With regard to Contract 0D160-232949/001/PI for the Canada wide flood hazard model used for the Federally Identified Flood Risk Areas datasets and Canada’s Flood Risk Finder portal: (a) how many bids were received; (b) for each bid, what were the details including the (i) complete evaluation table, (ii) bidder name, (iii) evaluated price, (iv) technical score, (v) socio economic score, (vi) price score, (vii) combined score, (viii) ranking, (ix) outcome; (c) for each non responsive bid, why was it rejected; (d) who served on the evaluation team, including their department, title, and role; (e) what are the details of any communication before the solicitation was issued between the government and SSBN Ltd, Fathom, Impact Forecasting, Aon, or any related entity, and what was the date and participants; (f) did any of the entities in (e) provide input into the statement of requirement, technical criteria, licensing terms, or portal requirements, and, if so, what input was provided, when, and to whom; (g) why was the solicitation listed on proactive disclosure as non competitive, and who entered or approved that designation, when was it identified as an error, and what records support the correction; and (h) were any actual, potential, or perceived conflicts of interest identified in relation to the procurement or management of the contract, and, if so, what was the conflict, who identified it, when, and how was it addressed?
