I'd like to continue on with a little bit of discussion about the flow-through tax credit. You mentioned in your closing remarks that there wasn't a lot of take-up in the flow-through tax credit. Could you explain what you mean by no take-up? Do you have any statistics to say why it's working, why it isn't working, or why there isn't some take-up in that?

Ms. Dawson, first let me congratulate you on your seven years. Time does certainly fly. Thank you for your service, and now your continued service on your reappointment as commissioner.
I'd like you to reflect upon the statutory review that we did of the act and your impressions of what we actually came out with. From my point of view, the report hardly reflected some of the testimony that we did hear from you and others. Can you give me some sort of idea of your disappointment or pleasure with the report that was tabled by this committee on the review of the act?

What about the government's response to the report? Do we even see on the radar some of these changes actually being implemented? I don't think there has been very much action at all on the report.

When we hear about identity theft, we hear about people building identities. Quite often, commonly, that's around obtaining an address, a phone number, and all that. Could you shed some light on that, on people trying to gain someone's identity, getting a phone number, and building up this type of identity? Could you then tie that into burner phones and people who are reselling phones? Is that a big issue for identity thieves?

Colin, in regard to fictitious e-mail accounts and people setting up fictitious e-mail accounts to establish identity, do you see a lot of this? Do you have a lot of interaction with law enforcement in terms of people setting up these types of accounts to build identities for individuals?
