendar year from 2016 to 2025, inclusive; (c) what analysis, if any, has the Department of Finance conducted on the impacts of automatic indexed excise duty increases on beer sales volumes, employment in the brewing sector and related supply-chain industries, consumer prices, the operating environment for brewers (including the impact of tariffs), or the international competitiveness of Canadian brewers; and (d) what analysis, if any, has been conducted comparing Canadian federal excise duty rates on beer with those of the United States and other major trading partners at comparable production volumes?
