The Standing Committee on Finance has the honour to present its Le Comité permanent des finances a l’honneur de présenter son
FIFTH REPORT CINQUIÈME RAPPORT
In accordance with its Order of Reference of Tuesday, April 8, 2014, your Committee has considered Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, and agreed on Thursday, May 29, 2014, to report it with the following amendments: Conformément à son Ordre de renvoi du mardi 8 avril 2014, votre Comité a étudié le projet de loi C-31, Loi portant exécution de certaines dispositions du budget déposé au Parlement le 11 février 2014 et mettant en oeuvre d'autres mesures, et a convenu le jeudi 29 mai 2014, d’en faire rapport avec les amendements suivants :
Clause 31Article 31
That Bill C-31, in Clause 31, be amended: Que le projet de loi C-31, à l'article 31, soit modifié :
(a) by replacing line 30 on page 24 with the following:a) par substitution, aux lignes 32 et 33, page 24, de ce qui suit :

“before April”

« gouvernement avant le 1er avril de l’exercice »

(b) by replacing lines 6 to 9 on page 25 with the following:b) par substitution, aux lignes 7 à 10, page 25, de ce qui suit :
“(4) The obligation to table does not apply in respect of a particular fiscal year if« (4) Le ministre n'est tenu à aucun dépôt à l'égard d'un exercice donné dans l'une ou l'autre des circonstances suivantes :

That Bill C-31, in Clause 371, be amended by

(a) replacing line 16 on page 259 with the following:

“371. (1) Paragraph 11(7)(e) of the Old Age”

(b) adding after line 21 on page 259 the following:b) par adjonction, après la ligne 25, page 259, de ce qui suit :

“(2) Subsection 11(8) of the Act is replaced by the following:

(8) Paragraph (7)(e) does not apply

(a) to a person who was qualified to receive a pension or an allowance immediately before the day on which this paragraph comes into force, whether or not they had applied for it; or

(b) to a pensioner if an event as provided by the regulations has occurred.”

« (2) Le paragraphe 11(8) de la même loi est remplacé par ce qui suit :

(8) L’alinéa (7)e) ne s’applique pas :

a) à la personne qui était admissible à la pension ou à l’allocation à l’entrée en vigueur du présent alinéa, qu’elle ait ou non présenté une demande pour cette prestation;

b) au pensionné si un événement prévu par règlement s’est produit. »

Clause 372Article 372
That Bill C-31, in Clause 372, be amended by

(a) replacing line 22 on page 259 with the following:

Que le projet de loi C-31, à l’article 372, soit modifié :

a) par substitution, à la ligne 26, page 259, de ce qui suit :

“372. (1) Paragraph 19(6)(d) of the Act is”

“(2) Subsection 19(6.2) of the Act is replaced by the following:

(6.2) Paragraph (6)(d) does not apply to a spouse or common-law partner

(a) who was qualified to receive an allowance immediately before the day on which this paragraph comes into force, whether or not they had applied for it; or

(b) if an event as provided by the regulations has occurred.”

Clause 373Article 373
That Bill C-31, in Clause 373, be amended by

(a) replacing line 1 on page 260 with the following:

“373. (1) Paragraph 21(9)(c) of the Act is”

“(2) Subsection 21(9.1) of the Act is replaced by the following:

(9.1) Paragraph (9)(c) does not apply to a survivor

(a) who was qualified to receive an allowance immediately before the day on which this paragraph comes into force, whether or not they had applied for it; or

(b) if an event as provided by the regulations has occurred.”
