With regard to veterans' affairs: (a) what amount was budgeted for the one-time, tax-free, ex gratia payment of $20,000 related to the testing of unregistered U.S. military herbicides, including Agent Orange, at Canadian Forces Base Gagetown in New Brunswick during the summers of 1966 and 1967, as announced in September 2007; (b) how many such ex gratia payments have been made; (c) has the total amount paid out in such ex gratia payments been less than the amount budgeted; and (d) if the answer to (c) is affirmative, how has any surplus or unused funds been re-allocated or otherwise dispensed?
