Thank you for being here. You will correct me if necessary, but I saw that you stated on two occasions in your text that amendments to the National Defence Act will be necessary in order to implement some of the recommendations not found in the bill. Do you believe certain recommendations could be included in Bill C-41 so that we aren't required to amend the act a second, third or fourth time?

Last week, the JAG was here as well when we met with the minister. My colleague Mr. Bachand put a question to the JAG, who told us that, in his view, we would not have to pass another bill in order to make amendments. Unless I'm mistaken, you think it would be much more effective to include those recommendations in Bill C-41 right now, which would mean we would not have to redo a certain process or a certain amount of work in the next few years.

Good afternoon, everyone. I don't quite know who to address my question to, but here it is.
We have talked a lot about fishing boats, but I guess that, for the past few years, there have been more cruise ships along the coasts. If there was an accident involving a number of people, what would be the capacity for saving them? Do we have the capacity to save three, five or seven people? If a ship with a thousand people on board was in trouble, how complicated would it be to help them?

Thank you for being here. This is not my usual committee, but I will take a turn anyway. I find this very interesting. By the way, if the Conservative Party needs advice on where to cut or give funding, the Bloc Québécois provided an excellent report for its first pre-budget consultations last year. We will be pleased to give you another copy if you would like more advice.
I only have five minutes. I would like each of you to explain to me... Mr. Brison explained earlier that Canada and the provinces had an astronomical debt. We need to find new ways of doing things in order to get rid of the deficit.
Mr. Kelly, I believe that what is happening right now in Great Britain is worrisome.
Could each of you tell me very briefly—perhaps this is even in your documents—what measure or action you would propose to the government that would cost no money but would maximize an investment through an innovative change to legislation?
What would be the priority measure in each of your areas that would maximize a committed investment, or what legislative change, etc., would really improve Canada's finances?

Just one moment. I would like to be clear on what you are saying. Basically, if there was a questionnaire, a survey or a consultation involving members of the public service, a number of solutions would be found within the departments to enable the government to save money.

When a humanitarian or other type of crisis unfolds, does Canada ever intervene unless its actions are coordinated with the UN? Does Canada ever decide to deploy troops and vessels to a given area without going through the UN, for example?

As I understand it, in most cases, when an NGO dispenses humanitarian aid, the civilian population views this help in a more positive light, because it is not being provided by armed soldiers. Do you understand what I'm saying? Is it your experience that when a clearly identified NGO is dispensing aid instead of armed soldiers, in most cases, the distribution process is more effective and seen in a more positive light? Can you confirm that?

I would like to ask several short questions, but as is often the case, in the course of a discussion other questions come to mind, so perhaps we will have a discussion which will be longer than expected.
This is a very technical subject. I am simply replacing someone on the committee. I am more interested in the international aspect of this issue. How does Canada stand, with regard to its current standards, as compared to other countries of the G20? Do we have a good image? Is our legislation on a par with that of the other countries, or is Canada doing better? Are we leaders internationally? Is there a country which serves as a model in the area of protection? Perhaps you can enlighten us on these issues.

That certainly clears things up in my mind.
Further, we know that some species which are protected in Canada, are not protected in the United States. Do both countries really work together, or do they meet regularly to harmonize their respective laws?
