Madam Speaker, I had a meeting recently in my riding of Saint John—Rothesay with CBSA officers and I was shocked to learn that in 2011-12, the party opposite cut almost 1,100 jobs. That would be like the mayor of Saint John cutting hundreds of jobs out of the police force and then wondering why crime went up. The Conservatives were also going to cut another 400 jobs if they had been re-elected in 2015. As of 2022-23, we have restored every single job cut by the Conservatives and have added an additional 884, getting more boots on the ground to protect our borders.
I am wondering if the member opposite could explain the reason for the cuts and if he understands that those cuts resulted in the situation we have today.
Madame la Présidente, j'ai récemment rencontré des agents de l'Agence des services frontaliers du Canada dans ma circonscription, Saint John—Rothesay, et j'ai été choqué d'apprendre qu'en 2011‑2012, le parti d'en face a supprimé près de 1 100 emplois. C'est comme si le maire de Saint John supprimait des centaines d'emplois dans la police et se demandait ensuite pourquoi la criminalité a augmenté. Les conservateurs auraient supprimé 400 emplois de plus s'ils avaient été réélus en 2015. En 2022‑2023, nous avons rétabli tous les emplois supprimés par les conservateurs et en avons ajouté 884 autres, ce qui nous permet d'être plus présents sur le terrain pour protéger les frontières.
Je me demande si le député d'en face pourrait expliquer la raison de ces réductions et s'il comprend que ces réductions ont abouti à la situation que nous connaissons aujourd'hui.

Madam Speaker, I have to point out the unbelievable hypocrisy here. The member opposite talks about lack of resources when it was the Conservatives who cut 1,100 jobs out of the CBSA. They talk about lack of resources, and they were going to cut another 400 more.
It has to be mentioned again that Conservatives talk about lack of resources, but they voted against $1.5 billion in funding for the CBSA, which included $1.44 billion for operating and $197 million for capital expenditures. They voted against $2.7 billion for the RCMP. That is like a municipality cutting its budget for the police and then lamenting that crime has gone up.
My question for the member opposite is this: How can he explain Conservatives voting against funding for the CBSA and the RCMP?

Le député d’en face parle d’un manque de ressources, alors que ce sont les conservateurs qui ont supprimé 1 100 postes à l'Agence des services frontaliers du Canada. Les conservateurs parlent d’un manque de ressources, mais ils allaient supprimer 400 autres postes.
Il faut le répéter: les conservateurs parlent d’un manque de ressources, mais ils ont voté contre l'autorisation d'un financement de 1,5 milliard de dollars pour l’Agence, dont 1,44 milliard pour des dépenses de fonctionnement et 197 millions pour des dépenses en capital. Ils ont voté contre l'autorisation d'un financement de 2,7 milliards de dollars pour la GRC. C’est comme si une administration municipale réduisait le budget de la police pour ensuite déplorer une hausse de la criminalité.
Ma question pour le député d’en face est la suivante: comment explique-t-il que les conservateurs aient voté contre l'octroi de fonds à l’Agence des services frontaliers du Canada et à la GRC?

Madam Speaker, I want to congratulate my friend and colleague from Kings—Hants for his leadership as chair of the Atlantic caucus and for advocating for the pause on the carbon price for home heating fuel and the doubling of the rural rebate to our government.
We often hear across the aisle about axing the tax and the carbon price being tripled, but never do we hear about the climate cheque that comes back to Canadians four times a year. Many constituents in my riding appreciate that very much. Eight out of 10 houses get more back than they actually spend with the increase.
Would my colleague comment on that?
Madame la Présidente, je tiens à féliciter mon collègue et ami de Kings—Hants pour son leadership en tant que président du caucus de l'Atlantique et pour avoir encouragé le gouvernement à suspendre la taxe sur le carbone pour le mazout domestique et à doubler le remboursement accordé aux régions rurales.
Ceux d'en face parlent souvent de l'abolition de la taxe et du triplement de la tarification du carbone, mais on ne les entend jamais parler du chèque lié à l’Incitatif à agir pour le climat que les Canadiens reçoivent quatre fois par année. De nombreux habitants de ma circonscription l'apprécient beaucoup. Huit foyers sur dix reçoivent plus d'argent qu'ils n'en dépensent avec la hausse.
Mon collègue voudrait-il ajouter quelque chose à ce sujet?

Madam Speaker, I thank my colleague for his wonderful speech today; it was very enlightening.
We know this for a fact: The party opposite ran on pricing pollution. Whether its members want to admit that is totally up to them; it was in their platform, and we all know it. We also know that the official opposition's job is to challenge our government, to hold our feet to the fire and so on; however, its job is also to offer solutions and alternatives.
Have the members of the party opposite ever offered a solution to pricing pollution? We know our climate is warming. Have they ever offered a solution, or are they just going to let it rip?
Madame la Présidente, je remercie mon collègue de son excellent discours. Il a été très enrichissant.
Nous le savons pertinemment: le parti d'en face a fait campagne sur la tarification de la pollution. Que ses députés veuillent l'admettre ou non, cela leur appartient. C'était dans leur programme, nous le savons tous. Nous savons également que le travail de l'opposition officielle est de demander des comptes au gouvernement, de le mettre sur la sellette et ainsi de suite, mais elle est aussi là pour proposer des solutions et des alternatives.
Les députés du parti d'en face ont-ils déjà proposé une solution pour tarifer la pollution? Nous savons que le climat se réchauffe. Ont-ils déjà proposé une solution? Peut-être ont-ils l'intention de simplement laisser les choses aller?

Madam Speaker, I always marvel when I hear speeches from the opposite side. The Conservatives paint themselves as these magnificent fiscal stewards. Pre-2015, the Conservative government ran nine out of 10 straight deficits.
I ask the member opposite to come clean with Canadians. What programs would he cut? Is he going to cut the Canada child benefit, the dental care program or the child care program? Is he going to raise the age of seniors from 65 back to 67?
He should come clean with Canadians and tell us what Liberal programs, which you did vote against, you will cut.
Madame la Présidente, je suis toujours étonné quand j'entends les discours des députés d'en face. Les conservateurs se dépeignent comme d'extraordinaires gestionnaires de fonds publics. Avant 2015, le gouvernement conservateur a présenté neuf budgets déficitaires consécutifs sur dix.
Je demande au député d'en face de dire la vérité aux Canadiens. Quels programmes éliminerait-il? Éliminera-t-il l'Allocation canadienne pour enfants, le programme de soins dentaires ou le programme de garderies? Fera-t-il repasser l'âge de la retraite de 65 à 67 ans?
Il devrait être franc avec les Canadiens et nous dire quels programmes libéraux, contre lesquels vous avez voté, vous éliminerez.

Mr. Speaker, one thing that is very clear is that the Conservatives are going to axe the tax, as I have heard time and time again. However, I would ask the member opposite what other programs are going to be axed by her and her party. Are they going to axe child care? Are they going to axe the Canada child benefit?
The member spoke very passionately about what families cannot afford, yet she voted against child care, dental care and other programs that would save families thousands of dollars a month. Therefore, I would ask the member opposite what programs she and her party will axe.
Monsieur le Président, ce qui est clair, c’est que les conservateurs vont abolir la taxe, comme ils ne cessent de le dire. J’aimerais toutefois demander à la députée d’en face quels autres programmes son parti a l’intention d'abolir. Va-t-il abolir les garderies d’enfants? Va-t-il abolir l’Allocation canadienne pour enfants?
La députée a parlé avec beaucoup d’émotion de ce que les familles ne peuvent pas se permettre d’acheter, mais cela ne l’a pas empêchée de voter contre les garderies, contre l’assurance dentaire et contre d’autres programmes qui auraient permis à ces familles d’économiser des milliers de dollars par mois. J’aimerais donc savoir quels programmes elle et son parti ont l’intention d'abolir.

Mr. Speaker, I continue to be confused by the party opposite, the Conservative Party, as to what its members actually believe when it comes to housing. They voted against the housing benefit, the rapid housing initiative and the accelerator fund. They actually voted against the right to housing.
Last week, the member for Calgary Centre actually supported his council's NIMBYism. He supported a council that did not want to increase density or eliminate things like parking requirements.
The party opposite seems to be all over the map when it comes to housing. Therefore, I ask my colleague this. Has he sorted through what the Conservative position is on housing?
Monsieur le Président, le Parti conservateur continue de me laisser perplexe. Que croient réellement ses députés en matière de logement? Ils ont voté contre l’Allocation pour le logement, l’Initiative pour la création rapide de logements et le Fonds pour accélérer la construction de logements. En somme, ils ont voté contre le droit au logement.
La semaine dernière, le député de Calgary‑Centre a même soutenu le pas-dans-ma-cour du conseil municipal de Calgary. Il a soutenu un conseil qui ne veut pas augmenter la densité ou éliminer des choses comme les exigences en matière de stationnement.
Le parti d’en face semble courir dans tous les sens sur le plan du logement. C’est pourquoi je pose la question suivante: mon collègue a-t-il fait le point sur la position des conservateurs en matière de logement?

Mr. Speaker, I certainly respect and recognize the member opposite's passion on this file.
Let us also talk about a lot of the good things we have done as a government, whether it is through the billions of dollars of national housing strategy investment, the rapid housing initiative, the coinvestment fund, the accelerator fund or the Canada housing benefit. These are programs that the NDP, the party opposite, has supported.
Given the fact that the member was a former cabinet minister in a provincial government, though, could she speak about the provincial role in housing, the vital role the provinces play and how we need the provinces to step up to the plate to help us help them?
Monsieur le Président, je respecte et je salue certainement le dévouement de la députée d’en face dans ce dossier.
Parlons des nombreuses bonnes choses que le gouvernement a faites, que ce soit les milliards de dollars qu'il a investis dans le cadre de la Stratégie nationale sur le logement, l’Initiative pour la création rapide de logements, le Fonds de co-investissement, le Fonds pour accélérer la construction de logements ou l’Allocation canadienne pour le logement. Ce sont des programmes que le NPD, le parti d’en face, soutient.
Cependant, comme la députée a été ministre d’un gouvernement provincial, peut-elle parler du rôle vital que jouent les provinces dans le logement et de la nécessité que les provinces prennent des mesures pour nous aider à les aider?

Madam Speaker, I want to thank my colleague, the parliamentary secretary, for her wonderful leadership on the housing file.
We have come forth with many great programs and initiatives to help those looking for housing and to help solve the housing crisis we are in. Whether it is the rapid housing initiative, the co-investment fund, the housing accelerator or the housing benefit, we certainly know that the Conservative Party voted against each and every one of those initiatives.
The one that puzzles me the most is the right to housing being entrenched in law, which the Conservative Party voted against. My question to the parliamentary secretary is this: Could she give some comments as to why the Conservative Party would vote against such an initiative?
Madame la Présidente, je salue le leadership dont fait preuve ma collègue, la secrétaire parlementaire, dans le dossier du logement.
Nous avons mis en place un grand nombre de programmes et d'initiatives formidables pour aider ceux et celles qui sont à la recherche de logements et pour trouver une solution à la crise actuelle. Que ce soit l’Initiative pour la création rapide de logements, le fonds de co-investissement, le Fonds pour accélérer la construction de logements ou l’Allocation canadienne pour le logement, je rappelle que le Parti conservateur a voté contre chacune de ces initiatives.
Ce qui me renverse le plus, c’est que le Parti conservateur a également voté contre l'inclusion dans la loi du droit au logement. J’aimerais donc demander à la secrétaire parlementaire pourquoi, à son avis, le Parti conservateur a voté contre cette initiative?

Madam Speaker, as a federal government, it is important that we acknowledge that, yes, we have a lot of work to do and we need to make a difference in housing nationally. We have come forth with wonderful programs, whether it is the co-investment fund, the rapid housing initiative, the housing accelerator fund, the Canada housing benefit and the right to housing, which the Conservative Party voted against.
My question for my colleague is this. Which one of those federal programs is having the most impact in his riding?

Mr. Speaker, as Port Saint John celebrates its annual Port Days, excitement and optimism reign supreme. Our government's $100-million investments are supporting more than 100,000 TEUs of cargo and are aimed at 150,000 by the end of the year. This will be the largest volume of container traffic the port has ever processed and will explode to over 800,000 TEUs in only a few years.
This has positioned Port Saint John as the fastest-growing container port on the eastern seaboard and in all of Canada. We are no strangers to tourists through our port either. Just this week, Saint John welcomed the fourth-largest cruise ship in the world. The Oasis of the Seas came to our port with over 8,000 passengers and crew filling our uptown businesses, restaurants and tourist destinations.
Federal investment in our port is driving our economic diversification and growth in Saint John—Rothesay. I am proud of the entire team at Port Saint John, led by CEO Craig Estabrooks and chair Jack Keir, and I know our government will continue to stand up for, invest in and deliver for Port Saint John.
Monsieur le Président, alors que le port de Saint John célèbre ses journées du port annuelles, l’enthousiasme et l’optimisme sont à leur comble. Les investissements de 100 millions de dollars du gouvernement soutiennent plus de 100 000 EVP de marchandises, une unité correspondant à un conteneur de 20 pieds, et visent à atteindre 150 000 EVP d’ici la fin de l’année. Il s’agira du plus grand volume de conteneurs jamais traité par le port, qui atteindra plus de 800 000 EVP dans quelques années seulement.
Le port de Saint John est ainsi devenu le port à conteneurs qui connaît la plus forte croissance sur la côte est et dans l’ensemble du Canada. Il accueille beaucoup de touristes. Cette semaine, le port a accueilli le quatrième plus grand bateau de croisière au monde. L' Oasis of the Seas est arrivé à Saint John avec à son bord plus de 8 000 passagers et membres d’équipage qui ont envahi les commerces, les restaurants et les destinations touristiques du centre-ville.
Les investissements du gouvernement fédéral dans notre port favorisent la diversification économique et la croissance de Saint John—Rothesay. Je suis fier de toute l’équipe du port de Saint John, dirigée par le président-directeur général Craig Estabrooks et le président Jack Keir, et je sais que le gouvernement continuera à défendre le port de Saint John, à y investir et à tenir ses promesses.

Madam Speaker, as a government, we often hear about everything we are doing wrong. It seems to be one thing after another. Certainly, the official opposition is quick to remind us that we cannot manage the economy, yet it ran nine straight deficits. The economy was in a mess when we took over.
In the fall economic statement, we came forth with a lot of good programs. To be sure, we hear from the party opposite about eliminating the tax on home heating, which would be about $40 or $50 per tank, but what about the doubling of the GST credit? What about the elimination of interest on student loans? What about the rent support? What about all of the programs we have offered that will help Canadians through the situation we are in now?
Can the member opposite tell us which of those programs she would cut?
Madame la Présidente, nous entendons souvent parler de tout ce que nous faisons mal en tant que gouvernement. On dirait qu'une chose n'attend pas l'autre. De toute évidence, l'opposition officielle est prompte à nous rappeler que nous ne pouvons pas gérer l'économie, sauf qu'elle a enregistré neuf déficits consécutifs. Lorsque nous avons pris le pouvoir, l'économie était dans un état lamentable.
Dans l'énoncé économique de l'automne, nous avons présenté beaucoup de bons programmes. Certes, le parti d'en face nous parle de l'élimination de la taxe sur le chauffage résidentiel, ce qui représenterait environ 40 $ ou 50 $ par réservoir, mais qu'en est-il du crédit pour la TPS, qui a doublé? Qu'en est-il de l'élimination des intérêts sur les prêts d'études? Qu'en est-il de l'aide au loyer? Qu'en est-il de tous les programmes que nous avons proposés afin d'aider les Canadiens à traverser la situation actuelle?
La députée d'en face peut-elle nous dire lesquels de ces programmes elle supprimerait?

Madam Speaker, only in an alternative reality would the Conservatives think that they are fiscal stewards. They ran nine straight deficits. They tried to balance the budget by throwing in the sale of stock and an EI rainy day fund in 2015. We all know, and Canadians know, that is not true.
In the fall economic statement, there are three things my constituents love: first, the doubling of the GST rebate for six months; second, the top-up for rent; and third, the waiving of interest on student loans. Which one of those programs will he actually tell his constituents he does not support?
Madame la Présidente, il faut être dans une réalité parallèle pour s'imaginer que les conservateurs sont de bons gestionnaires des fonds publics. Ils ont enregistré neuf déficits de suite. Ils ont tenté d'équilibrer le budget en vendant des actions et en se servant d'un fonds de réserve de l'assurance-emploi en 2015. Nous savons tous que les conservateurs ne sont pas de bons gestionnaires, et les Canadiens le savent aussi.
Trois éléments de l'énoncé économique de l'automne plaisent particulièrement aux gens de ma circonscription: premièrement, le fait que le remboursement de la TPS sera doublé pendant six mois; deuxièmement, le paiement complémentaire pour le loyer; et troisièmement, l'élimination des intérêts sur les prêts étudiants. Le député dira-t-il à ses concitoyens lequel de ces programmes il n'appuie pas?

Madam Speaker, one thing our government did was believe in students. We believe, in particular, in university and post-secondary students, and we have done many things to help those students. We have doubled the Canada summer jobs. We have doubled the Canada student grant, and in this last fall economic statement, we have raised the threshold of repayment from $25,000 to $40,000. It is key that we have also eliminated interest on Canada student loans, which the party opposite has said was a bad decision and wasteful.
I am wondering if the member agrees with his party's position on our elimination of interest for the Canada student loans.
Madame la Présidente, une chose que le gouvernement a faite était de croire dans les étudiants. Nous croyons, tout particulièrement, dans les étudiants universitaires et de niveau postsecondaire, et nous avons pris beaucoup de mesures pour les aider. Nous avons doublé le financement du programme Empois d'été Canada. Nous avons doublé les bourses canadiennes aux étudiants et, dans l'énoncé économique de l'automne, nous avons fait passer de 25 000 $ à 40 000 $ le seuil salarial pour le remboursement des prêts. Il est essentiel que nous ayons aussi éliminé les intérêts sur les prêts dans le cadre du Programme canadien de prêts aux étudiants, ce que le parti d'en face a qualifié de décision mauvaise et exagérée.
Je me demande si le député est d'accord avec son parti en ce qui a trait à l'élimination des intérêts sur les prêts du Programme canadien de prêts aux étudiants.
