My question is for all the witnesses who are with us. I would like to thank them for their testimony. It's always very interesting and allows us to learn a little more.
In a financial context where social impact bonds are a kind of contact between a business and an organization, aren't you concerned that some organizations with fewer human and legal resources might be in some way subject to large companies and lose their independence? I'm curious to know whether there is a danger in that regard.

Some witnesses mentioned that some of the programs for SMEs could also benefit non-profit and charitable organizations. Are you able to give us a brief overview of the programs that are available to the SMEs that are not available to non-profits? If not, perhaps your colleagues could say a few words about this. I don't know whether you are able to answer that question.

Mr. Weber I thought what you shared about your own concerns with social finance was especially interesting. I would like to give you the chance to elaborate on that. Social finance is something that might be very interesting to community organizations and governments. I understand the principle, but I would like to know the other side of the story.

My thanks to the witnesses for accepting our invitation. All your testimony was very interesting.
My question is for you, Mr. Cyr. It is mostly about your organization.
Pay-for performance models depend on an evaluation of the results, in order to see whether organizations have achieved set objectives or not. But evaluating results is difficult when we want to measure the success of some social programs, for example. I am not saying that it simply cannot be done, but it can sometimes pose an additional challenge when we are looking at it from a qualitative point of view, not just a quantitative one.
In your opinion, what kinds of indicators should be used to measure the results of social finance objectives? What steps should we take in order to get better evaluation and follow-up in terms of the impact of social finance models?
