Did the member of Parliament who introduced the bill consult you before it was drafted? If so, did you have any recommendations? If you did, were the recommendations followed? Do you see them in the bill?

My second question is for Ms. Quinlan.
You said that some costs will be associated with this initiative. In the current climate of government fiscal restraint, do you really think the money will be available? The bill makes no mention of money.
Also, what would be the impact on a small municipality that may have two or three grade crossings to upgrade? You say that costs are associated with the initiative and that you may not have the necessary means.

My other question is for Mr. Benson.
You said that a significant portion of accidents at grade crossings might be inevitable. Do you have any figures on that? What is the percentage? We know that there are suicides and all sorts of unavoidable events. Do you have any percentages for us?

I have one last question for Mr. Benson.
I noticed that you and Ms. Quinlan talked a lot about railway safety elsewhere than at grade crossings. Do you think introducing this bill was a matter of urgency? Were there other much more urgent things to be done to improve railway safety in Canada?

In your presentation, you say: “The main principles behind the evolving strategy are to cooperate collectively in those areas where it makes sense to do so…and to adopt a comprehensive and holistic approach to public safety”.
In your opinion, where does it make sense to do so?
Here is the second part of my question. In my riding, I have 39 cultural communities. Given that each community is different, do you think that there can be a comprehensive and global approach in an environment like that?

Some of the things you mentioned in your presentation were websites and targeted learning activities. Do they help to bring the crime rate down? In general, do these new technologies give good results?

Thank you, Mr. Chair.
Since almost everything has been said, I will be rather brief. I would still like to go back to the fact that the Conservatives rejected our amendment. In their view, using the word “only” would deny the rights of parliamentarians. They are now proposing a motion that takes away the rights of independent members of Parliament. In my view, they are talking out of both sides of their mouths.
I would also like to quickly respond to the statement that a third opposition party is not allowed to participate. I don't know if that has happened in the Standing Committee on Public Safety and National Security, but in the Standing Committee on Environment and Sustainable Development, we invited a third opposition party that wanted to propose amendments. That is democratic.
I think this motion is completely useless.

Several experts have told us that wild species are on the decline in Canada. Can you tell us a little bit about the situation in the St. Lawrence Plain, such as what percentage of the area is protected and how the protected species are doing? Are we talking about a decline here?

You talked about urban sprawl and aquatic areas.
Is the decline in aquatic areas—it is surely not in decline in your region—worrisome? Are steps being taken to restore them?
